The conference was chaired by comrade Le Tien Tri - Member of the Provincial Party Executive Committee, Head of the Southeast Economic Zone Management Board.
Also attending were representatives of relevant departments and branches, investors in industrial park infrastructure, shipping lines and businesses with containerized import and export goods.
Policy to support businesses to overcome difficulties

At the beginning of the conference, comrade Le Tien Tri - Head of the Southeast Economic Zone Management Board, on behalf of the provincial leaders, sincerely thanked and welcomed the enterprises representing export enterprises, transport companies and logistics service providers who attended the conference; at the same time, requested that in an open and receptive spirit, the enterprises evaluate 1 year of implementing Resolution 03 to give suggestions to the province to consider supplementing and adjusting support policies accordingly, contributing to promoting the province's import and export trade economy.

After more than 1 year of implementing the support policy, the number of containers increased from 69,098 tons in 2023 (before the support policy) to 75,340 tons, an increase of 10%. In 2024, 8 enterprises participated in the policy and received support with a total budget of VND 23,765 billion, reaching 99.8% of the disbursement rate.

At the conference, along with summarizing and evaluating outstanding results, delegates also pointed out some limitations and reasons why goods passing through the port are still few; policies to support the export and import of goods by container through Cua Lo Port have not been as effective as expected.
Accordingly, objectively, in 2024, the world economy will face difficulties, international trade will face a trend of trade protectionism, logistics costs will increase sharply, but Southeast Asian countries will promote the development of seaport infrastructure and improve the quality of logistics services, thereby increasing competitiveness and attracting less goods. Subjectively, the source of exported goods as well as imported goods to the province through the port is still low.
On the business side, on the one hand, they highly appreciate the province's support policies which have helped businesses overcome difficult times; at the same time, they recommend that the province consider extending or supplementing policies; investing funds to dredge, ensure safe in and out waterways; reduce storage costs...

Extension and review of additional, increased support levels
At the conference, based on the practical difficulties still encountered, businesses also recommended that the province clear the flow of goods to and from the port; clear the waterway so that large ships and ships on long-distance transport routes can dock conveniently, reducing costs.
Based on the discussion, it is recommended that the Provincial People's Committee study and propose to increase the support level for shipping lines in 3 years (2026, 2027, 2028) to the same level as Thanh Hoa and Ha Tinh provinces to attract more shipping routes and ships.

Specifically, the plan is to continue to extend the implementation period of Resolution 03, because it is expected to expire by the end of 2025; at the same time, it is proposed to increase the support level from 0.6 million VND/20-foot container, 1 million VND/40-foot container to 1 million VND/20-foot container and 1.5 million VND/40-foot container, in order to attract more shipping lines and import-export enterprises.
In addition, it is proposed to increase the support level from 300 million VND/international trip to 450 million VND/trip to attract new train routes.

At the conference, the leaders of the Southeast Economic Zone Management Board received comments and recommendations from businesses; at the same time, they said that the province is proposing and completing procedures to submit to the Ministry of Construction and relevant agencies to invest in upgrading Cua Lo Port to become the logistics center of the Central region.
In the 2025-2027 period, invest in annual dredging of the channel (depth of about -9.5m); add a 300m D turning basin (to accommodate 50,000 DWT ships, the common size of ships found in international container shipping lines operating at Vietnamese seaports) and build a back-port container yard...

In addition to the above basic policies and investments, the province also proposed a number of mechanisms to attract imported goods, such as exempting container storage fees for the first 7 days for imported goods; reducing port infrastructure fees for businesses that commit to importing goods through Cua Lo for at least 3 years; promoting working connections with large import corporations in the region to sign transportation contracts through Cua Lo instead of Hai Phong; proposing preferential import tax policies for goods cleared at Cua Lo Port.

Business recommendations will be compiled and reported to the Provincial People's Committee.
According to Resolution No. 03/2023/NQ-HDND of the Provincial People's Council, the province's support level for container ships to and from Cua Lo Port, if international transport is 300 million VND/shipment, domestic container transport is 100 million VND/trip. Similarly, enterprises with import and export goods transported by container to and from Cua Lo Port, 20-foot container type is 0.6 million VND/container and 40-foot container type is 1 million VND/container./.
