“Culture is the soul of the nation, the solid spiritual foundation of society, the important endogenous strength ensuring sustainable development and firmly protecting the Fatherland, for the goal of a rich people, strong country, democracy, equality and civilization” (Resolution No. 33-NQ/TW of the 11th Central Executive Committee on building and developing Vietnamese culture and people to meet the requirements of sustainable national development).
Correct perception...
Located right next to the Ma River - the "cradle" of ancient cultures - Thanh Hoa City is a place where the quintessence of an ancient land, with a long history and cultural tradition, converges. History also records that since the Han Dynasty imposed its domination on our country, the name Tu Pho first appeared and played the role of "headquarters" of Cuu Chan district. Tu Pho is located on the right bank of the Ma River, very convenient for transportation, fertile land, favorable in terms of military, and densely populated. Therefore, Tu Pho is a very favorable location to choose to establish a district, a landmark on the path of formation, development, and progress to determine the present-day Thanh Hoa provincial capital. In particular, a colorful and illusory legend about this ancient land has been circulated, that the Citadel was built on the back of a crane, so it is called Hac Thanh. Then, that ancient legend became a source of inspiration praising the prime location and poetic beauty of this land: "Thanh Hoa is a place where/ Dragons play with pearls, Cranes swim sincerely".
The long history and culture are the foundation for building the appearance of Thanh Hoa City, which is both imbued with fairy tales and youthful and full of vitality as it is today. For that reason, the Party Committee and the government of Thanh Hoa City always pay special attention to the work of preserving, maintaining and promoting traditional cultural values, as well as building the image of the city's civilized and friendly people. Also because of clearly identifying the meaning and importance of culture and people for sustainable development, when the Provincial Party Committee issued Resolution No. 17-NQ/TU on continuing to build and develop Thanh Hoa's culture and people in the new period, Thanh Hoa City was one of the first localities to thoroughly understand the role and value of the resolution for the city's development. From there, the Standing Committee of the City Party Committee promptly developed an Action Program (Program No. 72-Ctr/TU, dated October 2, 2024) to implement Resolution No. 17-NQ/TU throughout the area. Program No. 72-Ctr/TU has set out key tasks and solutions that are practical and suitable to local realities, aiming to soon bring Resolution No. 17-NQ/TU into life and create new values: Building Thanh Hoa City people to develop comprehensively and civilly; Thanh Hoa City is a rich, beautiful, civilized, modern, and exemplary city of the whole country. From there, it contributes significantly to building Thanh Hoa province to be rich, beautiful, exemplary, with a rich culture, imbued with national identity, developing modernly and being one of the major cultural centers of the region and the whole country.
Like Thanh Hoa City, after the Provincial Party Committee issued Resolution No. 17-NQ/TU, the Standing Committee of Thieu Hoa District Party Committee issued a Plan to study, learn, disseminate and implement Resolution No. 17-NQ/TU throughout the area. The purpose of studying and disseminating is to make Party committees at all levels, authorities, the Fatherland Front, socio-political organizations, cadres, Party members and people of all walks of life correctly and fully understand the viewpoints, goals, tasks and solutions stated in Resolution No. 17-NQ/TU. Thereby, creating high unity in perception and action of the entire political system, high consensus among the people to effectively implement Resolution No. 17-NQ/TU. At the same time, clarifying the responsibilities of Party committees at all levels, Party organizations, authorities, the Fatherland Front and organizations in the district in implementing the main contents and tasks in Resolution No. 17-NQ/TU. On the basis of thorough understanding, the Standing Committee of the District Party Committee has also developed Action Program No. 72-Ctr/HU, dated November 11, 2024, to specify tasks and solutions to effectively implement Resolution No. 17-NQ/TU. At the same time, set out and determined to implement cultural development targets, aiming to build Thieu Hoa people to develop comprehensively and civilly; Thieu Hoa district to be rich, beautiful, exemplary, with a culture imbued with national identity, develop comprehensively and be a model unit of Thanh Hoa province...
Take drastic action
Correctly perceive the role of culture to clarify ideology; at the same time, it is necessary to act decisively, with the active and responsible participation of the entire political system and all classes of people. In response to that requirement, along with promoting propaganda and education about the meaning and importance of building and developing Thanh Hoa culture and people in the new period; Thanh Hoa Provincial People's Committee has built very high-level targets, with the determination to quickly bring Resolution No. 17-NQ/TU into life.
Specifically, by 2030, 100% of Party committees, authorities, and organizations in the province will lead and direct the implementation of the construction and promotion of cultural values and the strength of Thanh Hoa people. Build cultural and sports institutions and works from the province to the grassroots in a synchronous and modern direction; invest in the construction of a number of new provincial-level works of regional scale in the North Central region and the whole country. Labor productivity and human development index (HDI) of the province will be in the group of 20 leading provinces and cities in the country... By 2045, build Thanh Hoa people to develop comprehensively and civilized; Thanh Hoa province will be rich, beautiful, exemplary, with a rich culture, imbued with national identity, modern development, and be one of the major cultural centers of the region and the whole country.
To realize the set goals and targets, the Provincial People's Committee has assigned responsibilities to departments, branches, localities and units. In particular, it requires all levels, branches and localities to focus on implementing the construction of a healthy cultural environment, civilized lifestyle in families, clans, localities, communities, agencies, units, schools, enterprises, culture in politics and economics, and culture in public places. At the same time, regularly pay attention to building, developing, improving the qualifications, capacity and qualities of cadres, civil servants and public employees in the fields of culture, literature and art, to meet the requirements of the tasks. In particular, continue to research, develop and promulgate mechanisms, policies, and prioritize resources to build and develop Thanh Hoa culture and people in the new period. Increase investment resources for the cultural sector, ensuring that they are consistent with the budget balance capacity and actual needs of the province and localities. Promote administrative procedure reform, strongly improve the business investment environment, attract investment from enterprises for the development of Thanh Hoa culture and people.
One of the important factors that affects the implementation of Resolution No. 17-NQ/TU is the effectiveness and efficiency of State management of culture. Because, in order for traditional culture to gather enough strength to promote the cause of innovation and development of the homeland, as well as create a "shield" to prevent the "invasion" of foreign culture, the State, with its leading role in the whole society, needs to use all tools from education to mass media. In order to enhance the role of culture and make the cause of cultural development a cause of the whole people, or for people to truly become the subjects of cultural creation, cultural enjoyment and cultural protection. In response to this requirement, the Provincial People's Committee has assigned the Department of Culture, Sports and Tourism to preside over and coordinate with departments, branches, districts, towns and cities to focus on perfecting the organization of the State management apparatus on culture in a streamlined, effective and efficient manner. Review, amend, supplement and perfect legal documents, mechanisms and policies related to cultural and human development, ensuring timely compliance with Party regulations, State policies and laws and practical requirements. Strengthen inspection and examination, promptly detect and strictly handle violations in cultural, artistic, performing arts, press and publishing activities; promptly orient social ideology and opinion, contributing to building a healthy, civilized and progressive cultural environment.
From the perspective of an endogenous resource, or as a type of "capital", culture is identified from the perspective of tangible and intangible values. To effectively exploit this resource, and at the same time effectively implement one of the key tasks of Resolution No. 17-NQ/TU, it requires all levels, sectors and localities to develop mechanisms and policies to preserve and promote heritages and traditional cultural values, encourage the creation of new cultural values, as well as build brands for typical cultural products of Thanh Hoa. At the same time, continue to focus on implementing Conclusion No. 82-KL/TU dated May 30, 2017 of the Provincial Party Standing Committee (18th term) "On strengthening the leadership of Party committees at all levels in the work of preserving and promoting the values of cultural heritage of Thanh Hoa province, period 2017-2025". In particular, building effective heritage management models and linking the preservation and promotion of cultural heritage values with tourism development. Paying attention to restoring, preserving and promoting intangible cultural heritages and traditional arts with typical values of Thanh Hoa land and people. Allocating land funds and resources to build traditional houses and traditional rooms to preserve and promote the cultural heritage values of each locality.

It can be affirmed that the birth of Resolution No. 17-NQ/TU demonstrates the very high political determination of the Provincial Party Committee, aiming to arouse and promote the cultural traditions and good cultural values of Thanh Hoa in the current context. Resolution No. 17-NQ/TU also sets higher requirements for Party committees and authorities at all levels to take drastic actions, aiming to turn the viewpoints, goals, tasks and solutions in Resolution No. 17-NQ/TU into quantifiable achievements and especially new values that penetrate deeply into the cultural and spiritual life of the people. From there, unleashing cultural and human resources for sustainable socio-economic development of each locality and of Thanh Hoa province.
