Faced with difficulties due to the increasingly declining fishing grounds for seafood exploitation, high gasoline and oil prices... have significantly affected seafood exploitation and processing activities. However, with the attention of the State, local authorities and the efforts of the owners of the means, the annual seafood exploitation output of Ngu Loc commune (Hau Loc) has reached over 12 thousand tons, contributing to job creation and increasing income for people in the commune to 53 million VND/person/year.

Ngu Loc develops marine economy Quan Thuy grilled mackerel facility, Nam Vuong village, supplies the market with 200 kg of fish/day.

Quan Thuy grilled mackerel processing facility, Nam Vuong village specializes in supplying grilled fish products to markets in and outside the province. Ms. Nguyen Thi Thuy, owner of Quan Thuy grilled mackerel establishment, said: "Having been in the grilled fish business for more than 20 years, I have always valued reputation as the top priority. Therefore, the types of fish such as mackerel, termites, and scad... that I purchase from fishing boats are always fresh, and during the preliminary processing, they are always clean, ensuring food hygiene and safety. Thanks to that, the facility's grilled fish products are always welcomed by many customers inside and outside the province. In particular, in March 2023, the family's grilled mackerel products were recognized as 3-star OCOP products at the provincial level, creating more favorable conditions for the facility's sales, with a quantity of over 200 kg of fish/day. In addition to bringing in hundreds of millions of VND/year in revenue, the facility also creates regular jobs for 4 workers, with an income ranging from 5 to 7 million VND/person/month".

Mr. Dinh Van Tiep, Bac Tho village, who has decades of experience in the field of fishing, and is also the owner of fishing boat TH 93868-TS, said: "My fishing boat has a capacity of 800 CV, specializing in fishing in fishing grounds from the Central region to Ca Mau by catching squid, trawling, and purse seining. Each fishing trip usually lasts from 10 to 20 days. Previously, when gasoline prices had not increased and aquatic resources were not as scarce as they are now, each trip out to sea after deducting expenses brought the family hundreds of millions of dong in income. At this time, oil prices have more than doubled, any trip out to sea that catches a fish school, after deducting expenses, earns 100 million dong, the rest mostly earns tens of millions of dong. In addition to bringing the family over 1 billion dong in income per year, the family's fishing boat also creates regular jobs for 9 workers, with an income of 15 - 20 million dong/person/month".

It is known that Ngu Loc is the only coastal commune of Hau Loc district without agricultural land for cultivation. The whole commune has 20,000 people, 85% of whom live on the sea. Seafood exploitation and processing is the main occupation of the locality. The whole commune currently has 212 fishing vessels (119 vessels with a length of 15m or more, 93 vessels from 12 - 15m and 6 vessels registered for offshore fishing), with an annual output of 12,000 tons. Abundant raw materials are the conditions for the seafood processing and trading industry to develop with 70 participating households. In addition, nearly 20 households participate in fishing logistics services and aquaculture (clam farming). Of which, clam farming in Da Loc commune, Dao Ne... has 9 households, with an average income of 500 million VND, some households reaching 2 - 3 billion VND/year.

Mr. Vu Huy Bo, Chairman of Ngu Loc Commune People's Committee, said that developing the marine economy is a key industry and is of special interest to the locality. Because in addition to attracting and creating jobs for thousands of local workers, with income ranging from 5 - 15 million VND/person/month, it also contributes to developing the household economy. Many households working in seafood processing and trading and households participating in exploitation have an annual income of hundreds of millions of VND, some even earn billions.

Mr. Bo also said that the local seafood exploitation industry has recently faced many difficulties due to the decline in aquatic resources in fishing grounds, high gasoline prices... which have greatly affected the commune's key economic sector. If in 2022 the whole commune had 307 vessels participating in fishing grounds, by 2023 it had decreased to 212 vehicles. Therefore, to ensure that the production value in 2024 reaches 1,030 billion VND (of which, seafood reaches 402 billion VND), along with continuing to promote propaganda, mobilizing fishermen to stay at sea and promptly implementing State support policies such as supporting subscription fees for journey monitoring devices, gasoline money..., the locality continues to promote economic restructuring. In addition to developing the marine economy, other economic sectors such as industry - construction, business - services have also received attention and achieved remarkable results, contributing greatly to the production value of the commune in recent years. In particular, the labor export movement has recently been attracting the attention and choice of the people. In 2023, the commune had 94 workers working abroad for a limited period of time with major markets such as Taiwan, Japan, Korea, etc. Thereby, contributing to bringing the current income of the people to 53 million VND/person/year, the poverty rate reduced to 2.8%.
