Many breakthroughs
In the development period of 2021-2030, with a vision to 2045, our Party and State place high expectations on the fundamental role of science, technology and innovation, considering this a "strategic breakthrough" and "main driving force" to create a breakthrough in productivity, quality, efficiency and competitiveness of the economy.
Vietnam strives to become a developing country with modern industry and high average income by 2030, and to become a developed country with high income by 2044.
However, we must frankly admit that our country's scientific and technological capacity and level are still weak and at risk of falling further and further behind the world, and its development is not commensurate with its potential for many objective and subjective reasons. First of all, the demand for technology is poor because competition and business growth do not rely on technology factors but mainly on increasing the scale of investment capital, cheap labor, resource exploitation and short-term benefits. Difficulties in implementing the mechanism of autonomy and self-responsibility for public scientific and technological organizations reduce the development motivation of these organizations.
In addition, the mindset of not accepting risks and delays in scientific research leads to difficulties in evaluating the effectiveness of scientific and technological tasks and requests for budget reimbursement.
Therefore, Resolution 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation (Resolution 57), science, technology together with innovation and digital transformation are placed in the position of "the most important breakthrough". In which, the Resolution has set out important, specific goals and unprecedented drastic solutions.
Pointing out the breakthroughs of Resolution 57, former Minister of Science and Technology, Chairman of the Vietnam Automation Association, Dr. Nguyen Nguyen Quan said that first, our Party has set specific high-level goals by 2030 and 2045 so that Vietnam can become a developed country with high income. The second breakthrough is that the Resolution determines that it is necessary to increase investment in science, technology, innovation and digital transformation.
Notably, Resolution 57 has made a breakthrough in thinking about state budget investment for R&D activities. Accordingly, the budget for research and development of science and technology is prioritized to be implemented according to the fund mechanism, through science and technology development funds. The next breakthrough is the mechanism for determining "risk acceptance, risky investment and delay in scientific research, technology development, and innovation".
The final breakthrough is the feasibility in organizing the implementation of the Resolution. For the first time, the head of our Party directly serves as the Head of the Steering Committee for the implementation of the Resolution, and in addition to the Steering Committee, there is also an Advisory Council consisting of managers and scientists with qualifications and prestige. This is a way to overcome the shortcomings of previous stages, when the Steering Committees often only included representatives of state management agencies, did not have enough power in the political system and were heavily term-based.
Removing bottlenecks, paving the way for science and technology to break through
After Resolution 57 was issued, the scientific community is placing great faith in a new phase, where administrative barriers are removed, the operating mechanism is more flexible, creating conditions for scientific research to truly play a key role in socio-economic development.
Experts and scientists also expect that the Resolution is an important basis for the National Assembly to remove institutional bottlenecks associated with the development of science and technology that have existed in the past, especially since the Resolution allows for an open approach, creative application, and piloting of new practical issues; accepting risks, risky investments, and delays in scientific research, technology development, and innovation...
Director of the Institute of Microbiology and Biotechnology (Hanoi National University), Dr. Trinh Thanh Trung, assessed that Resolution 57 has created a complete ecosystem, where scientific research does not only stop at creating knowledge, but is also transformed into technology, practical applications, promoting innovation and building big data infrastructure to serve the digital economy.
This is not only a strategic decision but also a good sign for the entire science industry. Because, for a long time, scientists have repeatedly made recommendations about the difficulties in implementing policies, but the bottlenecks have not been resolved. "When the bottlenecks are resolved, science and technology will truly become the driving force for national development" - Dr. Trinh Thanh Trung believes.
Sharing the same view, Dr. Vuong Thi Huong - Deputy Director of the Institute of Han Nom Studies, Vietnam Academy of Social Sciences, said that the Government's recent issuance of the Resolution on the Government's Action Program to implement Resolution 57 will create a breakthrough in the development of science, technology, innovation and national digital transformation. This also demonstrates the strategic vision of our Party in the context of the world changing strongly due to the 4.0 Industrial Revolution.
Identifying the role of science, technology and innovation as a key driving force to promote economic growth, increase labor productivity and improve national competitiveness demonstrates a vision in line with global trends, as advanced countries consider this a decisive factor to overcome challenges and achieve sustainable development.
