4 INDUSTRIAL DEVELOPMENT SPACES
Accordingly, the development orientation of Nghe An industry is to restructure towards modernization, rapid and sustainable development, using advanced technology and saving energy.
Nghe An develops a number of high-tech industries to become the driving force for the province's economic growth, including: Electronics and information technology; mechanical engineering and assembly; digital industry; renewable energy; and supporting industry.

At the same time, this North Central province will prioritize the development of industries with potential and advantages such as: Processing of agricultural, forestry, aquatic products, food, medicinal materials, and production of construction materials.
On the other hand, reasonably distribute some labor-intensive industries to create jobs and stable income for people such as garment and footwear.
Nghe An also promotes the development of small-scale handicrafts and rural industries. Develop circular economic models in industry; limit and gradually reduce processing and mining sectors that use a lot of energy and natural resources.
Industry in Nghe An will develop in 4 spaces with specific investment attraction orientations.
First of all, the Vinh city area and coastal districts along National Highway 1 associated with the Southeast Economic Zone and the South Thanh Hoa - North Nghe An and South Nghe An - North Ha Tinh regions will accelerate the completion of infrastructure of the economic zone and existing industrial parks, adding a number of new industrial parks to create land funds to attract investment in developing high-tech industries such as: Electronics and information technology industry, mechanical engineering industry, automobile manufacturing and assembly, new materials production, and supporting industries.
Second, the plains and low mountains develop industrial parks and industrial clusters associated with the following manufacturing industries: electronic components and accessories; garments, footwear, household goods and supporting industries for the textile and footwear industry; chemicals and supporting chemicals, biological products; food, beverages; construction materials using new technology; household goods, office equipment, refrigeration, etc.
Third, the Western region along the Ho Chi Minh Highway and surrounding areas develops industrial clusters and a number of industrial parks with suitable areas to attract the following industries: Processing of agricultural, forestry and food products; agricultural input products; production of machinery and equipment for agricultural production; garments, footwear and raw materials for the textile and footwear industries; production of common construction materials.
Fourthly, the mountainous areas are oriented to promote the development of agricultural and forestry product processing industry; medicinal material production; animal feed production; and small-scale industry to increase added value and ensure stable consumption of agricultural and forestry products for the people.
PLANNING MORE THAN 8,000 HA FOR INDUSTRIAL PARK DEVELOPMENT
To create land funds for industrial development, the Provincial Planning clearly states to continue implementing industrial parks according to the approved planning with a total area of 4,373 hectares allocated until 2030 according to Decision No. 326/QD-TTg of the Prime Minister allocating the National Land Use Planning targets for the period 2021 - 2030, with a vision to 2050, the 5-year National Land Use Plan (2021-2025).

Currently, on this area, Nghe An has planned 12 industrial parks.
Specifically, in the Southeast Economic Zone in Nghi Loc district, there is Nam Cam Industrial Park with a total area of 1,135 hectares divided into areas A, B, C, D; E.
Nam Cam Industrial, Urban and Service Park with a total area of 261 hectares of industrial park area. Cua Lo Port Support Industrial Park (Yen Quang Industrial Park) has a total area of 333 hectares.
In Hoang Mai town, there is Dong Hoi Industrial Park with an area of 374 hectares; Hoang Mai Industrial Park 600 hectares (Hoang Mai 1 264.77 hectares, Hoang Mai II 335.23 hectares).
In Hung Nguyen district and Vinh city, there is VSIP Industrial, Urban and Service Park; in which the industrial park area alone is 368 hectares.
In Dien Chau district, there is Tho Loc Industrial Park with a total area of 780 hectares (Tho Loc A is 600 hectares, Tho Loc B is 180 hectares). Tho Loc Industrial, Urban and Service Park is 13 hectares.
In Nghia Dan district there is Nghia Dan Industrial Park with a total area of 200 hectares.
In addition to the Southeast Economic Zone, there are 3 more industrial parks. In Vinh City, there is Bac Vinh Industrial Park with an area of 53 hectares; in Anh Son District, there is Tri Le Industrial Park with an area of 106 hectares and in Tan Ky District, there is Tan Ky Industrial Park with an area of 150 hectares.
By 2030, the province plans 23 industrial parks with a total area of 8,056 hectares after competent authorities adjust planning indicators and land use plans.
Of which, there are 15 industrial parks in the expanded Southeast Economic Zone with a total area of 6,547 hectares and 8 industrial parks outside the economic zone with a total area of 1,509 hectares.
In the Southeast Economic Zone, in addition to the 9 industrial parks mentioned above, Nghe An will plan 6 more industrial parks, including: Industrial Park No. 1 in Dien Chau district 300 hectares; Industrial Park No. 2 in Nghi Loc district 450 hectares; Industrial Park No. 3 (Forestry Park) in Nghi Loc and Do Luong districts 450 hectares; Industrial Park No. 5 in Do Luong district 300 hectares; Industrial Park No. 8 in Hung Nguyen district 220 hectares and Tan Thang Industrial, Urban and Service Park in Quynh Luu district with an industrial park area of 300 hectares.
Along with that, some industrial parks in the 9 industrial parks in the Southeast Economic Zone that have been planned will also be expanded, such as: Tho Loc Industrial, Urban and Service Park in Dien Chau district will expand the industrial land area from 13 hectares to 250 hectares; Dong Hoi Industrial Park will increase the area from 374 hectares to 430 hectares; Nam Cam Industrial Park will increase the area from 1,135 hectares to 1,305 hectares.
Outside the Southeast Economic Zone, by 2030, the province with the largest area in the country will plan 5 more industrial parks including: Dong Hieu Industrial Park (Phu Quy Industrial Park) in Thai Hoa town, Dien Quynh Industrial Park in Dien Chau and Quynh Luu districts, Xuan Lam Industrial Park in Thanh Chuong district, all with an area of 200 hectares each and Ngoc Chau Industrial Park in Quynh Luu district with an area of 300 hectares.
Also according to the Nghe An Provincial Planning for the period 2021 - 2030, with a vision to 2050, the expected industrial land area after 2030 in Nghe An will reach 14,117 hectares, of which 10,458 hectares are in the Southeast Economic Zone and 3,659 hectares are outside the Southeast Economic Zone.
Nghe An will also develop 56 industrial clusters with a total area of 1,888.18 hectares by 2030; of which, 37 planned industrial clusters with a total area of 1,068.93 hectares will be maintained; 19 new industrial clusters with a total area of 819.25 hectares will be added.
Land fund planning for industrial park development is the direction that Nghe An is focusing on. Recently, many industrial parks in the planning have attracted prestigious and experienced domestic and foreign industrial park infrastructure investors to invest in Nghe An such as: VSIP, WHA, Hoang Thinh Dat to invest in infrastructure, thereby increasing the competitiveness of the industrial real estate market in the province with the largest area in the country.
Nghe An's industrial park infrastructure readiness is one of the attractive factors to attract secondary investors. Since the beginning of 2022, Nghe An has emerged as a locality attracting foreign capital in general, especially FDI capital, in the top of the country.
In the first 9 months of 2023 alone, Nghe An attracted 1.27 billion USD in FDI, ranking 8th out of 63 provinces and cities attracting the most FDI in Vietnam; to date, Nghe An province has 130 registered FDI projects, with a total registered capital of nearly 3.85 billion USD.
