To achieve the goal of reaching 75,000 tons of aquaculture output by 2025 and 90,000 tons by 2030, the Provincial People's Committee has assigned the Department of Agriculture and Rural Development to develop a project on aquaculture development on dams and reservoirs for the period 2021-2030.

Currently, there are two forms of farming in reservoirs: cage farming and direct farming. In addition to native breeds, recently people have also raised many species with high economic value such as catfish, climbing fish, black carp, etc. The whole province has 2,000 cages with an output of 18,000 tons in 2022, an increase of 4,200 tons compared to the beginning of the term.

Currently, the whole province has nearly 2,000 cages, of which about 700 cages are in the Ban Ve hydroelectric reservoir (Tuong Duong), 1,000 cages are in the Hua Na hydroelectric reservoir (Que Phong) and some other hydroelectric reservoirs; the farming objects are grass carp, black carp, common carp, catfish, climbing fish; striving to experiment with raising more sturgeon and catfish; using new HDPE technology to replace spontaneous bamboo cages.

For the form of direct farming in reservoirs in the districts of Quynh Luu, Hoang Mai, Nghia Dan, Thanh Chuong, Yen Thanh... raising grass carp, common carp, tilapia, red tilapia; semi-intensive farming on an area of ​​less than 50 hectares; with management and supervision of the farming process. It is expected to attract investment resources and support policies to stimulate demand to increase the value and output of aquaculture seafood according to the Government's aquaculture development strategy and the province's program. In addition, it is necessary to ensure a harmonious balance of interests for sustainable development; combined with investment in farming infrastructure, not conflicting with other economic sectors such as tourism , hydropower and irrigation, the province will have to build purchasing and post-harvest processing facilities, ensuring environmental ecology...

Speaking at the meeting, representatives of the People's Committees of Que Phong and Quy Chau districts and departments and branches highly agreed with the spirit of the project, ethnic minorities in mountainous areas mainly eat local food, limiting industrial food, so it is suitable and has the effect of stabilizing the lives of people, especially in the resettlement areas of hydropower plants. Support policies, if any, only support people to buy cages or breeds of livestock that are local specialties, support breeding, not support food. For sustainable development, it is necessary to form cooperatives, attract businesses to accompany, purchase, process, link, find output for products...

Based on the comments of localities and departments, Mr. Nguyen Van De - Vice Chairman of the Provincial People's Committee assigned the Department of Agriculture and Rural Development to receive comments of localities and departments to revise the project, and submit it to the Provincial People's Committee for promulgation at the end of December 2023 for application from 2024.

Agreeing with the proposal that the departments and branches that the farming areas and farming models must be licensed to receive support, the Vice Chairman of the Provincial People's Committee also noted that in order to effectively exploit the potential of the dam and bring economic value, the Department of Agriculture and Rural Development should review previous projects and focus on proposing new policies to support people in buying cages, installing monitoring equipment, producing native breeds...; At the same time, there should be mechanisms to effectively mobilize resources from society and businesses to invest in this field./.
