Nghe An: Urgent "campaign" of 90, 120 days and nights to build and repair houses for the poor

Currently, localities in Nghe An are urgently implementing the construction of houses for people with difficult housing circumstances with the campaigns "90 days, nights", "120 days, nights" to complete the program on July 30, 2025.

"120 days to finish" campaign in Thanh Chuong

Mr. Phan Van Duoc’s family in Hamlet 2, Thanh Ha Commune (Thanh Chuong) has a particularly difficult housing situation. There are 6 people in the family, but 4 children are at the age of “eating and studying”; family life is placed on the shoulders of Mr. Duoc and his wife, whose health is not guaranteed. Therefore, although they live in a two-room, level 4 house left by their parents that is in disrepair, they do not have the ability to rebuild it.

Understanding that situation, Thanh Ha commune approved support for house building in the period of 2023 - 2025 for Mr. Duoc's family and the family registered to build a house at the end of 2025.

With support from the commune, Mr. Duoc's family started building the house on April 1st and the construction progress is being focused on to complete and put into use before June 30th.

Mr. Phan Van Duoc said: In addition to receiving 60 million VND in support from the State and the community to build a house, the entire political system from the commune to the village, together with the people, helped with the labor of dismantling the old house, leveling the ground, digging the foundation, transporting bricks, etc., which also "lightened the burden" on the family with the additional expenses.

In the same village 2, Thanh Ha commune, Ms. Tran Thi Minh's family was also encouraged and accompanied by the Party Committee, government and organizations in the political system to determine to start building a new house in early April 2024 with a total estimated house value of about 100 million VND.

In Thanh Ha commune, implementing the Program to mobilize and support housing construction for the poor and households with special housing difficulties according to Directive No. 21, dated February 10, 2023 of the Standing Committee of Nghe An Provincial Party Committee (Program 1838), through screening, a total of 11/14 households approved to build houses have housing needs in the period 2023 - 2025.

In 2023 - 2024, the commune completed 6 houses (4 newly built, 2 repaired), the remaining 5 houses need to be newly built due to difficult circumstances, no "counterpart" capital to implement, so all registered to be built by the end of 2025.

However, according to comrade Nguyen Van Hoi - Vice Chairman of the Fatherland Front Committee of Thanh Ha commune: "In response to the requirement of Thanh Chuong district to complete the construction of houses for the poor and households with difficult housing conditions before June 30, 2025; the Party Committee, the government and political organizations in the political system of Thanh Ha commune have met, discussed and encouraged families eligible for support to build houses, including relatives of the families to join hands to support. The commune also committed to the families: Organizations in the political system will accompany, "wherever there are difficulties, there will be solutions"; so despite the difficulties, the remaining 4 families have all started building houses to reach the finish line on time".

The movement to support housing construction for poor households and households with housing difficulties is being pushed to a climax throughout Thanh Chuong district with the campaign "120 days to finish" to start construction, repair and complete, put into use houses for the poor and people with housing difficulties in the district, with a total of 632 newly built and repaired houses from two sources: socialized and sourced from building houses for people with meritorious services to the revolution (from the beginning of April to the end of July 2025).

To achieve this milestone, the District Steering Committee organized the signing of commitments with the Commune Steering Committees and the Commune Steering Committees organized the signing of commitments to each household; enhanced the responsibility of each member of the Steering Committees at all levels and the implementation team in the villages and hamlets to directly inspect and urge each commune, each village, each hamlet, each household. The District also established a working group to inspect and urge the construction of houses for people in the district.

Comrade Nguyen Trong Anh - Member of the Standing Committee of the District Party Committee, Vice Chairman of the People's Committee of Thanh Chuong District said: In addition to the general support of 60 million VND for new construction and 30 million VND for repair/house; the district also directed organizations in the political system, armed forces units to mobilize cadres, union members, association members and people with the spirit of "whoever has what contributes" to support more resources and working days for households, ensuring that households with sufficient conditions, no matter how difficult, can build houses with the motto "measure your coat according to your cloth".

For the two resettlement communes of Thanh Son and Ngoc Lam, which have a large number of houses to be built, the district directed cadres and civil servants of the district Fatherland Front Committee to stay close to the communes, villages, and households to urge them to work hard, combined with mobilizing border guards and soldiers to join hands.

Thanks to that, since the campaign was launched, Thanh Chuong district has focused its efforts to start building and repairing hundreds of houses; currently there are 225 houses left (107 newly built, 118 repaired).

Mobilizing collective strength

As for Tuong Duong district - the unit with the largest need for housing support in the province, with a total of 1,808 households (662 new houses, 1,146 houses repaired) - as of February 28, 2025, it has also been very determined in directing to reach the finish line.

The Standing Committee of Tuong Duong District Party Committee issued Directive No. 22, associated with the organization of the "90-day, night" emulation campaign to build and repair houses for the poor and disadvantaged people, from March 1 to June 30, to focus on completing the groundbreaking ceremony to build houses for people before the official end of the district-level apparatus's operations on July 1, 2025.

Comrade Nguyen Huu Hien - Member of the Standing Committee of the District Party Committee, Vice Chairman of the People's Committee of Tuong Duong District said: Members of the Steering Committee for building houses at the district level went to the communes to closely direct each approved household according to the motto "3 together": Eating together, living together, building houses to help people"; at the same time, actively encouraged organizations and individuals to complete the registered targets to support building houses for the poor and people with difficult housing circumstances in the district.

Each organization in the political system: Fatherland Front, Women, Farmers, Youth Union, Veterans, Police, Military ..., all joined in to support people with working days to transport materials, demolish old houses, level the ground, dig foundations, roof new houses...

Within more than 1 month, up to April 10, 2025, in Tuong Duong district, 452 houses have been started and in more than 2 and a half months, the remaining 1,356 houses will be started (516 new houses, 840 houses repaired).

The construction of houses for the poor and households with housing difficulties is also being directed strongly by Quynh Luu district; strengthening the responsibility of the heads of Party committees, authorities, the Fatherland Front, organizations and agencies in the system from district to grassroots; the responsibility of members of the steering committee and working group at the district level in mobilizing material and human resources to support people in building houses; at the same time, closely working with each household to both encourage and remove difficulties and obstacles, and urge households to organize the construction of houses according to the set plan, striving to complete before April 30, 2025.

Comrade Lai The Toan - Member of the Standing Committee of the District Party Committee, Chairman of the Fatherland Front Committee of Quynh Luu District said: Based on the meeting and evaluation of the results of the implementation of the weekly house building program of the District Steering Committee; where progress is slow or there are difficulties, the Standing Committee of the District Party Committee will personally inspect, direct and directly resolve the problems.

In particular, the District Steering Committee directed the Commune Steering Committees to establish house-building implementation teams in each commune and each village and hamlet to "take charge" of taking care of the families, from accounting, designing, hiring workers, and urging progress...

Quynh Luu district has also mobilized the total strength of organizations in the political system and the people to join hands to support working days, materials, and money for families to build houses. Up to this point, Quynh Luu district has completed the construction of houses for 100% of approved households and currently only 57 households (54 new houses, 3 houses repaired) are being completed, handed over, and put into use before April 30, 2025.

In the context that the district level will officially cease operations on July 1, 2025, with affection and a sense of responsibility towards people with difficult housing circumstances, along with the strong direction of Provincial Party Secretary Nguyen Duc Trung with a specific time frame set out, the Party Committee, the government and the entire political system are resolutely implementing the principle of "5 clear": Clear people, clear work, clear time, clear responsibility, clear results.

In 20 days, from March 20 to April 10, 2025, Nghe An province started construction of 4,040 houses (1,841 new houses, 2,217 repaired houses) and completed, handed over and put into use 1,619 houses (867 new houses, 752 repaired houses). Nghe An has become a bright spot in the country in terms of determination and creativity in leadership, direction and the number of houses started, completed and put into use.

With the above progress, the total of 6,442 apartments that need to be completed from now until July 31, 2025 in Nghe An is expected to reach the finish line on schedule.

However, at present, many households are in extremely difficult circumstances, so localities are not subjective but are actively directing, closely following reality to direct with creative and flexible ways, striving to complete the "mission" of building houses for people before ending the activities of the district level.
