The Government Office has just announced the conclusion of the Government Standing Committee at the meeting on removing difficulties for offshore gas and wind power projects.

In the announcement, citing assessments and forecasts from world economic research organizations, in case the FED reduces interest rates, Vietnam's economy will have a growth rate of over 7% in the coming period.

Therefore, the Government Standing Committee requested the Ministry of Industry and Trade to urgently review all power sources in the Plan to implement the VIII Power Plan in the direction of shifting base power from coal power to gas power, prioritizing domestic production to achieve electricity growth of 12-15%/year, while ensuring national energy security.

Notably, in the concluding announcement, the Government Standing Committee assigned the Ministry of Industry and Trade to study the experience of developing nuclear power in countries around the world to propose developing nuclear power in Vietnam in the coming time. From there, supplement the base electricity, minimize the lowest environmental risks, and report to the Politburo for consideration and decision.

Along with that, the Ministry of Industry and Trade focuses on reviewing legal problems in implementing electricity projects, urgently completing the Electricity Law Project (amended) in the direction of clear contents, proven to be correct and effective in practice from the previous Electricity Law as well as stipulated in decrees and circulars, which need to be studied to amend and update in this draft law.

For unclear contents with many variables, research should be conducted in the direction of prescribing principles in the law and assigning the Government to make specific regulations such as price issues, technical standards, etc.

The Government Standing Committee also requested the Ministry of Industry and Trade to review legal problems related to the development of power projects to study, propose, and send to the Ministry of Planning and Investment to synthesize the content into a draft law amending many laws such as the Investment Law, Bidding Law, Law on Marine and Island Resources and Environment, Vietnam Sea Law, Construction Law, etc.

Previously, in a document sent to ministries, branches and relevant parties requesting comments on the draft report to the Prime Minister on the assessment of the implementation of the VIII Power Plan, the Ministry of Industry and Trade considered the option of researching solutions to develop small modular reactor nuclear energy, including floating nuclear power plants.

According to the Ministry of Industry and Trade, the VIII Power Plan does not plan to develop nuclear power sources in Vietnam.

However, the ministry believes that, with the benefits and favorable conditions of small modular reactor nuclear energy (capacity of about 300 MW per unit, equal to 1/3 of the output capacity of traditional nuclear power reactors), plus the fact that many countries in the world are deploying this power source, Vietnam's research on solutions to develop small modular reactor nuclear energy, including floating nuclear power plants in the future, can be considered.
