Mr. Phan Viet Sau (Thanh Xuyen village, Duy Thu commune) shared: “We are very in agreement with the policy of rearranging the administrative units of Duy Thu and Duy Tan communes. This helps to streamline and improve the efficiency of the administrative apparatus, creating new momentum and conditions for local development. However, when implementing the merger, people will have to change many types of documents. Therefore, we hope that all levels and sectors will create the best conditions for people when they come to change related documents.”
According to Mr. Le Van Tri - Secretary of the Party Cell of Thu Bon Tay village (Duy Tan commune), determining that the implementation of administrative unit merger will affect the psychology and ideology of the people in the commune in general and Thu Bon Tay in particular, in the past time, the unit focused on propagating the project of arranging commune-level administrative units for the period 2023 - 2025, through many forms such as: people's activities of solidarity groups, on the loudspeaker system, at conferences, meeting voters... to help people grasp the meaning and purpose of administrative unit merger.
Besides, the core staff in the village promptly grasped information and public opinion among the people to advise the local Party Committee and government to resolve problems arising during the implementation process, contributing to creating consensus.
Mr. Tri said that Thu Bon Tay village has a natural area of 182 hectares, 361 households with 1,394 people. To ensure the success of the voter consultation, the village Party Committee, the village People's Committee, and the village Front Committee focused on disseminating the meaning and content of the consultation, the rights and obligations of voters. The Duy Tan Commune People's Council delegation also included this content in the voter meetings and clearly explained the purpose of the merger and consultation.
In addition, Thu Bon Tay village clearly assigned tasks to each member of the opinion collection team; assigned areas and number of households of voters, directly went to each house to distribute ballots and guided voters to give full opinions on the contents. As a result, 100% of voters in Thu Bon Tay village agreed with the plan to arrange administrative units according to the project.
Mr. Phan Dinh Son - Secretary of Duy Thu Commune Party Committee said that the merger of the two administrative units of Duy Tan and Duy Thu into a new Duy Tan commune is appropriate and ensures the standards of the administrative unit. It should be added that, in terms of historical factors, Duy Thu commune was separated from Duy Tan commune in 1986. At the same time, the two communes are closely related and similar in terms of culture, customs, and beliefs.
On the other hand, Duy Thu commune is located in the West of Duy Xuyen district, on the South bank of Thu Bon river and adjacent to Duy Tan commune. The traffic axis from Duy Xuyen administrative center (DH10 road) passes through Duy Thu commune and Duy Tan commune. Therefore, adjusting the entire area and population of Duy Thu commune to Duy Tan commune to establish a new commune creates extremely favorable conditions for managing administrative boundaries, traffic, and resolving administrative procedures for the people.
"The Duy Thu Commune Party Committee concretizes and issues documents to lead and direct the implementation. Fully publishes the directive documents of the central, provincial and district governments on the commune's electronic information portal. Effectively carries out propaganda and mobilization work through many forms suitable to the local reality, contributing to creating consensus among cadres, civil servants, party members, union members and people. Thanks to that, through the results of the opinion poll, 98.53% of voters approved" - Mr. Son informed.
Urgently improve the apparatus
Mr. Nguyen Cong Dung - Secretary of Duy Xuyen District Party Committee said that the arrangement of administrative units is a completely correct policy, creating positive changes in society, promoting resources and development potential. At the same time, it streamlines the apparatus, improves the activities of cadres and civil servants, and facilitates socio-economic development.
According to Mr. Dung, Resolution No. 1241 of the National Assembly Standing Committee, effective from January 1, 2025, imposes a huge amount of work on the locality. Therefore, Party committees, Party organizations, authorities, the Fatherland Front and socio-political organizations in the district must step up propaganda work. At the same time, grasp and promptly reflect the ideological situation and public opinion of cadres, Party members, civil servants, public employees and non-professional workers. Focus on perfecting the organizational apparatus, arranging cadres in conjunction with implementing Directive No. 35 of the Politburo on Party Congresses at all levels for the 2025-2030 term.
Mr. Dung noted that the arrangement of leaders and civil servants in new administrative units prioritizes the selection of comrades with full moral qualities, working capacity and age requirements to prepare personnel for the upcoming Party Congress. In particular, the district also focuses on resolving policies for cadres and civil servants subject to reduction, retired workers, and workers who retire early, ensuring strict compliance with regulations.
Mr. Dung said: “Relevant sectors must create all favorable conditions for people, organizations and businesses to conduct transactions and convert documents in the new administrative unit according to their authority. On the other hand, Party committees, the Fatherland Front and socio-political organizations of the district must strengthen monitoring, guidance, inspection and supervision of each stage, each step, and the tasks stated in Resolution No. 1241 of the National Assembly Standing Committee...
The Standing Committee and the Party Executive Committee of Duy Tan commune must be responsible for doing a good job of ideological work, motivating cadres and people to promote the spirit of solidarity, strive to compete and achieve achievements to welcome major events in 2025, especially Party Congresses at all levels, towards the 14th National Party Congress...
Mr. Nguyen Thanh Son - Vice Chairman of Duy Xuyen District People's Council said that, implementing Resolution No. 1241 of the National Assembly Standing Committee, Duy Xuyen District merged the entire natural area of 12.92km2 and population of 5,313 people of Duy Thu Commune into Duy Tan Commune. After the merger, Duy Tan Commune has a natural area of 21.56km2 and a population of 11,658 people. After the arrangement, Duy Xuyen District has a total of 13 commune-level administrative units, including 12 communes and 1 town.
