On the morning of September 28, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired a conference to review, evaluate and draw lessons from the work of preventing, combating and overcoming the consequences of storm No. 3.

Also attending were Deputy Prime Minister Tran Hong Ha; representatives of leaders of ministries, branches and central agencies. The conference was broadcast live to the headquarters of the People's Committees of 26 provinces and cities in the northern region.

In his opening remarks, Prime Minister Pham Minh Chinh emphasized that the conference aimed to review the forecasting, prevention, control and overcoming of the consequences of storm No. 3 and its circulation, thereby gaining more experience in leadership, direction, prevention, control and overcoming of natural disasters more effectively and promptly.

The recent storm No. 3 caused great damage to people and property, leaving behind extremely serious consequences, with huge human losses, many people still missing; mental trauma, many families still have to stay temporarily, many villages take a long time to return to normal, many infrastructure works collapsed; including the collapsed Phong Chau bridge in Phu Tho.

Under the direction of the Government, the Ministry of National Defense is actively implementing the construction of a pontoon bridge to replace this bridge to serve the people's travel. We must restore the traffic infrastructure for the people, along with restoring the electricity, water, and telecommunication systems for the people and businesses.

Nowadays, people and businesses have risen to become self-reliant, self-reliant, demonstrating a very clear national spirit, not waiting or relying on others, besides receiving the help of Party committees, authorities, the Fatherland Front, organizations, people and businesses. Through this, we see the spirit of great national unity very clearly.

The Prime Minister stated that under the leadership of the Politburo and the Secretariat, headed by General Secretary and President To Lam, while the storm was still circulating, the Politburo met and gave opinions on leadership and direction; the Government proactively led, directed, forecasted the situation, deployed forces, organized many conferences and meetings to lead according to the developments of the situation; sent Government members and Deputy Prime Ministers to directly inspect and urge localities, immediately organized meetings to assess the situation and draw lessons. Immediately after the conference on September 15 to assess the situation of overcoming the consequences of storm No. 3, on September 17, the Government promptly issued Resolution 143/NQ-CP on key tasks and solutions to urgently overcome the consequences, promote growth, control inflation, stabilize the people's situation, and restore production and business.

The Prime Minister assessed that the coordination between forces, ministries, branches, and the mobilization of the strength of the people and businesses were clearly demonstrated; the whole country joined hands to contribute efforts, money, and labor with the spirit of "mutual love and affection", "national love and compatriotism", "those who have money contribute money, those who have merit contribute work, those who have little contribute little, those who have much contribute much".

On behalf of the Government, the Prime Minister commended the sense of responsibility of the Government members, heads of banking, finance, ministries, agencies, localities, key forces such as the Army, Police, Agriculture and Rural Development, Industry and Trade... who directly responded to storm No. 3 and overcame the consequences of storms and floods, and the EVN, VNPT... corporations who took timely and active action.

On behalf of the Government, the Prime Minister thanked the people and businesses for their support and sharing with great trust in the leadership of the Party, the management of the State, the participation of organizations and political groups to focus on overcoming the consequences of storm No. 3 and its circulation. Time is limited, work is much, requirements are high, and effectiveness must be ensured immediately after this Conference. Therefore, the Prime Minister requested all delegates with the spirit of serving the people and the development of the country to overcome the consequences of storm No. 3. Delegates need to study documents to contribute opinions, clarify what has been done, what has not been done, and the reasons why so that in the future they can gain more experience in working and directing better.

The Prime Minister pointed out that Vietnam is one of the 5-6 countries in the world most severely affected by climate change because of its long coastline, so it is necessary to learn from experience to lead and direct appropriately to the situation. In that context, the Government has promptly led, directed, organized a preliminary review, and learned from experience.

The Prime Minister pointed out that recently, the agricultural sector has been severely affected by storms and floods. In this situation, on September 27, the Prime Minister promptly issued a telegram on focusing on agricultural development because agriculture is still the foundation of the economy, so people must not lack food, foodstuffs, or clothing; must ensure inflation control, prevent market manipulation, hoarding, price gouging, and taking advantage of the shortage of goods caused by storms and floods, distorting the market for personal gain.

The Prime Minister emphasized the need to seriously assess the forecasting, prevention, overcoming of consequences, and draw lessons to quickly stabilize the people's situation, restore production and business, continue to promote economic growth, control inflation from now until the end of the year to achieve the set goals in 2025, creating a premise for 2025 - the final year of the 13th National Party Congress. Therefore, the Prime Minister hopes that delegates will focus their intelligence, from leadership and practical direction, after this conference, appropriate documents will be issued, on that basis, mobilizing the strength of the entire political system to focus on successfully implementing the socio-economic development tasks of 2024.

* According to the Ministry of Planning and Investment, regarding the damage and impact of storm No. 3 on socio-economic development: despite great efforts, urgency, and mobilization of the entire political system, focusing all resources, and maximizing human and material resources for prevention, response, and early response from afar, due to the large scope of influence of Storm No. 3, its intensity and developments are very complex and unprecedented, the extent of damage is great. Specifically, the damage situation as of September 27 is as follows:

To date, 334 people have died or gone missing (318 dead, 26 missing), 1,976 people have been injured and have caused severe psychological trauma to many people in the disaster area, especially children, the elderly, and vulnerable groups, causing great damage to the property of the people and the state in localities affected by storms and floods.

Total economic damage is estimated at over 81 trillion VND:

Regarding housing: about 282 thousand houses, 3,755 schools, and school sites were damaged, had their roofs blown off, were flooded, or were buried due to landslides. Regarding agriculture: about 285 thousand hectares of rice, crops, and fruit trees were flooded and damaged; 189,982 hectares of forest were damaged; 11,832 aquaculture cages were damaged and swept away; about 5.6 million livestock and poultry died.

Many infrastructure works collapsed and were damaged, such as: 14 incidents of 500kV lines, 40 incidents of 220kV lines, 190 incidents of 110kV lines; 1,678 incidents of medium voltage lines; 8,290 damaged optical fiber cables; 210 broken telecommunication antenna poles; 9,235 BTS stations lost communication; 796 dike incidents occurred in 15 provinces and cities, including 433 incidents on large dikes of level III or higher and 363 incidents on dikes below level III; 820 locations on national highways were blocked and many intra-provincial roads were eroded with a total volume of soil and rock of about 13,348 thousand m³; the northern railway was blocked at the Doan Thuong-Lao Cai section; About 3,517 irrigation and water supply works were damaged.

The growth rate of the whole country and many localities in the last 6 months of the year is forecast to slow down. The country's GDP growth in the third quarter may decrease by 0.35%, and in the fourth quarter by 0.22% compared to the scenario without storm No. 3. The whole year's GDP is estimated to decrease by 0.15% compared to the scenario, with estimated growth reaching 6.8-7%, of which the agriculture, forestry and fishery sector will decrease by 0.33%, industry and construction by 0.05% and services by 0.22%.

The GRDP growth rate in 2024 of many localities such as Hai Phong, Quang Ninh, Thai Nguyen, Lao Cai... decreased by more than 0.5%.

The Ministry of Planning and Investment also said that regarding the measures to support overcoming the consequences of storms and floods that have been deployed: the work of supporting people to overcome the consequences of storms and floods and stabilize their lives has been proactively and promptly deployed, closely following the Politburo's policy of giving the highest priority to overcoming the consequences of storms and floods; The Government has issued Resolution No. 143/NQ-CP dated September 17, 2024 with 6 groups of specific key tasks and solutions to urgently overcome the consequences. Storm No. 3, quickly stabilize the people's situation, promote the recovery of production and business, actively promote economic growth, and control inflation well.

Regarding the work of supporting the recovery after the storm: all levels, sectors, localities, socio-political organizations and the entire people have proactively coordinated closely, synchronously and drastically implemented tasks and solutions to prevent and overcome the consequences of storms and floods. Mobilized nearly 700 thousand people and nearly 9 thousand vehicles to respond to storms, heavy rains, landslides, flash floods; proactively deployed solutions to ensure the safety of people's lives and property.

Forces, especially the army and police, organized the search for missing people and treated the injured (1,935 injured people). The Prime Minister promptly issued 7 Decisions to allocate the central budget reserve, provide rice from the national reserve (350 billion VND and 432,585 tons of rice) for localities and agencies to implement policies to support affected families and provide relief to people at risk of hunger; support 19 tons of environmental disinfectant chemicals (Chloramine B) and 3.0 million Aquatabs water disinfectant tablets; seeds of rice, corn, vegetables; disinfectant chemicals to prevent and control epidemics in agriculture; supplies and equipment from the national reserve for provinces to overcome the consequences of storms and floods.

Ministry of Health: Issued 1,765,000 Aquatabs 67mg water disinfectant tablets, worth 1.24 billion VND to 6 localities (Lao Cai: 1,000,000 tablets; Phu Tho: 100,000 tablets; Bac Kan: 50,000 tablets; Vinh Phuc: 15,000 tablets; Dien Bien: 100,000 tablets; Cao Bang: 200,000 tablets) and gave the Ministry of Health 300,000 tablets to provide to localities (requesting small quantities) and units under the Ministry of Health to prevent and control epidemics.

Strongly arouse the spirit of solidarity, the tradition of mutual love and support, "the whole leaves cover the torn leaves, the less torn leaves cover the more torn leaves"; launch a movement to donate and support compatriots affected by storms and floods.

The Central Committee of the Vietnam Fatherland Front has organized a ceremony to launch support for people affected by storm No. 3. As of September 23, organizations and individuals have donated and transferred a total of VND 1,714 billion to the Central Relief Mobilization Committee's account; the provincial and municipal relief mobilization committees of 26 localities have received VND 1,654.3 billion. Many organizations, individuals and philanthropists have donated funds and goods to support people affected by storms and floods.

Leaders of countries and international organizations sent messages of sympathy and sympathy to Vietnam for the damage caused by storms and floods. Countries and international organizations have pledged to provide over 22 million USD to Vietnam to overcome the consequences of natural disasters, including a commitment to provide 15 million USD through the Ministry of Agriculture and Rural Development with support from the Ministry of Foreign Affairs. At the same time, the Ministry of Agriculture and Rural Development has directly received over 220 tons of relief goods (worth 3 million USD) from the governments of Australia, Switzerland, India, Russia, Singapore and international organizations by air and immediately transferred them to localities such as Yen Bai, Lao Cai, Cao Bang, Tuyen Quang, Lang Son, and Bac Kan to support people in flooded areas.
