I- SITUATION AND CAUSES
Over the past 10 years, the implementation of the task of developing Vinh city into an economic and cultural center of the North Central region in the spirit of Resolution No. 26-NQ/TW, dated July 30, 2013 of the Politburo has achieved important achievements. The city's economy has grown quite well, reaching 7.28%/year; the economic structure has shifted in the right direction. In 2023, the economic scale is estimated to reach 46,830 billion VND, 2.59 times higher than in 2013 and contributing about 25.4% to the growth value of the province; the average added value per capita reached 132.2 million VND, 2.61 times higher than in 2013, about 2.35 times higher than the average of the province; the socio-economic infrastructure has been invested and upgraded. The cultural and social fields have developed, social security has been taken care of. The material and spiritual life of the people has been improved. Vinh City has increasingly affirmed itself as a growth pole and an important driving force for development of the province; some areas such as tourism, science - technology, health, education - training, information technology have gradually formed central elements of the North Central region. National defense, security, order and social safety have been ensured. The work of building the Party and the political system has been promoted; the leadership capacity and fighting strength of Party committees and organizations, the effectiveness and efficiency of state management of authorities at all levels have been enhanced; the position, role and activities of the Fatherland Front and socio-political organizations have been promoted, and the great solidarity of the people has been strengthened.
However, the results achieved are not commensurate with the potential and advantages. Vinh city has not developed in a breakthrough way compared to other cities in the region, especially in terms of connectivity and regional linkages. Economic growth is unsustainable. Infrastructure has not met the requirements. The goal of becoming the center of the North Central region has not been achieved.
The above limitations and weaknesses are mainly due to: Forecasting is not close to reality, not fully assessing difficulties and challenges. Investment resources are still limited, not attracting many strategic investors. Urban space is slow to expand. There are no strong enough mechanisms and policies to create breakthrough development momentum for the City. Leadership and direction in some areas are not effective. Leadership capacity, fighting strength of some Party committees, Party organizations, and the quality of some cadres and Party members are not up to the task. Coordination in performing tasks between the City and departments and branches is not close.

II- VIEWPOINTS, GOALS
1. Viewpoint
- Building and developing Vinh city into a smart, modern, bright, green, clean, beautiful, safe urban area, one of the development driving forces and growth poles of the North Central region is an important political task of the province, first of all of the Party Committee, government and people of the City.
- Focused and key development associated with innovation of growth model towards sustainability. Focus on developing trade, services, tourism, marine economy and high-tech industry. Focus on investing in science and technology development, innovation, digital transformation, education and training, improving the quality of human resources as a foundation, creating momentum to accelerate economic growth. Invest in developing synchronous infrastructure towards green, smart and modern urban areas. Strengthen linkages and cooperation with domestic and international localities.
- Harmoniously develop the economy with culture and society; ensure progress, equity and social security; constantly improve the material and spiritual life of the people. Closely combine economic development with environmental protection, proactively respond to natural disasters, adapt to climate change; constantly consolidate national defense and security, maintain political security, order and social safety.
Focus on investing resources; research and promulgate outstanding policy mechanisms to facilitate and promote Vinh city to develop into an economic and cultural center of the North Central region.
- Improve the leadership capacity and fighting strength of Party committees and organizations at all levels, the quality of cadres and Party members; the effectiveness and efficiency of management of governments at all levels. Strengthen the great national unity bloc, promote the strength of the entire political system; arouse and promote the revolutionary tradition, the spirit of initiative, creativity, self-reliance, self-improvement, and the aspiration to rise of cadres, Party members and people of Vinh city.
2. Objective
By 2030, Vinh city will be a civilized and modern coastal city; the economy will develop rapidly and sustainably, leading the growth of the province, the center of the North Central region in the fields of education and training, culture, health, trade, tourism, logistics, science and technology, high-tech industry; the infrastructure system will be gradually synchronized, modernized, adaptable to climate change, ensuring safety; the material and spiritual life of the people will be improved; national defense and security will be solid; the Party organization and political system will be clean and strong; the strength of the great national unity bloc and the people's trust will be enhanced.
By 2045, Vinh city will be a fast-growing, sustainable, civilized, modern smart city, one of the important development drivers and growth poles of the North Central region.
3. Some specific targets by 2030
- Period 2024 - 2030: Total product value growth in the area reaches about 10-11%/year; budget revenue by 2030 reaches about 4,100 - 4,300 billion VND; total investment capital implemented in the area in the period 2021 - 2030 reaches about 350 - 370 thousand billion VND.
- By 2030: Added value structure: Services account for 69-70%; Industry - construction accounts for 29.5-30.5%; agriculture, forestry and fishery account for 0.5-1%; average income per capita is 1.8-2 times higher than the average of the whole province; Export turnover reaches 1,200 - 1,500 million USD.
- The average annual natural population growth rate is 1.1-1.2%/year; the urbanization rate is 80-84%; the rate of trained workers is 78%, the rate of workers with certificates is 48%; the rate of national standard schools is 98%; the number of doctors per 10,000 people is 55 doctors; the number of hospital beds per 10,000 people is 207 beds; the annual poverty rate decreases by 0.01-0.02%/year; the rate of households supplied with clean water from the water supply system of clean water production plants is 100%; the rate of collected domestic solid waste is 100%, striving for 99% of collected domestic solid waste to be treated to meet environmental protection requirements; the average urban green land per capita is 14m2/person; The ratio of traffic land to urban construction land is 24%.
III- MAIN TASKS AND SOLUTIONS
1. Thoroughly grasp, propagate, create unified awareness and action on Vinh city development

2. Implement well the planning, planning management, and development of green, civilized, and modern urban areas.
- Improve quality, strictly control the establishment, appraisal, approval and implementation of plans according to regulations, ensure consistency, synchronization, focus, key points and reasonable roadmap. Establish, submit for appraisal and approval the adjustment of the general construction plan of Vinh city. In which, focus on underground construction space planning, urban design, zoning planning of areas; planning of technical infrastructure systems for traffic and drainage associated with climate change adaptation, flood prevention, wastewater treatment, environmental sanitation.
- Improve the criteria of type I urban areas. Well manage and implement urban development zoning and develop functional areas according to planning, creating the foundation for forming a green, smart, modern urban area in harmony with nature, creating diverse architectural and landscape highlights.
3. Promote investment in infrastructure development
Mobilize all resources to invest in building a synchronous and modern infrastructure. Prioritize investment and construction of key transport infrastructure projects with high connectivity and spillover, creating momentum for development, routes to expand urban space; renovate and upgrade the inner-city transport network.
- Invest in completing the water supply, drainage and wastewater treatment network, environmental sanitation, and cemeteries according to planning; improve the quality and service of tap water supply.
- Promote socialized investment in upgrading lighting systems, decorative electricity, urban beautification and public services; develop systems of parks, flower gardens and trees. Accelerate modernization and undergrounding of power transmission lines and cables, and telecommunications.

4. Promote economic development towards green economy and circular economy
- Develop trade in a civilized, modern, fast-growing, sustainable direction, becoming an import-export hub, a trade promotion and transaction center of the North Central region. Mobilize investment resources to strengthen trade technical infrastructure, focusing on important, essential works, and key trade projects. Invest in and promote the development of the night-time economy. Promote digital transformation, apply e-commerce, and develop national and international brands.
- Developing the marine economy on the basis of green growth with synchronous infrastructure, focusing on 3 sectors: Marine tourism; maritime economy; aquaculture and seafood exploitation. Investing in fishery processing, trade and logistics areas; investing in expanding and upgrading Lach Lo fishing port.

IV- IMPLEMENTATION ORGANIZATION
1. The Party Executive Committee of the Provincial People's Committee leads the Provincial People's Committee to: (1) Issue programs and plans to implement the Resolution. (2) Assign specific tasks to departments, branches and functional sectors to perform tasks under the province's responsibility. (3) Develop and submit to the Provincial People's Council for promulgation of a Resolution on a number of specific mechanisms and policies, creating conditions for Vinh city to implement the goals set out in the Resolution.
2. The Provincial People's Council Party Delegation leads the Provincial People's Council to review and promulgate additional specific mechanisms and policies of the province to build and develop Vinh city.
3. Vinh City Party Committee develops an Action Program to implement the Resolution. Proactively issue leadership and guidance documents to successfully implement the Resolution; highly promote the leadership role of Party committees at all levels, the participation of the entire political system, create high consensus within the City Party Committee and People, and soon bring the Resolution into life.
4. The advisory and support agencies of the Provincial Party Committee, District Party Committee, Town Party Committee, and Party Committees directly under the Provincial Party Committee regularly pay attention, coordinate, support, and create favorable conditions.
