With a proactive and urgent spirit, comrade Nguyen Hoai Anh, Secretary of Binh Thuan Provincial Party Committee, said that the Provincial Party Committee Standing Committee has issued an Action Program, the Provincial People's Committee has issued a plan and implemented specific contents as required in Resolution No. 57-NQ/TW of the Politburo in accordance with the conditions and characteristics of Binh Thuan province.

For more than 3 years, the province has implemented digital transformation tasks with some positive results, creating an important premise for building digital government, developing digital economy and digital society in the next phase.

According to the Department of Science and Technology of Binh Thuan province, the whole province has 4,285 BTS stations. Of which, there are 1,002 2G BTS stations, 1,255 3G BTS stations, 1,944 4G BTS stations, 84 5G BTS stations. The rate of population covered by 3G, 4G mobile network is 99.9%; the rate of households with fixed broadband connection is 97.92%; with 1,463,912 mobile phone subscribers.

According to Dr. Nguyen Thi Bich Lan, Director of the Institute of Innovation and Digital Transformation, the smart commune model is one of the development trends in rural digital transformation, especially in areas with different geographical, economic and cultural conditions.

This model includes using information and communication technology to manage, monitor and optimize production, business and management activities; focusing on developing traditional industries and local products to create added value and develop the local economy; improving people's quality of life through providing public services such as health, education and culture; building smart transportation systems to connect villages with neighboring areas and markets.

With the motto "Slim apparatus, connected data, smart governance", Mr. Do Huu Huy, Chairman of the People's Committee of Binh Thuan province, suggested that departments, branches, sectors and localities study and refer to the contents of the workshop to complete and propose a smart commune model suitable for the project to rearrange the organization of administrative units at all levels according to Resolution No. 60-NQ/TW, dated April 12, 2025, the 11th Conference of the 13th Party Central Committee, focusing on ensuring digital infrastructure to meet the requirements of "smart governance".

The Chairman of the People's Committee of Binh Thuan province said that the research units advise on implementing tasks that have an impact and actively support businesses in implementing digital transformation, such as promptly implementing preferential policies, encouraging businesses, especially small and medium enterprises, to invest in digital transformation to improve production and business efficiency, corporate governance, etc. The units research solutions to apply information technology, develop specialized databases to enhance management efficiency, make decisions based on data, and at the same time, make transparency and serve people and businesses better to contribute to promoting administrative reform and building digital government.
