Nghe An Provincial People's Committee has just issued Document No. 11036/UBND-CN requesting relevant departments, branches, localities and units to deploy a number of tasks to develop self-produced and self-consumed rooftop solar power in the province.
Accordingly, the People's Committee of Nghe An province assigned the Department of Industry and Trade to preside over and coordinate with relevant agencies, units and localities to monitor, guide and supervise the implementation of self-produced and self-consumed rooftop solar power development in the province and inspect compliance with regulations on safety, fire prevention and fighting, and environmental protection during the registration process for development, installation and operation of self-produced and self-consumed rooftop solar power. Promptly resolve arising difficulties and problems; strictly handle violations according to authority and regulations of law.
Along with that, the Department of Industry and Trade presides over advising the Provincial People's Committee to issue a simplified process of implementation according to legal procedures to ensure convenience and create favorable conditions for organizations and individuals when registering to develop, invest in construction, and install self-produced and self-consumed rooftop solar power in accordance with regulations.
This Department is also assigned to preside over receiving and handling administrative procedures for granting, adjusting and revoking the Certificate of registration for developing self-produced and self-consumed rooftop solar power for organizations and individuals registering to develop rooftop solar power connected to the national power system with a development capacity of 1,000 kW or more. Receive notifications from organizations and individuals about developing self-produced and self-consumed rooftop solar power, manage, monitor and guide implementation in accordance with the provisions of law on electrical safety.

The Department of Natural Resources and Environment performs the task of state management of construction works before and after the installation of self-produced and self-consumed rooftop solar power, ensuring compliance with current laws on land and environment. Guide agencies, organizations, individuals and households to implement measures to ensure environmental safety for construction works with rooftop solar power installation in the province. At the same time, coordinate to inspect and supervise construction works with self-produced and self-consumed rooftop solar power installation to ensure compliance with current laws on land and environment.
The Department of Planning and Investment and the Department of Construction perform state management tasks within the scope and authority of self-produced and self-consumed rooftop solar power construction projects, ensuring compliance with current legal regulations.
The Department of Information and Communications directs Nghe An press agencies and grassroots broadcasting systems to actively promote and disseminate policies and mechanisms to encourage the development of self-produced and self-consumed rooftop solar power in the province.
The Southeast Economic Zone Management Board performs state management of contents related to the fields of investment, construction, land, planning, environment, etc. for projects and construction works before and after the installation of self-produced and self-consumed rooftop solar power in the Southeast Economic Zone and the province's industrial parks according to its authority and regulations. Receive notifications from organizations and individuals on the development of self-produced and self-consumed rooftop solar power to manage, monitor, and guide implementation in accordance with the provisions of law on investment, construction, land, planning, and environment in the management area.
The provincial police perform the task of managing construction works under the state management of fire prevention and fighting to guide implementation according to the provisions of law on fire prevention and fighting.
The People's Committees of districts, cities and towns, according to their management areas and functions and tasks, shall perform state management of construction works before installing self-produced and self-consumed rooftop solar power, ensuring compliance with current legal regulations on investment, construction, land, safety, environment, fire prevention and fighting. At the same time, preside over and coordinate with local electricity units to inspect compliance with regulations on electrical safety, fire prevention and fighting, and environmental protection in the installation and operation of self-produced and self-consumed rooftop solar power in localities.
Nghe An Power Company directs local power companies to organize the reception of notifications from organizations and individuals about the development of self-produced and self-consumed rooftop solar power. In case of receiving notifications of the development of self-produced and self-consumed rooftop solar power connected to the national power system and registering to sell surplus electricity to the national power system, Nghe An Power Company is responsible for checking and confirming that there is no overload of transformer stations, low-voltage grids and distribution in the area and that the registered development capacity is suitable for the existing load, sending a document to the Department of Industry and Trade to confirm the capacity in the planning, the plan to implement the planning is allocated locally in accordance with regulations.
Management units and investors of industrial parks and industrial clusters are responsible for fully implementing the contents specified in Article 24 of Decree No. 135/2024/ND-CP. Organizations and individuals developing self-produced and self-consumed rooftop solar power are responsible for fully implementing the contents specified in Articles 23 and 25 of Decree No. 135/2024/ND-CP.
On the other hand, the Provincial People's Committee assigned relevant Departments, branches, sectors, units and localities to coordinate with the Department of Industry and Trade to advise on the development and submit to the Provincial People's Committee for promulgation of a simplified process for registration of development, investment in construction, and installation of self-produced and self-consumed rooftop solar power in the province in accordance with regulations.
Decree 135/2024/ND-CP dated October 22, 2024 of the Government stipulates policies to encourage the development of self-produced and self-consumed rooftop solar power, including: Organizations and individuals installing self-produced and self-consumed rooftop solar power are exempted from electricity operation licenses and have no capacity limit in the following cases: Not connected to the national power system; installing an anti-backflow device system into the national power system; households and individual houses developing self-produced and self-consumed rooftop solar power with a capacity of less than 100 kW.
Organizations and individuals installing self-produced and self-consumed rooftop solar power with an installed capacity of 1,000 kW or more and selling surplus electricity to the national power system, carry out procedures on power planning (except for cases within the capacity scale according to the planning, the plan to implement the planning is allocated locally) and request a power operation license according to the provisions of law...
