In this document, the Ministry of Construction assessed that it is necessary to study and invest in a traffic project directly connecting Binh Phuoc and Dong Nai provinces. Due to the role of direct connection between the two provinces, the Ministry of Construction believes that it is necessary to study with an appropriate investment scale to combine the requirements of meeting transportation needs, supporting urban development, services, and regional tourism.

Project investment is necessary
According to the Ministry of Construction, currently, connecting Binh Phuoc province with Ho Chi Minh City or Dong Nai must go through Binh Duong province and research to invest in traffic works directly connecting Binh Phuoc province and Dong Nai province is necessary.
Based on the economic and social development needs of localities and in the region, Dong Nai and Binh Phuoc provinces have agreed to choose the connection option from Dong Xoai city along provincial road 753, across Ma Da bridge to Dong Nai province, following local routes connecting to Ring Road 4 - Ho Chi Minh City to facilitate traffic and support economic and social development in the Central Highlands and Southeast regions.
In the document, the Ministry of Construction also stated that, because the route connecting Binh Phuoc province and Dong Nai province via Ma Da bridge passes through Dong Nai Biosphere Reserve, it is recommended that localities review, research, analyze, and carefully evaluate the impacts on the environment, ecosystem, and biodiversity linkages to select a suitable detailed route; carefully assess environmental impacts, and at the same time study issues related to the fields of environment, forestry, biodiversity, cultural heritage, international treaties, etc. to coordinate with management agencies to complete project investment dossiers and procedures during the investment implementation process according to regulations.
According to this plan, the total length of the route is about 74km. Of which, the section passing through Binh Phuoc province is about 30km long (from Dong Xoai city to Ma Da bridge); the section passing through Dong Nai province is about 44km long (from Ma Da bridge to Ring Road 4 - Ho Chi Minh City). Of which, about 27km passes through Dong Nai Nature - Culture Reserve.
For the section passing through Dong Nai, the proposed plan is to build about 5km of viaduct through the natural forest area and open a new section of about 17km with an investment scale of 4-10 lanes.
The Ministry of Construction assessed that the proposed route plan of the two localities will ensure the connection of the center of Binh Phuoc province and the North-South expressway in the West (Ho Chi Minh road) with Ring Road 4 - Ho Chi Minh City.
Regarding the proposal of the People's Committee of Binh Phuoc province to adjust the planning scale of National Highway 13C (coinciding with a section of Provincial Road 753) from 2 - 4 lanes to 8 - 10 lanes, the Ministry of Construction said that the People's Committee of Binh Phuoc province can study and invest in the section of Provincial Road 753 (the section that coincides with National Highway 13C but is not yet National Highway 13C) with a larger scale than the minimum planning scale in the Road Network Planning for the period 2021 - 2030, with a vision to 2050, without having to adjust Decision No. 1454/QD-TTg (dated September 1, 2021) of the Prime Minister approving the road network planning for the period 2021 - 2030, with a vision to 2050.
Meanwhile, according to the report of Dong Nai Provincial People's Committee, Ma Da bridge connecting Dong Nai province and Binh Phuoc province, provincial road 761 and the road connecting Dong Nai Nature and Culture Reserve with Ring Road 4 - Ho Chi Minh City have not been updated in Dong Nai Provincial Planning for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister.
Therefore, the Ministry of Construction requests the People's Committees of the two provinces to review and research to report to competent authorities for consideration, adjustment and supplementation of the above-mentioned routes in relevant planning according to regulations.
“Regarding provincial planning, the People's Committee of Dong Nai province is requested to review and study the provisions in Clause 16, Article 1, Law amending and supplementing a number of articles of the Law on Planning, the Law on Investment, the Law on Investment under the public-private partnership model, and the Law on Bidding to implement in order to shorten the procedures and progress of adjusting provincial planning,” the document of the Ministry of Construction stated.
Proposal to assign Dong Nai Provincial People's Committee as the competent authority to invest in Ma Da Bridge
Regarding the issue of capital sources and project investment authority, according to the Ministry of Construction, these are routes managed and invested by localities, so according to regulations, localities proactively arrange legal capital sources to invest in the project. In case of difficulties, localities are requested to work with the Ministry of Finance to report to competent authorities for consideration and support of capital sources from the central budget to invest in the project.

Also according to the Ministry of Construction, the People's Committee of Dong Nai province proposed to invest in Ma Da bridge and the connecting road from Ma Da bridge to Ring Road 4 - Ho Chi Minh City from Dong Nai province's budget.
Because Ma Da Bridge is located in Dong Nai and Binh Phuoc provinces, it is appropriate for Dong Nai Provincial People's Committee to propose to take the lead in investing in Ma Da Bridge. In order to have a sufficient basis to report to the Prime Minister, the Ministry of Construction requests the People's Committees of the two localities to report to the Provincial People's Councils to have a resolution to agree on the plan to assign Dong Nai Provincial People's Committee as the competent authority to implement the project according to Clause 1, Article 30 of the Law on Public Investment.
In order to soon invest in the route connecting Binh Phuoc province in particular and the Central Highlands provinces in general with Ring Road 4 - Ho Chi Minh City, Dong Nai port, Ba Ria - Vung Tau seaport and Long Thanh International Airport to promote economic and social development in the Southeast region and the Central Highlands, in the document, the Ministry of Construction proposed to the Deputy Prime Minister and the Prime Minister a number of issues related to the project.
Accordingly, since the authority to invest in the routes connecting Binh Phuoc province with Dong Nai province falls under the authority of the localities, the People's Committees of the two provinces are requested to carry out procedures to prepare for investment in these routes according to regulations. During the investment preparation process, it is requested to study and review the opinions of the Ministry of Construction.
At the same time, the People's Committees of the two provinces will carry out procedures as prescribed in Article 30 of the 2024 Law on Public Investment to report to the Prime Minister for approval to assign the People's Committee of Dong Nai province as the competent authority to invest in the construction of Ma Da bridge from the budget of Dong Nai province. The People's Committees of the two provinces will work with the Ministry of Finance to consider and report to competent authorities to support the central budget with targets for localities to invest in roads according to regulations.
