Researching solutions to completely resolve 175 voters' petitions

On the morning of September 22, the Standing Committee of the Provincial People's Council had a meeting with a number of provincial departments and branches according to the plan to supervise the settlement of voters' petitions in the province from the beginning of the 2021-2026 term to present.

Comrade Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council, Head of the supervision delegation of the Provincial People's Council Standing Committee chaired the meeting.

Attending the meeting were comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council .

Clarifying the cause of the backlog of 175 voters' petitions that have not been completely resolved

From the beginning of the 2021-2026 term up to now, the Provincial People's Council has received and synthesized through voter contact "channels", received via online telephone lines at meetings, reflected in writing by post..., with a total of 725 opinions and recommendations from voters and people.

Based on the synthesis of the Provincial People's Council, the Provincial People's Committee assigned the provincial departments, branches and localities to resolve; up to this point, 550 basic opinions have been completely resolved; 175 opinions have not been completely resolved, although the petitions are legitimate and urgent, leading to voters petitioning again and again, causing frustration among the people.

At the meeting, members of the monitoring delegation and representatives of departments and branches analyzed and clarified many objective and subjective causes. The main reason was the lack of policies and legal regulations to solve some practical problems, such as solving old collective housing areas; solving problems arising from hydropower projects; supporting people affected by the relocation of the TH dairy cow farming project cluster...

There is also an insufficient funding source to implement voters' recommendations related to investment in traffic and irrigation projects, and treatment of environmental pollution caused by pesticide residues.

Along with objective causes, there are also subjective causes, which according to many opinions: Some departments and branches in responding to some opinions and recommendations are still general and have not clarified the solution roadmap.

On the other hand, the coordination between provincial departments and localities has not been really focused; at the same time, there has not been a drastic and thorough resolution of voters' petitions.

Research on solutions to increase the effectiveness of resolving voters' petitions

Based on the opinions of the members of the monitoring delegation and departments and branches, speaking at the meeting, comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council presented a number of orientations.

Specifically, in synthesizing voters' opinions and recommendations, it is necessary to classify them into first, second, third opinions... and classify them according to their urgency, opinions reflecting a wide range...; on that basis, there will be a roadmap for resolution in order of priority and focus.

The Standing Vice Chairman of the Provincial People's Council also requested that the responses to voters' petitions must be decisive and clear; including the responses at the meeting of voters by the Provincial People's Council delegates and the responses to the solutions of departments and branches must be clarified because there is no mechanism, policy or resource to handle them. In case the voters' petitions are reasonable and legitimate, they must be studied and proposed to the province and the Central Government to supplement the mechanism, policy, legal regulations or allocate resources in the next stage.

Comrade Nguyen Nam Dinh also said that to ensure science and at the same time reduce the workload for the synthesis department, monitor the settlement of voters' petitions at all levels and sectors, the Standing Committee of the Provincial People's Council is currently promoting the development of software to be put into application in the near future.

Enhance the "follow-up" responsibility of all levels and sectors

On behalf of the monitoring delegation, comrade Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council, Head of the monitoring delegation of the Provincial People's Council Standing Committee affirmed: Resolving voters' petitions is the authority and responsibility of state agencies at all levels; this is also the criterion for assessing the responsibility of delegates elected by voters.

Appreciating the sense of responsibility of departments and branches in resolving and responding to voters' opinions and recommendations since the beginning of the term, and sharing the difficulties and obstacles due to objective reasons in resolving 175 pending and prolonged recommendations; Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi also frankly pointed out a number of subjective issues.

There are quite a few issues, the departments and branches are responding in general terms, lacking a roadmap for resolution and lacking specific coordination between departments and branches and between departments and branches and localities. Through monitoring at the localities, some provincial departments and branches "push" the responsibility of resolution to the localities.

Some provincial and local departments and branches have not followed up to resolve voters' petitions; at the same time, the response process prescribed in Decision No. 25 of the Provincial People's Committee has not been ensured, especially the response to voters is still limited, leading to the resolution results not reaching voters, so voters petition again and again.

From the practical situation, Vice Chairman of the People's Council Nguyen Nhu Khoi suggested that departments and branches review 175 recommendations under their functions and authority, on that basis clearly identify objective and subjective causes, in order to have measures and solutions to handle them; if related to policies and legal regulations, proactively advise on adjustments and amendments; regarding resources, it is necessary to calculate and prioritize the allocation of resources to invest in urgent projects; overcome the situation of responding due to lack of legal basis or lack of resources.

Departments and branches also need to improve their responsibilities, closely follow up on the resolution and transfer of responses to the correct subjects of reflection and suggestions. Pay attention to reviewing, making recommendations and proposals to amend and supplement the process of receiving, processing and responding to voters' opinions according to Decision No. 25 of the Provincial People's Committee in the spirit of digital transformation.

The Vice Chairman of the Provincial People's Council also requested departments and branches to strengthen state management and pay attention to finding solutions to a number of issues related to land management and use at agricultural and forestry farms; environmental pollution due to pesticide residues and at the Ethnic Boarding School 2; handling 14 old dormitories in Vinh city; granting land use right certificates to people; paying attention to calculating and allocating resources to invest in essential projects...
