Thorough and careful research when naming new communes and wards

That was one of the important issues raised by comrade Ho Quoc Dung - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, at the Provincial Party Executive Committee Conference (extraordinary session) to give opinions on the arrangement of administrative units at the provincial and communal levels, which took place on the afternoon of April 21.

Co-chairing the Conference were comrades: Le Kim Toan - Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Pham Anh Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.

Choosing a new commune or ward name must be carefully calculated.

According to the Report of the Provincial Party Standing Committee on the Project on rearranging commune-level administrative units of Binh Dinh province in 2025 presented by Chairman of the Provincial People's Committee Pham Anh Tuan at the Conference, before the rearrangement, the whole province had 155 units. After the rearrangement, the whole province has 58 commune-level administrative units, including 41 communes and 17 wards, a decrease of 97 units (a decrease of 62.58%).

Discussing at the Conference, delegates all highly agreed with the plan to arrange commune-level administrative units; at the same time, discussed the names of the units, administrative boundaries between units and the contents to be implemented in the coming time.

According to Standing Deputy Secretary of the Provincial Party Committee Le Kim Toan, in addition to the arrangement of administrative units, the choice of names is very important. "I was born in Tam Quan. In the middle of the South. My hometown is far away. I still remember and love it", comrade Le Kim Toan quoted a few verses, emphasizing that the name of each new commune and ward must be closely associated with the land, cultural traditions, and people there. Therefore, localities must consider very carefully and cautiously; it will be difficult to have the opportunity to change it once a decision has been made.

Hoai Nhon Town Party Secretary Pham Truong said that according to the province's 2025 project to arrange commune-level administrative units, after the arrangement, Hoai Nhon Town will establish 7 wards named Hoai Nhon Ward plus serial numbers from 1 to 7. "At the meeting of the Standing Committee and the Executive Committee of the Town Party Committee, some opinions wondered whether to keep some place names such as Bong Son or Tam Quan or not? However, after analysis and discussion, most opinions agreed that Hoai Nhon Ward should be named with serial numbers from 1 to 7. The reason for using the name Hoai Nhon for the new wards is because Hoai Nhon prefecture has existed for 555 years. And the place name Hoai Nhon has been preserved by the community, united to create many achievements both during the resistance war against the US and in peacetime," said Mr. Truong.

Speaking at the Conference, Provincial Party Secretary Ho Quoc Dung requested careful and thorough research, careful consideration of naming, careful calculation of historical, cultural, topographical, and headquarters location factors, ensuring that the commune-level government is streamlined, effective, efficient, close to the people, promptly serving the practical interests of the people, and reducing travel costs.

“Local leaders must be responsible for history and conduct careful research to choose appropriate new names. The Provincial Party Committee Standing Committee does not impose naming conventions on new communes and wards. Through public opinion and feedback, comrades need to continue researching to find a new name that is gentle, closely linked to history, and that speaks volumes,” said the Provincial Party Secretary.

After the arrangement, Quy Nhon City has 5 wards and 1 commune left.

Urgent, responsible

Regarding the Project for rearranging Gia Lai and Binh Dinh provinces, Gia Lai province will be established on the basis of merging the entire administrative boundaries and population of Gia Lai province and the entire administrative boundaries and population of Binh Dinh province. Gia Lai province formed after the rearrangement has a natural area of ​​over 21,576 km²; a population of over 3.153 million people; and 135 commune-level administrative units (including 110 communes and 25 wards).

Secretary of the Provincial Party Committee Ho Quoc Dung assigned the task to the Provincial Party Committee and People's Committee to study and closely follow the Prime Minister's Decision approving the Project on rearranging and reorganizing administrative units at all levels and the comments of the comrades attending the Conference, complete the Project on rearranging Gia Lai and Binh Dinh provinces (together with the Project on rearranging commune-level administrative units of Binh Dinh province in 2025), and submit it to the Provincial People's Council for comments. In addition, the Provincial Party Committee and People's Committee were requested to urgently carry out the procedures for building a new political-administrative center of the province in Nhon Hoi Economic Zone.

“The new political-administrative center located in Nhon Hoi Economic Zone must build roads, infrastructure, lighting, and modern urban areas, ensuring the best working place for the staff after the province's merger. Along with that, it is necessary to develop a travel and accommodation plan for the staff coming from Gia Lai. Therefore, from now on, the Provincial Party Committee and People's Committee must establish working groups to implement this,” requested Secretary of the Provincial Party Committee Ho Quoc Dung.

In addition, proactively arrange and use headquarters, handle public finances and assets after administrative unit arrangement according to regulations; do a good job of propaganda and mobilization of people, create consensus and unity in implementing administrative unit arrangement at all levels.
