Nghe An requests to handle price manipulation and real estate speculation

(Dan Tri) - Nghe An Provincial People's Committee said that recently, at some times, areas and localities, real estate and housing prices have increased abnormally, inconsistent with real value.


Nghe An Provincial People's Committee has just issued Official Dispatch No. 690 on focusing on rectifying and handling price manipulation, real estate speculation and inspecting and examining real estate investment and construction projects.

Recently, at some points in time, in some regions and localities, real estate and housing prices have increased abnormally, inconsistent with their real value. The reason for this is partly because some groups of speculators, investors, and individuals operating in real estate brokerage have taken advantage of people's lack of understanding and herd mentality to manipulate the psychology of "pushing up prices", "creating virtual prices", and disrupting market information for profit.

In addition, information on housing and the real estate market is incomplete, untimely, and not transparent, leading to a lack of information for organizations and individuals. At the same time, some localities are guided by information by some associations, groups of speculators, investors, and individuals operating in real estate brokerage, causing confusion in market information.

Some real estate project investors take advantage of the limited real estate supply situation to offer real estate prices higher than the average of real estate projects to make a profit.

Regarding this issue, the People's Committee of Nghe An province requests relevant departments, branches and sectors and People's Committees of districts, cities and towns to continue to strictly and effectively implement the tasks and solutions directed by the Government and the Prime Minister related to removing obstacles and promoting the safe, healthy and sustainable development of the real estate market.

Units are responsible for promoting communication, publicizing and transparently providing information related to housing and the real estate market to ensure timeliness, completeness and accuracy; strengthening control and strict and effective censorship of inaccurate and unofficial social information channels that can have negative impacts on the psychology of the people, investors, customers and the market.

The Department of Construction is responsible for promoting propaganda, dissemination, legal education and organizing the implementation of newly issued policies and laws related to the real estate market.

This Department is required to promptly publish information on housing and the real estate market, publicize documents announcing real estate eligible for business; housing development programs and plans; construction planning; urban and rural planning; urban development programs;... to ensure public and transparent market information.

The Department of Construction is assigned to strictly control the issuance of Real Estate Brokerage Practice Certificates; the activities of real estate trading floors and real estate brokerage service businesses in the area, ensuring transparency and professionalization of these activities, preventing and limiting lack of control that can cause market instability.

The Department of Natural Resources and Environment disseminates and popularizes laws and organizes the implementation of newly issued land policies and laws related to the real estate sector. Quickly and within the prescribed time limit, resolves administrative procedures in investment and construction of housing and real estate projects (such as coordinating opinions on approval of investment policies, land allocation, land use purpose conversion, land price determination, etc.).

The Department of Justice shall preside over and coordinate with the Department of Finance and the Department of Natural Resources and Environment to guide, supervise and inspect the district-level People's Committees in the auction of land use rights in the area; ensuring compliance with the law, publicity and transparency.

In addition, the People's Committees of districts, cities and towns are assigned to strengthen inspections to promptly rectify, prevent and handle violations within their authority in the activities of enterprises, investors, real estate trading floors, real estate brokerage service businesses, and land use rights auctions in the area, focusing on the legality, conditions, and information disclosure of real estate put into business with abnormal price increases; not to profiteer or disrupt the market.

Local People's Committees are responsible for promptly announcing information on planning, land use plans; infrastructure development investment; construction planning; urban and rural planning... to ensure publicity and transparency of market information.

Localities direct agencies and functional units to review the organization of land use rights auctions in the area to ensure compliance with the law, publicity and transparency; promptly detect and strictly handle violations of legal regulations in land use rights auctions, and prevent acts of taking advantage of land use rights auctions for profiteering and disrupting the market.
