Research on building a space and aviation technology center in Binh Dinh

On July 19, the working delegation of the Ministry of Science and Technology had a working session with Binh Dinh province on the results of science and technology activities, innovation of the province in the past time and orientation for the coming time.

Vice Chairman of the People's Committee of Binh Dinh Province Lam Hai Giang said that compared to some localities in the central coastal region, Binh Dinh Province has a relatively favorable starting point for science and technology development. In particular, Binh Dinh Province has many high-quality institutions and infrastructure for science, technology and innovation, typically the International Center for Interdisciplinary Education, the Center for Scientific Discovery and Innovation... which not only have prestige and influence in the domestic scientific community but also internationally.

During two consecutive terms, Binh Dinh Provincial Party Committee has had an Action Program on science and technology development and achieved many positive results.

The report of the Department of Science and Technology of Binh Dinh province shows that the contribution rate of total factor productivity (TFP) to the province's GRDP growth in 2021 is 33.18%, in 2022 is 41.95%, in 2023 is 40.34% (the target is to reach an average of 38-42% in the 2020-2025 period). The rate of technological innovation in 2020 is 7.5%, in 2021 is 11.5%, in 2022 is 17.39% (the target is 17-20%/year).

The province is implementing the development of Quy Hoa Science Urban Area with the core being the International Center for Interdisciplinary Science and Education, building the Center for Artificial Intelligence - Auxiliary Urban in Quy Nhon city, gradually forming the Center for Artificial Intelligence in Binh Dinh.

The intellectual property sector of Binh Dinh province has also achieved many outstanding results. Notably, Binh Dinh province has just successfully established the geographical indication "Binh Dinh" for the province's yellow apricot product and has had 66 community trademarks associated with geographical indications registered for protection (35 certification trademarks and 31 collective trademarks).

Binh Dinh province requests the Ministry of Science and Technology to help the province with a number of scientific and technological tasks; create, manage and develop geographical indications for products under the national intellectual property development support program.

In addition, consulting support is provided to build a Center for Research and Application of Space and Aviation Technology on the basis of the Center for Scientific Discovery and Innovation; Center for Supporting Regional Startups and Innovation; Key Laboratory of Biotechnology.

Speaking at the meeting, Deputy Minister of Science and Technology Tran Hong Thai assessed that the potential and advantages of Binh Dinh province in developing science, technology and innovation are very large. At the same time, he suggested that Binh Dinh province continue to closely coordinate with the Ministry of Science and Technology in leading and directing science, technology and innovation activities in the province; effectively organizing the implementation of science, technology and innovation solutions.

In particular, the province needs to continue to develop and enhance its scientific and technological potential; promote support for the development of the startup ecosystem, technology incubation, strongly promote applied research activities, innovation, transfer of technical advances, and technological innovation in organizations and enterprises in the area; increase the application of new and high technologies in investment and production projects; promote the implementation of national and provincial-level scientific and technological programs and tasks; focus on developing local advantageous products...

Regarding the proposals and recommendations of the province, the Ministry of Science and Technology unanimously supports the implementation. The Deputy Minister assigned the leaders of the Ministry's units to proactively coordinate with the provincial units to guide and support the localities in handling.

Regarding the project of the Center for Research and Application of Space Science and Technology, the People's Committee of Binh Dinh province has just directed the Department of Science and Technology to preside over and coordinate with the Department of Planning and Investment and related units to research and develop the project, with capital from the central budget.

According to the Department of Science and Technology of Binh Dinh province, the project is invested in Quy Hoa valley (Ghenh Rang ward, Quy Nhon city, Binh Dinh), an area near the Quy Nhon Center for Scientific Discovery and Innovation. When put into operation, the project will help popularize the sciences of astronomy and aerospace with advanced equipment and learning materials.

In the long term, the project will develop into a major hub for collecting and processing remote sensing images in the Central Highlands region. Thereby, it will participate in domestic and international research networks to inherit or link and transfer components, accessories, and astronomical equipment.
