Resolution on adjusting the Law and Ordinance Development Program (Legislative Program) in 2025

STANDING COMMITTEE OF THE NATIONAL ASSEMBLY

Pursuant to the Constitution of the Socialist Republic of Vietnam;

Pursuant to the Law on Organization of the National Assembly No. 57/2014/QH13, amended and supplemented by a number of articles under Law No. 65/2020/QH14 and Law No. 62/2025/QH15;

Pursuant to Law on Promulgation of Legal Documents No. 64/2025/QH15;

Based on the consideration of Submission No. 124/TTr-CP dated March 3, 2025, Submission No. 136/TTr-CP dated March 12, 2025 of the Government and Submission No. 10/TTr-VKSTC dated March 13, 2025 of the Supreme People's Procuracy, Report No. 108/BC-UBPLTP15 dated March 25, 2025 of the Standing Committee of the Law and Justice Committee and the concluding opinion of the Standing Committee of the National Assembly;

RESOLUTION:

Article 1. Adjustment of the 2025 Legislative Program

1. Add the following draft laws and resolutions to the 2025 Legislative Program:

a) Submit to the National Assembly for comments and approval at the 9th Session (May 2025) according to the simplified procedures and order, the draft Resolution of the National Assembly on Financial Centers in Vietnam; the draft Resolution of the National Assembly on piloting the People's Procuracy in initiating civil lawsuits to protect the civil rights of vulnerable groups or to protect public interests; the draft Resolution on amending and supplementing a number of articles of the Internal Regulations of the National Assembly Session issued together with Resolution No. 71/2022/QH15 of the National Assembly;

b) Submit to the National Assembly for comments and approval at the 10th Session (October 2025) the draft Law on Disease Prevention.

2. Adjust the time for submitting the draft Law on Civil Judgment Enforcement (amended) from the Program for comments at the 9th Session (May 2025) and approval at the 10th Session (October 2025) to the Program for comments and approval at the 10th Session (October 2025) according to the procedure at one session.

3. Adjust the time for considering and approving the draft Law amending and supplementing a number of articles of the Law on Supervisory Activities of the National Assembly and People's Councils from the 9th Session (May 2025) to the 10th Session (October 2025).

The Committee for People's Aspirations and Supervision shall preside over and coordinate with relevant agencies to study and absorb the opinions of National Assembly deputies at the 8th Session (October 2024) to complete the draft Law, and at the same time study and clarify the scope of amendment (change from amending and supplementing a number of articles to comprehensively amending the Law on Supervisory Activities of the National Assembly and People's Councils) to report to the National Assembly Standing Committee for consideration and decision.

4. Add the draft Resolution on amending and supplementing a number of articles of the Working Regulations of the National Assembly Standing Committee issued together with Resolution No. 29/2022/UBTVQH15 of the National Assembly Standing Committee to the Program, submit to the National Assembly Standing Committee for consideration and approval at the July 2025 meeting.

Article 2. Implementation

Assign the submitting agency, the agency in charge of reviewing, participating in reviewing and the progress of submitting to the National Assembly Standing Committee for comments on draft laws and draft resolutions of the National Assembly and the National Assembly Standing Committee that are supplemented and adjusted in the 2025 Legislative Program as follows:
