The DH12.PN road project (section from DT.615 to National Highway 40B, Phu Ninh district) was approved by the Provincial People's Committee in Decision No. 471 dated February 8, 2021, with a total budget of 110 billion VND (99 billion VND from the provincial budget and 11 billion VND from the district budget).

The total length of the route is 7.34km, affecting approximately 300 households with an area of ​​over 111,000m2. In Report No. 91 dated July 23, 2024, the Phu Ninh District Investment and Construction Project Management Board stated that the construction volume of the DH12.PN road project has reached 25 billion VND (32.35%).

Due to the lengthy land compensation and clearance process, construction progress has been delayed. In Official Letter No. 3137 dated May 4, 2024, the Provincial People's Committee agreed to extend the construction contract deadline to December 31, 2024.

Previously, during a meeting with representatives of the Phu Ninh District People's Council, voters in Tam Thai commune requested the District People's Committee to direct the acceleration of the implementation of the DH12.PN road project section passing through the commune. Voters argued that the land clearance process was too slow and protracted.

In response to voters' questions on this matter, the People's Committee of Phu Ninh district stated that the DH12.PN road section passing through Tam Thai commune has a total length of 3.26 km, with a total land acquisition area of ​​nearly 42,000 . 139 households, individuals, and organizations are affected by land acquisition (3 households will be completely relocated).

To date, land clearance plans have been approved in two phases, and 7.4 billion VND has been disbursed to a total of 111 out of 139 households, individuals, and organizations; approximately 1/3.26 km of land has been handed over.

Currently, there are still some cases of complete land clearance that have not yet been arranged for resettlement, 40 cases are under assessment awaiting plan approval; some households have received compensation but have not yet cleared trees and structures, thus not ensuring the necessary land for simultaneous implementation along this section of the route.

Meanwhile, the section passing through Tam Dan and Tam An communes has basically completed land clearance work, with a total area of ​​over 69,000m2 recovered, affecting 157 households.

At the project site in Tam Thai commune, the construction unit stopped pouring soil to build the road embankment along a section adjacent to National Highway 40B, approximately 100 meters long, because it was obstructed by a resident's garden in Khanh Thinh village.

Mr. Huynh Van Ngoc (Khanh Thinh village) shared that he had just demolished his fence and agreed to hand over more than 50 square meters of affected land to facilitate the construction of the DH12.PN road project.

Mr. Ngoc's family is building a new house after the specific boundaries of this road have been determined. However, the house next to Mr. Ngoc's had already been built not long before, and now the boundary of the DH12.PN road runs close to their porch due to the road alignment adjustment.

Mr. Huynh Cuong's household (Khanh Thinh village), whose 80m2 of land was affected, has also agreed to hand over the land for the project's construction. Mr. Cuong said: "Most households have agreed to accept compensation and hand over the land. My family hopes that the DH 12.PN road will be completed soon so that everything can be stabilized and we can rebuild our fence and gate."

The Provincial People's Committee requests the Phu Ninh District People's Committee to take responsibility for directing the project management agency, the compensation and land clearance unit, and relevant departments, localities, and units to actively coordinate and promptly complete the compensation, land clearance, and resettlement work to ensure the construction proceeds on schedule. At the same time, they are to direct corrective actions and learn from the experience of delays in reporting to the competent authority for consideration and extension of the construction contract.

Mr. Vu Van Tham, Secretary of the District Party Committee and Chairman of the Phu Ninh District People's Council, noted that the District Investment and Construction Project Management Board should focus on expediting construction work as soon as land is handed over.

We will resolutely and promptly handle contractors who violate construction schedules, project quality, delay submitting payment documents for completed work, and breach the terms of signed contracts.

We must be determined to complete the DH12.PN road by December 31, 2024, to celebrate the 20th anniversary of the establishment of Phu Ninh district (2005 - 2025).
