Resolution on approving the addition of the list of works and projects to convert rice-growing land use to other purposes in 2025 in Nam Dinh province

Pursuant to the Law on Organization of Local Government dated February 19, 2025;

Pursuant to the Land Law dated January 18, 2024;

Pursuant to the Law amending and supplementing a number of articles of the Land Law No. 31/2024/QH15, the Housing Law No. 27/2023/QH15, the Real Estate Business Law No. 29/2023/QH15 and the Law on Credit Institutions No. 32/2024/QH15 dated June 29, 2024;

Pursuant to Decision No. 1729/QD-TTg dated December 29, 2023 of the Prime Minister approving the planning of Nam Dinh province for the period 2021-2030, with a vision to 2050;

Considering Report No. 19/TTr-UBND dated March 7, 2025 of the People's Committee of Nam Dinh province on adjusting, transferring and approving the addition of the list of works and projects to change the purpose of using rice-growing land to other purposes in 2025 in Nam Dinh province; Verification report of the Economic - Budget Committee of the Provincial People's Council; discussion opinions of the delegates of the Provincial People's Council at the meeting.

RESOLUTION:

Article 1. Approval of the addition of the list of works and projects to convert rice-growing land use to other purposes in 2025 in Nam Dinh province, specifically as follows:

- Approved to supplement the list of works and projects to change the purpose of rice-growing land use with 26 works, projects and auction points for land use rights and resettlement with a total area of ​​616.24 hectares, including: 533.34 hectares of agricultural land (including 491.29 hectares of rice-growing land); 82.9 hectares of non-agricultural land.

- Approval of adjustment and transfer of the list of works and projects to change the purpose of using rice-growing land, including 08 works, projects and land use right auction points with a total area of ​​15.76 hectares, including: 14.65 hectares of agricultural land (of which 14.65 hectares are rice-growing land); 1.11 hectares of non-agricultural land

Article 2. The Provincial People's Committee is assigned to organize the implementation of the Resolution. During the implementation process, direct the People's Committees of districts, cities, relevant departments and branches to:

- Conduct inspection and review of current land use status, ensuring that the province is consistent in data and locations between records and field of all works and projects in the list of works and projects changing land use purposes under the 2025 land use plan in the province.

- Specifically review works and projects to ensure conditions according to regulations of land law and relevant legal regulations; ensure compliance with land allocation and zoning plans according to functional areas, land types and related contents in the Nam Dinh Provincial Planning for the period 2021-2030, with a vision to 2050.

Article 3. The Standing Committee of the People's Council, the People's Council Committees, the Provincial People's Council Delegation Groups and the Provincial People's Council delegates shall supervise the implementation of the Resolution.

This Resolution was passed by the 19th Nam Dinh Provincial People's Council, 25th Session on March 14, 2025 and takes effect from March 14, 2025./.
