Question and answer session at the 17th Session on management and effective use of land originating from state-owned agricultural and forestry farms and Youth Volunteer Teams; in addition to the main responsibility of the Director of the Department of Natural Resources and Environment, the session chair requested the Director of the Department of Agriculture and Rural Development and the Secretary of the Provincial Youth Union to answer questions related to the arrangement and improvement of the operational efficiency of agricultural and forestry farms and Youth Volunteer Teams in the province.

Responding to the question of delegate Le Thi Theu (constituency in Tan Ky district) regarding the inadequacy between the land area managed by agricultural and forestry companies, protection forest management boards, special-use forests, and large Youth Volunteer Force Teams, while people, especially ethnic minorities in mountainous areas, lack land for production; Director of the Department of Agriculture and Rural Development, Phung Thanh Vinh, said that through the rearrangements according to the policies of the Party and the State, from 37 agricultural and forestry farms, up to now, the whole province has 11 companies, including 4 agricultural companies and 7 forestry companies.

After the restructuring of agricultural and forestry companies, it has brought about efficiency, such as resolving outstanding debts and policies for officials and workers; better administration and management.

The Director of the Department of Agriculture and Rural Development said that currently, agricultural and forestry companies operate under the Enterprise Law, and the Department's responsibility is only to provide professional guidance on production.

Regarding the situation of "rent collection" at agricultural and forestry companies mentioned by delegate Nguyen Cong Van (constituency in Nghi Loc district); Mr. Phung Thanh Vinh informed that in 2019, the industry conducted inspections and checks on the assignment of contracts from agricultural and forestry companies, showing that the units assigned 5% internally and 6% externally according to regulations for input and output services, technical guidance, etc.

In the coming time, the Department of Agriculture and Rural Development will continue to review and plan production areas; strengthen inspection and supervision of land use by agricultural and forestry companies and Youth Volunteer Force teams; closely follow the development orientation according to Resolution No. 39 of the Politburo and the contents of the Provincial Planning approved by the Prime Minister to support agricultural and forestry companies to maximize the multi-use of forests and land use efficiency.

Solutions for arranging and dissolving Youth Volunteer Force teams

Secretary of the Provincial Youth Union Le Van Luong also directly explained the progress and solutions for arranging, dissolving and handing over the Youth Volunteer Force teams in the province. The Youth Volunteer Force teams were established starting in 1986 with a total of 12 units, of which 10 teams were managed by the Provincial Youth Union.

Up to now, of the 10 teams managed by the Provincial Youth Union, 4 teams have been reorganized, dissolved, and handed over, leaving 6 units. Of these 6 teams, Youth Volunteer Team 2 and Youth Volunteer Team 3 are in the process of dissolving and handing over land to local management according to the approved plans of the Provincial People's Committee; 4 teams are in operation, including: Youth Volunteer Team 5, Youth Volunteer Team 8, Youth Volunteer Team 9, and Youth Volunteer Team 10.

The Provincial Youth Union Secretary also pointed out the difficulties and shortcomings in the process of dissolving the teams because when they were established, the land was allocated in the decisions to establish the teams based on forestry maps, without technical design, measurements, and marking on cadastral maps.

Therefore, in the coming time, the Provincial Youth Union will focus on directing the teams to coordinate with relevant departments and branches to review all land, establish technical designs, measure and mark the land as a basis for the state to reclaim and hand over to the people according to the roadmap until 2024.

To complete this task on schedule, there needs to be close coordination, responsibility, and determination from the Department of Natural Resources and Environment, the Department of Agriculture and Rural Development, and the Department of Finance.

The Provincial Youth Union Secretary also proposed to hand over the original status of protective forest land, production forest land, and land assigned to team members to the locality and other entities with the capacity to manage and exploit according to the provisions of law.

Allocate 224 billion VND for measuring, marking, and allocating land to people

Explaining the opinion of delegate Lo Thi Kim Ngan (constituency in Thanh Chuong district) regarding the allocation of funds to resolve existing problems in measuring, marking, allocating land, and granting land use right certificates originating from state-owned farms and forestry farms; Director of the Department of Finance Trinh Thanh Hai said that to implement the Project on Strengthening the management of land originating from state-owned farms and forestry farms currently owned by agricultural companies and forestry companies, the Provincial People's Committee has approved a total budget of 224 billion VND. The implementation period is from 2022 to 2024, divided into 2 phases; phase 1, including 11 protective forest management boards with 113 billion VND and phase 2, including 5 Youth Volunteer Teams, national parks, conservation areas, state-owned farms and forestry farms..., with an estimated budget of 111 billion VND.

The Director of the Department of Finance also informed about the progress of budget allocation. In 2022, the Central Government will allocate 20 billion VND; the provincial budget will allocate 45 billion VND in 2022 and 2023. At the same time, he requested the Department of Natural Resources and Environment to advise the province to submit to the Ministry of Natural Resources and Environment to submit to the Government to allocate resources in 2023 and 2024 for localities to carry out the tasks of measuring, marking, allocating land, and granting land use right certificates originating from agricultural and forestry farms to people.
