Strengthening investment support

Both projects are currently under construction and are expected to be completed on schedule.

Regarding career capital, the whole province has completed the purchase and handover of equipment for 228 cultural houses; built 1 cultural model; built 10 community bookcases; and supported the prevention of degradation for 3 relics in ethnic minority areas.

Director of the Department of Culture and Sports Tran Thi My Hanh shared: In reality, Project 6 has had and is having positive impacts on the cultural and spiritual life of ethnic minorities and mountainous people. Investment in facilities and equipment for cultural and sports institutions; support for cultural and sports activities; building bookcases to serve people... has contributed to improving the level of cultural enjoyment for the people. There are many difficulties

However, looking at the reality in the ethnic minority and mountainous areas, there are still 41 villages and hamlets that do not have cultural and sports facilities. In addition, 418 village and hamlet cultural houses have been built but are degraded or do not meet the scale and standards. Resource mobilization is still limited, the National Target Program 1719 mainly depends on the budget; while mountainous districts face difficulties in capital matching.

On the other hand, the staff in charge of local culture often have to take on many different tasks, making it difficult to implement the National Target Program 1719 as well as to carry out cultural and sports activities at the grassroots level.

Notably, the implementation of Project 6 in Nghe An still faces some difficulties related to support mechanisms and policies. That is, Circular No. 55/2023/TT-BTC dated August 15, 2023 of the Ministry of Finance does not specifically stipulate the expenditure level for the task of Supporting activities for traditional art troupes; Guiding Document No. 1684/HD-BVHTTDL dated April 28, 2023 of the Ministry of Culture, Sports and Tourism does not specifically stipulate the content, process and procedures for implementing support for artisans.

Along with the request for relevant levels and sectors to pay attention to removing difficulties and shortcomings; Director of the Department of Culture and Sports Tran Thi My Hanh also proposed: For the task of Restoring, preserving and developing traditional cultural identity for each ethnic group with specific difficulties, it is necessary to transfer from the content of using career capital to the content of using investment capital because the task requires large capital sources and a long implementation time.

As for the task of Supporting investment in building cultural and sports institutions in ethnic minority and mountainous villages, it is necessary to increase the number of points per cultural house because the current norm is too low, not ensuring funding for building cultural and sports institutions, especially in mountainous and remote areas.
