At a recent press conference, in response to the press's reflections on the current situation, where patients using health insurance still have to go out to buy medical supplies and medicine, specifically at Viet Duc Hospital and the Central Endocrinology Hospital, Ms. Dao Hong Lan, Minister of Health, said: "Currently, the Ministry of Health has not received any reports from any hospital about the shortage of medicine or medical supplies. We are listening to the issues that reporters have reflected.

Regarding the shortage of drugs at Viet Duc Hospital and the Central Endocrinology Hospital, we will ask the hospital directors to report early, to understand the cause of the shortage of drugs, and how to solve this problem. Our goal is to listen to feedback to fundamentally solve the problem of drug shortage, helping people not to have difficulties and hardships when going to see a doctor without medicine."
Regarding the shortage of drugs and supplies, Mr. Nguyen Tuong Son, Director of the Department of Financial Planning, Ministry of Health admitted: "In the past, the industry had this situation, there were many reasons, in addition to supply disruptions, market price fluctuations, and difficulties in applying regulations in bidding for the purchase of drugs and medical supplies...".
According to Mr. Son, in this situation, the Ministry has reported to the Government, coordinated with the Ministry of Planning and Investment to develop the revised Law on Bidding and many other legal documents on procurement regulations, paying attention to regulations on resolving difficulties and obstacles in procurement to ensure compliance with the characteristics of the health sector. Currently, the difficulties have been basically resolved, but there are still some local shortcomings, because the legal regulations on bidding have many new points, so units have not applied them to meet procurement activities.
Mr. Son emphasized that the Ministry has coordinated with localities and hospitals to provide timely guidance and apply the new regulations. However, some units are still hesitant. In fact, many units have conducted bidding but there are no bidders participating or the market does not have drugs to supply, especially rare drugs... thus leading to local drug shortages. The Ministry is developing a manual for bidding, which is a practical guide to help hospitals better understand the bidding regulations and ensure ease of implementation. We are trying to issue a manual for units to apply in early 2025.
To solve the problem of shortage of drugs and medical supplies, according to Ms. Dao Hong Lan, "the problem of purchasing and bidding for drugs and medical supplies is a difficult problem that cannot be solved in a day or two. In the past 2 years, the Ministry of Health has coordinated with ministries and branches to advise the Government to amend and issue many decrees and circulars, which have removed many difficulties in purchasing and bidding. In the recently passed amended Law on Health Insurance, there are provisions allowing the transfer of drugs and medical supplies between one unit and another, paid for by health insurance. This is a mechanism that creates conditions for hospitals and the health sector from the central to local levels, ensuring that when drugs and medical supplies are needed, they can be met immediately for patients."
