Late on August 9, answering VTC News, the leader of the People's Committee of Lao Bao town (Huong Hoa district, Quang Tri province) said that the town's leaders had just coordinated with local authorities to ensure order when hundreds of people came to the headquarters of the Lao Bao Electricity Management Team.
This person said that by 10pm on August 9, after many hours of campaigning, people had returned home and the situation had calmed down.
Late in the afternoon of the same day, hundreds of people (mostly ethnic minorities) came to the headquarters of the Lao Bao Electricity Management Team, demanding clarification on the fact that strangers had taken their personal photos and identification documents when they came here to renew their contracts.
Lao Bao town leaders are encouraging people to return home.
The reason is said to be that many households in Lao Bao town received a letter from Khe Sanh Power Company (under Quang Tri Power Company) inviting them to the Lao Bao Power Management Team headquarters to re-sign the electronic electricity purchase contract on August 8 and 9.
The invitation clearly stated that when going, people need to bring their mobile phones, ID cards and land use rights certificates. When they came to sign the contract according to the invitation, there were strangers who introduced themselves as employees of Huong Hoa Post Office, took photos of their portraits and identification papers.
When asked, the electricity employee and the person claiming to be an employee of Huong Hoa Post Office said that they used personal information and portraits of people to create digital bank accounts at a bank.
Fearing that their personal information would be compromised, hundreds of people went to the Lao Bao Electricity Management Team headquarters to request the deletion of their information, which had been used by employees of the above units to register for bank accounts.
