During the afternoon of October 15 and the morning of October 16, delegates were instructed on three contents on preparations for Party Congresses at all levels. First, drafting documents to submit to Party Congresses at district level and equivalent levels, focusing on requirements, content, procedures, implementation roadmap, and some key tasks and experiences in preparing for the congress. The second content focused on providing guidance on the types, authority to issue and formats of congress documents; preparing and submitting congress records to the agency's archives. Compared to the previous term congress, there have been many changes in the budget regime for Party Congresses at all levels for the 2025-2030 term in terms of budget preparation and expenditure regimes for congresses. Therefore, the third content is to provide guidance on the regime and budget for Party Congresses at all levels.

In his opening speech, Standing Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu emphasized: In order for Party congresses at all levels to ensure compliance with Party principles and regulations and to be successful, the preparation and organization of the congress is extremely important and contributes significantly to the success of the congress. He requested the Provincial Party Committee Office to direct its subordinate departments, divisions and assigned comrades to perform well in organizing the conference.
