Local authorities, especially at the commune, ward and town levels, must uphold their sense of responsibility and determination to act in combating IUU fishing, review and handle the responsibilities of local government leaders, levels, sectors and functional forces who lack a sense of responsibility, leading to prolonged violations of IUU fishing in the locality, delaying consultation and resolving sustainable livelihoods for the fishing community...

Department of Agriculture and Rural Development: Carefully prepare documents and files related to logistics, direct relevant agencies to arrange locations for the EC delegation to work and request traceability of aquatic and seafood products, to avoid passive situations and errors.
Closely coordinate with the Ministry of Agriculture and Rural Development to conduct a general inspection, review, and list of all fishing vessels and ensure that the current status of fishing vessels is understood, including: the number of fishing vessels that have been registered, inspected, and licensed, and fishing vessels whose registration, inspection, and licensing have expired but have not been registered, inspected, or re-licensed; vessels that have not installed VMS, etc. to screen and classify; and handle according to regulations in cases of fishing vessels with 3 no's (not registered, inspected, or licensed).

Monitor, supervise and strictly manage fishing vessel activities at sea, ensure compliance with regulations on turning on VMS devices when participating in seafood exploitation. Provincial Border Guard Command: Chairman Coordinate with relevant units to focus on strong measures, resolutely prevent Nghe An fishing boats from violating illegal fishing in foreign waters, and attach responsibility to leaders of Party committees, authorities at all levels and functional forces with the implementation results. Direct the launching of peak periods of patrolling, inspecting, controlling, and sanctioning administrative violations in the field of fisheries, focusing on strictly handling cases of illegal fishing in foreign waters and violations of VMS connection regulations.
Provincial Police, Department of Finance and Information & Communications: Direct units and localities to grasp the investigation situation, promptly handle acts of brokerage, collusion to bring fishing vessels and fishermen to illegally exploit in foreign waters; brokerage, bribery of fishing vessels and fishermen illegally detained by foreign countries to return to the country; advise on funding arrangements, prioritize ensuring financial resources to effectively and properly implement the task of combating IUU fishing; direct the provincial press and media agencies to increase the duration and form of propaganda on the province's efforts to prevent and combat IUU fishing; commend typical good examples in preventing and combating IUU fishing in the area.
People's Committees of coastal districts and towns: Closely coordinate with relevant departments and branches to conduct a general inspection, review, and make a list of all fishing vessels in the area and ensure that they understand the current status of fishing vessels and vessels that have not installed VMS to screen, classify, monitor, and supervise all activities and provide information when requested.
