People's Council Resolution - strong policy for a streamlined and effective administrative apparatus

One of the highlights in the activities of the Provincial People's Council in recent times is the issuance of resolutions related to the arrangement and reorganization of commune-level administrative units, streamlining the payroll and restructuring the staff and civil servants. The issued resolutions not only ensure compliance with the Central's orientation, but also closely match the practical situation in the locality, receiving high consensus from all levels, sectors and the People.

Pursuant to Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee on "Continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient", and Document No. 35/CV-BCĐTKNQ18 dated January 23, 2025 of the Government Steering Committee on summarizing the implementation of this Resolution; the Lam Dong Provincial Party Committee discussed and agreed on a plan to reorganize the apparatus of specialized agencies under the province in a streamlined and efficient manner.

Accordingly, Lam Dong province proposed to merge and rearrange departments, branches and sectors as follows: Establish the Department of Agriculture and Environment from merging the Department of Agriculture and Rural Development with the Department of Natural Resources and Environment; establish the Department of Science and Technology on the basis of merging with the Department of Information and Communications; establish the Department of Home Affairs, merging with the Department of Labor - Invalids and Social Affairs; establish the Department of Construction, merging with the Department of Transport; establish the Department of Finance, merging with the Department of Planning and Investment; establish the Department of Ethnic Minorities and Religions on the basis of receiving the state management function of beliefs and religions from the Department of Home Affairs...

In order to ensure the centralized and unified leadership of the Central Government, the Government and the Provincial Party Committee, the Provincial People's Council decided to organize the 22nd Special Session to review and decide on important contents under its authority, ensuring the smooth and effective operation of the province in the coming time. At this session, the Provincial People's Council reviewed and approved 3 main groups of contents. Resolutions on reorganizing the apparatus of specialized agencies under the Provincial People's Committee. Specialized resolutions include: Project to establish a Land Development Fund; Regulations on the authority to purchase public goods and services; Renaming villages after the rearrangement of commune-level administrative units in the period of 2023 - 2025; Abolishing resolutions related to credit guarantee funds for small and medium enterprises; Partially abolishing Resolution 64/2017/NQ-HDND on support policies for students and teachers of specialized schools and participation in exams.

At the same time, the Provincial People's Council also pays special attention to building mechanisms and policies to support socio-economic development. Typical resolutions are related to attracting investment, supporting small and medium enterprises, developing high-tech agriculture, sustainable tourism and digital transformation. These policies have created new momentum for the local economy, helping Lam Dong maintain a positive growth rate, while creating jobs and increasing income for people.

In addition, Lam Dong Provincial People's Council also stepped up supervision of the implementation of issued resolutions, ensuring that policies are implemented effectively, on target, and avoiding formalities. The supervision role is implemented flexibly and closely, thereby promptly detecting and removing difficulties and obstacles at the grassroots level.

In particular, the application of information technology in the activities of the Provincial People's Council has helped shorten the time for processing work, improve transparency and the quality of policy issuance. The construction and operation of the electronic document management system and the organization of paperless meetings have demonstrated a strong determination in administrative reform, streamlining the apparatus, moving towards a modern administration, serving people and businesses more effectively.

The above results are clear evidence of the strong innovation in the activities of Lam Dong Provincial People's Council, with a high sense of responsibility, always putting the interests of the people and the sustainable development of the locality at the center. In the coming time, the Provincial People's Council will continue to be steadfast in its goal of building a streamlined and effective government apparatus, while promoting its role as a local state power agency, making correct and timely decisions, contributing to making Lam Dong increasingly dynamic, modern and livable.

The personnel consolidation is not only to meet the requirements of smooth operation of the state administrative apparatus, but also demonstrates unity, consensus and high political determination in building an honest, serving, effective and efficient government. The thematic session aims to carry out the personnel work of the Provincial People's Committee and consider and decide on a number of important contents under its authority. The 23rd thematic session was successful, continuing to affirm the spirit of innovation, timeliness and flexibility in the activities of the Lam Dong Provincial People's Council, contributing to creating favorable conditions for the operation, management and promotion of the comprehensive development of the locality in the coming time.
