
According to the plan to collect people's opinions, Long Bien district includes 13 wards along with part of the administrative boundaries of 2 communes Co Bi, Bat Trang (Gia Lam district) arranged into 4 wards, named Long Bien, Viet Hung, Bo De, Phuc Loi.
On April 18, immediately after the plan was approved by competent authorities, the People's Committee of Long Bien district issued instructions and started collecting public opinions on the plan to arrange wards in the area.
The subjects of the opinion collection are voters representing households residing in wards of the district. The form of opinion collection includes distributing opinion forms directly to household representatives or organizing a conference of voters representing households to distribute opinion forms. The choice of form is decided by the Ward People's Committee.

On the afternoon of April 19, Hanoi Moi Newspaper reporters were present in Viet Hung Ward when 13 working groups of the ward spread out to 13 residential groups to guide and inspect the implementation of collecting opinions for more than 6,200 households in the area. Deputy Secretary of the Party Committee and Chairman of the Ward People's Committee Dang Thuy Van was present at the cultural house of Residential Group No. 2 to disseminate the instructions of the District People's Committee, and at the same time noted some deadlines for completing the collection of opinions.
“According to the plan, by 9am on April 21, the ward must complete the results of the consultation with the people to report to the District People's Committee. Therefore, we request that the residential groups complete the consultation and summarize the results to report to the Ward People's Committee no later than 4pm on April 20. Although the time is very urgent, the Party Committee and the Ward People's Committee have carefully noted that the Party cell cadres, residential groups and inter-family leaders participating in the consultation with each household must follow the instructions and provide the people with sufficient necessary documents such as detailed content of the plan to arrange the wards and diagrams,” said the Chairman of the People's Committee of Viet Hung Ward.
Ms. Dang Thuy Van also affirmed that, deeply aware that the rearrangement of administrative units is a major policy of the Party and the State, the ward thoroughly grasps the general spirit of doing its utmost to ensure the people's democratic rights and the right to contribute their opinions, without leaving any out. Even for households that do not have a household registration, but are residing stably in the area and want to contribute, the ward also distributes ballots so that people can express their opinions.


After the guidance of the Chairman of the Ward People's Committee, the Party cell cadres and the heads of the inter-family groups of Residential Group No. 2 received the ballots and immediately started working. Secretary of Party Cell 2, Viet Hung Ward Party Committee Tran Huy Doat, who is over 70 years old this year, is still very active in directing and organizing the implementation of collecting opinions from local people.
Residential Group No. 2 has 10 inter-family groups with nearly 600 households. The Party Cell Secretary and Head of the Residential Group have agreed to assign each inter-family group to form a group of 2 people to go to each household, one person to propagate the policy, guide people to give their opinions, and one person to make a list. The residential group strives to complete collecting opinions by noon on April 20. At 2:00 p.m. the same day, the ballot counting team of 5 people along with 2 witness voters will proceed to count the people's comments.
“We expect to complete the vote counting by 3:30 p.m. tomorrow, April 20, to send the results to the ward as planned. The people’s feedback forms will be sealed and sent along,” said Mr. Tran Van Doat.
Following the officers of Residential Group No. 2 to ask for opinions from local residents, the reporter witnessed an extremely exciting atmosphere of giving opinions. Representatives of the households all enthusiastically "ticked" in agreement with the plan to rearrange the wards within the scope of Long Bien district.

Ms. Dam Thi Tam said that she was very happy and supported the revolution of streamlining the apparatus and arranging administrative units directed by the Central Committee and General Secretary To Lam; at the same time, she believed that this revolution would bring about an administrative apparatus that truly serves the people, facilitates administrative procedures for the people and helps improve people's lives, especially workers and vulnerable groups.
“I have been following the news about the plan to arrange the wards of Long Bien district into 4 wards since last night and completely agree with this plan,” Ms. Tam shared.
Mr. Au Van Lap also did not hesitate to "tick" the box agreeing with the plan to arrange 13 wards of the district along with part of 2 communes of Gia Lam district into 4 wards. "I am very excited to see the country innovate for development. This arrangement plan is generally suitable so I always support it," said Mr. Lap.


Along with Viet Hung ward, the remaining 12 wards in Long Bien district also urgently implemented the collection of opinions. Late at night on April 19, many officers of residential groups, heads of inter-family groups, and heads of apartment building staircases persisted in "going to every alley, knocking on every door" to ask for people's opinions.
Mr. Dang Dinh Suy, Party Secretary of Residential Group No. 4, Bo De Ward, said that the residential group has nearly 600 households, divided into 8 inter-family groups; the task of collecting opinions is specifically assigned to each inter-family group.
“People are very supportive and enthusiastically participate in contributing ideas. Almost everyone supports the arrangement plan, especially the proposed names of the four wards. We will try to finish it by the morning of April 20,” Mr. Suy shared.
Ngoc Lam Ward Party Secretary Nguyen The Thach said that it is expected that the entire ward will complete collecting public opinions on the morning of April 20. Right from the beginning, the Ward Party Committee has thoroughly grasped the spirit of doing things very urgently, the results are summarized and updated hourly from the residential groups to the ward to promptly direct reinforcement for slow or difficult areas. Although it is done quickly, it must be done properly, and each step must be done firmly.
"In general, people were very happy and comfortable when asked for their opinions and highly agreed with the arrangement plan," said the Secretary of the Party Committee of Ngoc Lam Ward.
