Propaganda is one step ahead.
The propaganda session against IUU fishing was organized by Nghe An Border Guard for more than 200 vehicle owners and fishermen in Quynh Long commune (Quynh Luu), using presentation methods, illustrative images and specific cases, to help people have correct awareness and strictly comply when participating in activities at sea.
Mr. Tran Van Nguyen - Chairman of Quynh Long Commune People's Committee said: "We cooperated with the border guard station to organize propaganda and invited all offshore fishermen, so it is very meaningful. In the coming time, we will organize propaganda at all meetings and periodic activities of the locality."

Nghe An has 82 km of coastline, with 3,384 fishing vessels, of which more than 1,600 are offshore fishing vessels with a capacity of over 90 horsepower. Many fishermen have boldly invested in building large ships and large engines for offshore fishing, improving exploitation efficiency and participating in protecting the sea areas under the sovereignty of the Fatherland. However, in the process of doing business at sea, there is a potential risk of violating illegal fishing in foreign waters.
Faced with that situation, during this propaganda peak, Nghe An Border Guard forces focused on doing a good job of managing fishing vessels, organizing fishermen to sign a commitment to combat IUU fishing and propagating to fishermen in coastal districts and towns of the province.

Quynh Phuong fishing port is a place where every day there are many ships and boats from inside and outside the province coming in and out. In addition to deploying forces to each vehicle and distributing leaflets on preventing and combating IUU fishing, Quynh Phuong Border Guard Station also coordinates with the locality to organize mobile propaganda teams to each fishing vessel; strengthen inspection of each fishing vessel before leaving the port to ensure procedures and equipment for monitoring the journey, and any vehicle that is not operating is not allowed to leave the port.
While preparing supplies and necessities for a new voyage, fisherman Le Van Hai - owner of ship TH 91752 TS said: "We are regularly informed and reminded so the crew strictly follow the instructions. Ships entering and leaving the port must always complete all procedures. In addition to reporting to the border guard station, we also report to the Port Management Board."

Quynh Phuong Border Guard Station manages more than 1,100 fishing vessels of all kinds. In recent times, the unit has closely coordinated with local Party committees and authorities in supporting fishermen to go offshore and stay at sea. Timely help and support fishermen in preventing and fighting natural disasters, searching and rescuing. At the same time, guiding vessels operating in remote areas to combine fishing with capturing and providing news and images of foreign vessels violating our country's waters for the authorities to handle and resolve.
Lieutenant Colonel Nguyen Tu Hoa - Political Commissar of Quynh Phuong Border Guard Station said that due to the characteristics of fishermen in the area operating according to the moon, the water does not return at the same time, our offshore fishing vessels use communication systems, radio, Icom to propagate, coordinate with fishing ports to inspect and strictly control fishing vessels entering and leaving the port.
Mr. Dau Ngoc Lam - Deputy Port Manager of Quynh Phuong Fishing Port (Hoang Mai Town) added: The Border Guard Station in conjunction with the fishing port goes down to each ship to propagate or distribute leaflets to fishermen when going to sea to comply with the law, avoiding IUU fishing violations.
Tighten inspection and strictly handle violations
Along with propaganda and mobilizing fishermen to comply with regulations on fisheries exploitation and promptly update information to the national information management system, the control and handling of violations is also a content that needs to be promoted from now until the end of 2023. Because in the 6 contents that the European Commission recommends for the Vietnamese fisheries industry to implement, there are 2 outstanding contents that need to be overcome immediately, which are: "It is necessary to continue to review and adjust the legal framework to enhance effectiveness, efficiency, and tighten the management of anti-IUU fishing; Law enforcement and punishment of IUU fishing acts at the local level are still very weak".
In Nghe An, law enforcement, inspection and handling of violations in the field of fisheries exploitation are mainly carried out by the Department of Agriculture and Rural Development, directly by the Fisheries Sub-Department, and the Provincial Border Guard Command. At the Fisheries Sub-Department, the Inspection and Legal Departments and 3 fisheries stations are the units directly responsible for performing the functions and tasks of specialized fisheries inspection and control. To carry out the task of patrolling and controlling at sea, the Fisheries Sub-Department is equipped with 2 fishing control ships KN-688-NA (capacity of 1,100CV), VN-93967- KN (capacity of 660CV) and 2 boats with a capacity of 40CV.

Nationwide, every week and every month, functional forces compile a list of fishing vessels violating IUU, a list of fishing vessels at high risk of violating IUU and send it to the Directorate of Fisheries and the Departments of Agriculture and Rural Development of 28 coastal provinces and cities to coordinate in controlling, preventing, and ending the situation of Vietnamese fishing vessels violating the exploitation of seafood in foreign waters.
The Fisheries Sub-Department established 2 inspection teams using fishing control ships and working boats to patrol and control the sea for 10 working days, inspecting 26 vehicles. Through inspection, the teams discovered and recorded administrative violations against 1 case/1 subject/1 vehicle and handed them over to the coastal border stations for handling according to regulations.
The Provincial Border Guard Command also directed the coastal border posts and Squadron 2 to organize patrols, inspections, and control of the sea, river mouths, and estuaries, and search and rescue 41 times/168 officers and soldiers. Checking and controlling the entry and exit at river mouths, estuaries, and docks for 3,349 vehicles/18,924 workers, ensuring strictness and compliance with regulations. Through inspections, the Provincial Border Guard Command discovered and sanctioned 6 cases/6 subjects/6 vehicles for administrative violations, with a fine of 41 million VND.

Mr. Tran Nhu Long - Deputy Head of the Fisheries Sub-Department said that the Sub-Department established 34 inspection teams using fishing control ships and working boats to patrol and control at sea for 133 working days, inspecting 571 vehicles. Through inspection, 65 cases/65 subjects/65 vehicles were detected and administratively sanctioned, with a fine of 128.3 million VND; 1 electric generator was confiscated. 14 cases/14 subjects/14 vehicles were handed over to the coastal border guards to handle administrative violations according to regulations.
Coastal border stations and Squadron 2 coordinated patrols and controls at estuaries and beaches in 497 waves/43,892 vehicles, sanctioning 74 administrative violations/94 subjects/94 vehicles, with a total fine of 628 million VND. 8 electric generators and 200m of electric wire were confiscated.
Regarding offshore fishing activities, in the first 10 months of 2023, 33 fishing vessels crossed the border into Chinese waters; 8 fishing vessels violated the regulations on voyage monitoring equipment and exploited aquatic products in the wrong area. The Provincial Border Guard Command has issued a decision to administratively sanction 8 fishing vessel owners, with a total fine of 190 million VND.
