At the meeting, the two sides discussed the contents to restore international postal exchange activities through Lao Cai - Ha Khau international border gate.
It is known that the exchange of international postal items and parcels between Lao Cai province and Yunnan (China) has been concretized through the "Agreement to restore the exchange of international road postal items and parcels between Lao Cai Provincial Post Office, Socialist Republic of Vietnam and Yunnan Provincial Post Office, People's Republic of China" signed on May 16, 1999 in Yunnan province and the Memorandum of Understanding on the implementation of "Restoration of the exchange of international road postal items and parcels between Lao Cai Provincial Post Office (Socialist Republic of Vietnam) and Yunnan Provincial Post Office (People's Republic of China)" signed in Lao Cai on July 1, 1999, officially implemented from July 28, 1999.
Currently, only Lao Cai Provincial Post Office (Vietnam) and Yunnan Provincial Post Office (China) are qualified enterprises to carry out international postal exchange activities through Lao Cai border gate.
However, the exchange of international mail between Lao Cai Provincial Post Office and Yunnan Provincial Post Office is only carried out through Kim Thanh International Road Border Gate No. II.
The exchange of international postal items through Lao Cai international road border gate has not been implemented due to inadequate warehouse conditions for customs inspection and supervision.
The Lao Cai Provincial Economic Zone Management Board proposed that, in the immediate future, the two sides should carry out customs clearance procedures at domestic delivery customs branches in Vietnam. After the international postal exchange activities between the two sides are completed, customs clearance will be proposed at the Lao Cai international border gate.
