* On the afternoon of December 29, the Standing Committee of the Provincial People's Council held a regular meeting for December 2023.
The Standing Committee of the Provincial People's Council gave comments on the report assessing the preparation and organization of the 17th Session of the Provincial People's Council (regular session at the end of 2023) which took place from December 5-7, 2023 in Vinh city.
The session passed 35 resolutions, including 2 resolutions on personnel work. After the session, the Standing Committee of the Provincial People's Council directed the revision and completion of 35 resolutions to be submitted to the Chairman of the Provincial People's Council for certification within 3 working days after the session ended; and issued a report on the results of the session on the closing afternoon to serve voters' meetings.
After the session, 22 documents were issued, 45 opinions and recommendations of voters were forwarded to the Provincial People's Committee, departments, branches and localities to resolve and respond to voters' recommendations via the online telephone line at the 17th Session of the 18th Provincial People's Council; a notice of conclusion of the question and answer session was issued for implementation.
Regarding the issue of innovation and reform of the regular sessions of the Provincial People's Council, comrade Thai Thanh Quy assigned the Office of the National Assembly Delegation - People's Council to preside over and coordinate with the Provincial People's Council Committees to open a special topic, collect opinions from the Provincial People's Committee and District People's Councils to study and advise on the contents of innovation of the regular sessions such as: Organizing question and answer sessions; group meetings, discussions in the hall... to ensure scientific and effective results.
The Chairman of the Provincial People's Council requested to submit this content to the Standing Committee of the Provincial People's Council for comments at the regular meeting in March 2024 for consideration, discussion, and agreement, as a basis for starting to apply innovations and reforms to the regular sessions of the Provincial People's Council starting from the regular session of the Provincial People's Council in mid-2024.
* On the morning of December 29, the Standing Committee of Nghe An Provincial Party Committee held a meeting of the Internal Affairs bloc to assess the results of the situation in December 2023, and at the same time, propose key tasks and solutions in January 2024.
In the last month of 2023, the assessment showed that the political security, order and social safety situation in the area was basically stable, with no complicated incidents.
In January 2024, the Standing Committee of the Provincial Party Committee requested that the armed forces maintain combat readiness; coordinate with local authorities to organize patrols and controls to protect border and island sovereignty, ensure national security, order and social safety in the area; and carry out well the military service examination and recruitment in 2024.
Strengthening the work of grasping the situation, ensuring security in all fields and areas; ensuring absolute safety for important events of the province, high-ranking delegations of the Party, State, and international guests visiting and working in Nghe An.
Step up the fight against and suppress all types of crimes and law violations, especially crimes against social order, economic and environmental crimes, drug crimes, gambling crimes, and high-tech crimes.
Strengthen market management; promptly coordinate and strictly handle acts of transporting and trading counterfeit and poor-quality goods and violating food hygiene and safety; prepare for people to celebrate Tet safely and securely.
* On the afternoon of December 29, the Party Committee of Nghe An Provincial Agencies Bloc coordinated with the Party Committee of the Provincial Party Office to organize a ceremony to award the 30-year Party membership badge to comrade Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee.
At the ceremony, on behalf of the Provincial Party Standing Committee, Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation respectfully presented the 30-year Party membership badge to Comrade Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee.
* On the morning of December 29, the Government Inspectorate held an online conference to summarize the work in 2023 and deploy tasks in 2024.
According to the report, in 2023, the entire Inspection sector carried out 7,689 administrative inspections and 193,774 specialized inspections and examinations. Thereby, economic violations of VND 257,703 billion were detected; violations of 616 hectares of land. Of which, recommendations were made to recover VND 188,607 billion and 166 hectares of land; to deduct and exclude from the settlement value due to non-compliance with regulations and to request competent authorities to consider and handle VND 69,096 billion and 451 hectares of land; to issue 126,158 decisions to sanction administrative violations of organizations and individuals, with an amount of VND 6,452 billion; to recommend consideration and administrative handling of 7,524 collectives and 7,944 individuals; to transfer to the investigation agency for consideration and handling of 497 cases and 490 subjects.
* Implementing the Prime Minister's Official Dispatch on proactively preventing and combating prolonged cold, on December 27, the Chairman of the Provincial People's Committee, Head of the Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of Nghe An province signed Official Dispatch No. 42/CD-UBND directing response measures.
The telegram stated: Chairmen of People's Committees of districts, cities and towns: Proactively propagate and guide people to implement measures to prevent cold, ensure health and safety (do not use coal stoves to heat in closed rooms to avoid unfortunate incidents, causing human damage); prevent fires and explosions when heating; pay special attention to preventing cold and other extreme weather events for the elderly, children and the disadvantaged... Based on the specific weather situation in the locality, proactively let students take time off from school according to regulations.
* The Provincial People's Committee has just issued an official dispatch on the establishment of an interdisciplinary inspection team to inspect the responsibility for performing public duties of officials and civil servants in handling administrative procedures and providing public services to people and businesses at a number of agencies and units.
Specifically, the Provincial Inspectorate presided over and coordinated with the Provincial People's Committee Office, the Department of Home Affairs and the Department of Justice to establish an interdisciplinary inspection team to inspect the responsibility for performing public duties of officials and civil servants in handling administrative procedures and providing public services to people and businesses at 4 units: Department of Natural Resources and Environment, Department of Health, Nghi Loc District People's Committee, and Quy Hop District People's Committee.
* During the 2024 New Year holiday, major tourist areas and destinations in Nghe An such as Kim Lien Special National Relic Site (Nam Dan), Truong Bon National Historical Relic Site (Do Luong), Emperor Quang Trung Temple (Vinh City) and Hoang Muoi Temple (Hung Nguyen)... will operate normally. Sightseeing, offering ceremonies and incense offerings will still be organized.
