Researching strategic breakthrough factors for Quang Nam to develop quickly and sustainably

The workshop was chaired by Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation Le Van Dung and Permanent Vice Chairman of the Provincial People's Committee Tran Nam Hung, with the participation of comrades in the Provincial Party Committee Standing Committee, leaders of departments, branches, localities and domestic experts, scientists and investors.

According to the representative of the Department of Planning and Investment, the three strategic breakthrough tasks for the 2021-2025 period are identified as follows: Building a synchronous infrastructure system and urban development; Proactively participating in the Fourth Industrial Revolution associated with developing high-quality human resources; Promoting improvement of the investment environment and innovative startups.

In the context of many difficulties and challenges, the Provincial Party Committee, People's Council and People's Committee have focused on directing the drastic implementation of key tasks and solutions; proposed and promoted, prioritizing resources to implement three strategic breakthroughs in the 22nd term.

The planning of Quang Nam province for the period 2021 - 2030, with a vision to 2050, has been approved by the Prime Minister in Decision No. 72, dated January 17, 2024. The specific target is: the average GRDP growth rate in the period 2021 - 2030 reaches more than 8%/year and by 2030 strives to become a fairly developed province of the country. At the same time, Quang Nam strives to become an important growth pole of the Central - Central Highlands region.

Speaking at the opening of the workshop, Chairman of the Provincial People's Committee Le Van Dung emphasized that, following the results achieved in the three breakthrough tasks of the 2015 - 2020 term, the 2020 - 2025 period has synchronously and effectively implemented solutions to restore and develop the economy and society. The economy has flourished and achieved many positive results.

The average GRDP growth rate (at 2010 comparative prices) for the 5 years 2020 - 2025 is expected to be around 3.3%. The economic scale in 2025 is expected to be nearly 136.4 trillion VND, an increase of nearly 38 trillion VND compared to 2020.

“The strategic breakthrough tasks as well as key solutions in the 23rd term need to meet the requirements of both inheriting the three strategic breakthroughs set forth by the 22nd Congress, associated with the Quang Nam Provincial Planning for the period 2021 - 2030, with a vision to 2050; and supplementing, innovating, and making them more specific, suitable for the new development stage along with new awareness of the approach and implementation content.

This is an important factor creating a strong transformation and breakthrough, contributing significantly to the successful implementation of the goals of rapid and sustainable development, striving to make Quang Nam a fairly developed province of the country by 2030" - Chairman of the Provincial People's Committee Le Van Dung emphasized.

Innovation in thinking for development

At the workshop, experts and scientists focused on analyzing and proposing solutions in infrastructure and urban development; digital transformation and implementation of digital government, digital economic and digital society development; promoting the role of regional factors in promoting growth and attracting FDI, and innovating thinking for breakthrough and sustainable development...

Prof. Dr. Truong Quang Hoc suggested that Quang Nam should focus on building a synchronous infrastructure system and urban development. At the same time, proactively participate in the 4th industrial revolution, associated with developing high-quality human resources.

At the same time, it is necessary to promote the improvement of the investment environment and innovative startups; ensure conditions for enterprises to promote the application of science and technology and innovation. Although the development has achieved many achievements, it is still not sustainable, there are still many difficulties and challenges that need to be overcome.

Sharing about the development orientation of infrastructure and urban areas in Quang Nam, Dr. Ngo Viet Nam Son suggested that there should be breakthroughs to prioritize the development of coastal urban economic infrastructure in the correlation of regional linkage and cooperation of the dynamic urban axis of the Central region in the North-South direction. At the same time, encourage support and cooperation in urban economic infrastructure in mountainous areas in the East-West direction.

In addition to preserving, embellishing, and linking the development of the Hoi An - Dien Ban - My Son - Cu Lao Cham heritage tourism urban complex in the tourism urban chain, Dr. Ngo Viet Nam Son also suggested that the province strengthen the connection of the multi-modal infrastructure logistics network, form the Quang Nam University Urban Area; promote the special advantages of the Chu Lai airport urban area...

Speaking at the closing ceremony of the workshop, Chairman of the Provincial People's Committee Le Van Dung stated that the opinions at the workshop clarified the practical implementation of breakthrough tasks of each sector and locality in the province.

At the same time, propose strategic breakthroughs and key tasks in the XXIII term associated with the Quang Nam Provincial Planning for the period 2021 - 2030, with a vision to 2050, to create new momentum, promote rapid and sustainable socio-economic development, contributing to the effort to make Quang Nam a fairly developed province of the country by 2030.

Chairman of the Provincial People's Committee Le Van Dung requested the Provincial People's Committee Office and the Department of Planning and Investment to synthesize the opinions of the delegates, complete the report assessing the results of implementing the 3 breakthrough tasks in the 22nd term and propose breakthrough tasks in the 23rd term; as a basis for building the Political Report of the 23rd Congress of the Quang Nam Provincial Party Committee.
