The Hanoi People's Committee has just submitted a document to the City People's Council regarding the consideration and approval of the pilot project and the establishment of the Public Administration Service Center. A notable point is that the Hanoi Public Administration Service Center will receive administrative procedures regardless of administrative boundaries and people can access public services within a radius of no more than 5km.
The basis for the pilot establishment of the Public Administration Service Center is implemented according to Resolution 142 of the National Assembly and Resolution 108 of the Government. It is known that Hanoi is one of the first localities in the country to pilot the establishment of the Public Administration Service Center.
According to the proposal of the Hanoi People's Committee, the Public Administration Service Center will operate on the basis of the city's administrative procedure settlement information system connected to the National Public Service Portal, national databases, specialized databases, and shared platform systems.

The center will be responsible for receiving administrative procedures regardless of administrative boundaries, while reducing the number of one-stop-shops. The center will also contribute to innovating the way administrative procedures are received; ensuring that each citizen can access public services within a radius of no more than 5km or less than 30 minutes of travel.
According to the Hanoi People's Committee, the Public Administration Service Center is an agency under the Hanoi People's Committee (a department-level agency), has legal status, its own seal and account; and is subject to the direction and management of the Hanoi People's Committee in terms of organization, staffing and work.
The Center is under the direct and comprehensive direction of the Chairman of the Hanoi People's Committee; and complies with the direction, inspection, and professional and technical guidance of the Government Office.
It is expected that the Public Administration Service Center will have its main headquarters at 197 Nghi Tam Street, Yen Phu Ward, Tay Ho District. The Center will be implemented in 3 phases. Phase 1 will be implemented from October 1, 2024 to March 31, 2025; Phase 2 from April 1, 2025 to June 30, 2025 and Phase 3 from July 1, 2025 onwards.
