Nghe An province will use 210 hectares of land in Hoang Mai town to implement the Quynh Lap LNG gas power plant project, with a total investment of 2.15 billion USD.

On February 4, information from the Office of the People's Committee of Nghe An province said that Mr. Le Hong Vinh - Chairman of the People's Committee of Nghe An province - has just issued a document assigning relevant departments, branches and localities to urgently carry out procedures to complete the approval of the investment policy and select investors for the Quynh Lap LNG gas power plant project in the first quarter of 2025 in accordance with the procedures and regulations of the law.
Previously, on January 7, Minister of Industry and Trade Nguyen Hong Dien chaired an online conference with localities and investors of power projects on the implementation of the Prime Minister's directive on proactive solutions to ensure adequate electricity supply for production, business and people's lives during peak periods in 2025 and the 2026-2030 period.
Mr. Dien requested that localities complete the selection of investors in the first quarter of 2025 for power source projects that do not have investors, including projects in Thanh Hoa, Nghe An, and Ninh Thuan provinces.
Localities need to consider implementing the LNG port warehouse project within the scope of the power plant project to avoid delays in project approval and approval related to port planning procedures.
The Quynh Lap LNG gas thermal power project will be implemented in Quynh Lap commune, Hoang Mai town, Nghe An province with a capacity of 1,500 MW.
The project is implemented with a total investment of about 2.15 billion USD, including the following items: LNG power plant, gas storage, receiving port, breakwater and auxiliary works on a total area of 210-360 hectares.
LNG fuel demand is about 1.15 million tons/year and the port receives ships with a capacity of about 100,000 DWT.
The project is expected to be put into commercial operation before 2030.
According to the Department of Planning and Investment of Nghe An province, up to now, the department has received 5 sets of documents from 5 investors of the Quynh Lap LNG gas power plant project.
Nghe An Department of Planning and Investment will continue to carry out the next steps such as announcing the list of land plots for bidding, selecting investors; procedures for approving project investment policies.
Quynh Lap Thermal Power Center was approved by the Ministry of Industry and Trade for planning on a planning area of 283 hectares, with a scale of 2,400 MW in Quynh Luu district, Nghe An province since 2009.
The project is invested in two phases: Quynh Lap 1 Thermal Power Plant and Quynh Lap 2 Thermal Power Plant.
In 2015, the project was started but was "suspended" for a long time without implementation. The project was then requested by the People's Committee of Nghe An province to be stopped by the Government to be converted into an LNG thermal power project.
