Nghe An strengthens inspection of forest fire prevention and fighting

In order to proactively prevent forest fires, from April 21 to 30, the Forest Protection Department established 3 working groups to inspect the implementation of forest fire prevention and fighting plans (PCCCR) in key districts with pine forests.

On April 24, an inspection team led by Mr. Pham Duc Thanh - Deputy Head of the Forestry Sub-Department was present in Do Luong district to directly inspect, direct and urge the implementation of urgent measures for forest fire prevention and control in the locality.

According to the report of the People's Committee of Do Luong district, the whole district currently has about 2,000 hectares of pine forest, a type of forest that is easily flammable and is greatly affected during the hot season. To ensure safety, the district has strengthened the fire prevention and fighting force from the commune to the village level; at the same time, Do Luong Forestry One Member Co., Ltd. has also established specialized teams to coordinate the implementation of tasks.

Along with that, the propaganda of laws on forest protection and forest fire prevention has been promoted among the people, contributing to raising awareness of forest resource protection. The District Forest Protection Department has advised on the establishment of Forest Fire Prevention and Control Steering Committees at all levels, developing and implementing forest fire prevention and control plans that are close to local realities.

The inspection team conducted a field inspection at Do Luong Forestry Company Limited. This unit has developed a specific PCCCR plan, organized a forest firefighting force at the grassroots level, and prepared all appropriate equipment and means such as blowers, knives, fire extinguishers, etc. Cleared more than 200 hectares of treated pine forest, and repaired 5km of firebreaks.

Through the inspection, the working group highly appreciated the efforts of Do Luong district and forest owners in forest fire prevention and control. However, there are still shortcomings, many pine forest areas still have thick understory vegetation that has not been cleared.

To ensure absolute safety, the delegation requested that the locality continue to promote propaganda, strictly prohibiting the bringing of fire and flammable objects into the forest during the hot season. Along with that, the organization must be on duty 24/7, respond quickly when a fire occurs; closely monitor the situation through the camera surveillance system at the fire watchtowers.

Immediately after completing the work in Do Luong district, the working group of the Forest Protection Department continued to inspect the actual forest fire prevention and fighting (PCCCR) work in Nghi Loc district, one of the localities with a large pine forest area, bordering many neighboring districts and with a high risk of forest fires during the hot season.

According to the report of Nghi Loc District People's Committee, the whole district currently has nearly 500 hectares of pine forest. To be proactive in forest fire prevention, Nghi Loc Protective Forest Management Board has implemented many specific solutions such as: Repairing more than 20 firebreaks, treating the ground cover on an area of ​​more than 200 hectares, and fully preparing firefighting tools. At the same time, firefighting equipment has also been fully prepared including; 8 blowers, chainsaws, binoculars, knives, sickles, etc.

The assessment of the working group shows that the forest fire prevention and control work in Nghi Loc district has been implemented synchronously and effectively from the district level to communes, villages and forest owners, in accordance with the "4 on-site" motto: on-site command, on-site forces, on-site means and on-site logistics. However, there are still many areas of understory vegetation under pine forests and firebreaks that have not been cleared, making the risk of forest fires remain high.

Faced with the above situation, the working group recommended that the Nghi Loc District People's Committee and the Forest Protection Management Board continue to strengthen forest patrols and inspections, develop specific response plans, and arrange 24/7 staff in high-risk areas. In addition, vehicles, tools, and human resources must always be ready to promptly detect and handle fires.

Mr. Bach Quoc Dung - Head of the Forest Protection Department said that from April 21 to 30, three working groups will conduct inspections in key districts with large pine forest areas such as: Do Luong, Yen Thanh, Dien Chau, Hung Nguyen, Nam Dan, Hoang Mai town and Quynh Luu. The goal is to comprehensively review forest fire response preparations, assess the readiness of forces, vehicles and action plans at the grassroots level.

The Forest Protection Department recommends that localities continue to strictly implement the "four on-site" motto, maintaining 24/7 forces at the offices of the Forest Fire Prevention and Control Committees at all levels, Forest Protection Departments, forest owners and fire watchtowers. The forest fire surveillance camera system needs to be operated continuously, especially during the hottest days.

In addition, it is necessary to promote propaganda and mobilize people to actively detect and denounce violations of the law on forest management, protection and development. The authorities also need to do a good job of investigating, verifying and strictly handling cases of forest fires. It is also required to regularly organize drills, review and adjust the fire prevention and control plan to promptly overcome shortcomings in the implementation process.
