Reply, answer more clearly and specifically
Following the recent meetings, meetings and dialogues with the Association of Enterprises and Entrepreneurs of the Provincial People's Committee, we have noticed that, with the urging and specific and clear assignment of tasks by the Provincial People's Committee "after" the meetings, the progress in resolving cases and recommendations of the business community and entrepreneurs has become increasingly clearer. If there are issues that can be resolved, they are resolved and responded to immediately, significantly reducing the situation of going around in circles, transferring back and forth in the form of asking for opinions between functional departments and branches.

Specifically, for cases that fall under the jurisdiction of departments, branches or district-level People's Committees, through discussion and dialogue, the Provincial People's Committee requests relevant departments and branches to respond; if they fall under the jurisdiction of the province, the Provincial People's Committee also requests and clearly assigns which departments and branches will take the lead and which branches will coordinate to advise the Provincial People's Committee on a resolution plan; if the case is beyond the province's jurisdiction, it must seek opinions from central ministries and branches.
A typical example is the proposal of Nghe An Infrastructure Development Construction Investment Company Limited on the handover of Nam Cam Industrial Park infrastructure assets. This is a case that has lasted for many years, but in recent working sessions, the issue has become clearer. Based on the advice of relevant departments and branches, it is known that Nghe An Infrastructure Development Construction Investment Company Limited is not an investor in the construction and business of Zone B infrastructure according to regulations and 26/30 enterprises do not agree with the plan to organize activities if the Company's assets are handed over. The Department of Finance has sent a document reporting to the Provincial People's Committee that there is not enough basis to hand over the infrastructure assets. On that basis, the Provincial People's Committee has sent a document assigning the Department of Finance to advise and submit to the Provincial People's Committee the handover of Nam Cam Industrial Park assets to the Company when the prescribed conditions are met.

The second case is the proposal of Nghe An Petroleum Company regarding the connection to implement the Petroleum Store project in Khai Son Commune, Anh Son District. Based on the response of Road Management Area II, Ministry of Transport on September 18, 2023, the location does not ensure the minimum distance as prescribed in Circular No. 50/2015 and Circular No. 39/2021 of the Ministry of Transport. Based on this response, Nghe An Petroleum Company has sent a document requesting to withdraw the proposal.

On the other hand, regarding the proposal of Nghe An Bus Station Joint Stock Company regarding the connection problem at the Southern Bus Station of Vinh City, the Provincial People's Committee said: The Department of Transport has sent a document to the Vietnam Road Administration on the addition of information on the connection point to National Highway 1, Vinh City bypass section at Km22-900. The Department has presided over and coordinated with relevant units to organize a field inspection, reach an agreement and issue a document on the addition of the connection to the project. The Provincial People's Committee has issued Document No. 7393/UBND-CN to the Road Administration to clarify some related contents; at the same time, it is requested that the Bus Station Joint Stock Company, the project investor, coordinate with the Ministry of Transport and the Road Administration to soon issue a document as a basis for the Provincial People's Committee to consider and decide on the addition of the connection point to National Highway 1, Vinh City bypass.

These are just 3 of the 25 petitions, including 16 petitions from the previous period and 9 new petitions that have been sent by the business community to departments, branches and the Provincial People's Committee and have been resolved clearly, without beating around the bush, so businesses no longer have to wait. A representative of the Department of Planning and Investment said: Of the 16 petitions from the previous period, 13 have been consulted to resolve, while 3 are being resolved; of the 9 new petitions, 7 are being resolved and 2 petitions that could not be resolved have been immediately responded to by the province.
Promote the spirit of companionship and sharing
Speaking at the dialogue, Vice Chairman of the Provincial People's Committee Bui Thanh An also expressed his opinion: In the current period, efforts to support and improve the business environment and enterprises must not only come from the provincial Party Committee and government, but also require efforts and sharing from enterprises to be effective and sustainable.
In fact, there are simple matters that are within the province's authority that the province can consider and resolve, but there are also recommendations that are beyond its authority, or that do not have legal regulations or are unclear, so businesses must share with the province; provide specific information and documents so that the province can handle them.

The group of contents that the province needs to share information with businesses and entrepreneurs is investment projects that essentially receive the transfer of assets on land through the process of equitization or business conversion. According to regulations, although receiving assets on land, the use of land must be in accordance with the equitization plan and the approved purpose of use and must be built according to the approved planning.
This group of recommendations was proposed many times by businesses in previous meetings, but based on the response from the Ministry of Natural Resources and Environment, the Department of Natural Resources and Environment of Nghe An advised the Provincial People's Committee to clearly respond to businesses that this issue had been answered by the National Assembly Standing Committee and was not allowed to be used for purposes other than those approved.
Speaking at the meeting, Mr. Tran Anh Son - Chairman of the Provincial Association of Outstanding Enterprises said: In recent meetings, with the spirit of proactive and open participation of the Provincial People's Committee, the recommendations of the business community have recently become more practical, reflecting the pulse of the economy and investment environment of the province.
Along with that are the difficulties surrounding the access to loans to support investment in social housing projects; difficulties in standards and regulations for mineral exports; investment processes for infrastructure development areas, exploitation of annual public investment land funds and the division of revenues from land purchase deposits... The above recommendations were raised by the Real Estate Association, the Association of Small and Medium Enterprises of Quy Hop District, the People's Committee of Nghi Loc District and the Provincial People's Committee, which found them reasonable and legitimate, so they will be accepted and submitted to the Provincial People's Council to soon amend Resolution 20 in the near future.

Concluding the meeting with the provincial Business Associations and entrepreneurs, Chairman of the Provincial People's Committee Nguyen Duc Trung requested that when departments and branches have documents requesting opinions from the ministries and branches in charge or advising the province, based on the documents and current situation, departments and branches must clearly state their viewpoints and solutions; after receiving the province's responses and documents, businesses must also proactively follow the contents and progress that the province has directed to promptly update information and respond to the Provincial People's Committee for urging, instead of passively waiting...
Highly agreeing with the spirit of direction of the provincial leaders, Mr. Tran Anh Son - Chairman of the Provincial Association of Outstanding Enterprises also recommended that, in order to increase the initiative of departments, branches and the province, new recommendations should be compiled by business associations and entrepreneurs for classification and handling. Urgent matters should be considered and resolved immediately by the province, and cases under the province's authority but requiring time for consideration should be discussed and handled at the nearest meeting.

We believe that with the above approach, the effectiveness of the meetings and dialogues between the province and the communities and Business Associations will be more effective; the sharing and interaction between the provincial Party Committee and government with businesses will become increasingly stronger.
According to the Provincial Tax Department, as of June 2023, the whole province has over 14,600 tax-generating enterprises; on average, each year, enterprises contribute nearly 38% of the province's GRDP and contribute to the budget about 67-68% of the total annual budget revenue; enterprises also create jobs for over 230,000 workers in the whole province.
