Nghe An: Diversifying propaganda forms to build a peaceful and friendly border

In order to develop the socio-economic situation of ethnic minority mountainous areas in Nghe An, in recent years, with the drastic participation and promotion of the strength of the entire political system as well as the diversification of propaganda forms. Thanks to that, the majority of ethnic minority and mountainous people have changed their awareness, have the will to be self-reliant and self-reliant to escape poverty, contributing to building a peaceful and friendly border between Nghe An and 3 provinces of Laos.

Nghe An has the longest common border with Laos in the country, more than 468km; adjacent to 03 provinces of Xieng Khouang, Hua Phan and Bo Ly Kham Xay. Nghe An is also a locality with 27 communes located in the land border area in 6 districts, including: Ky Son district (11 communes); Tuong Duong district (4 communes); Con Cuong district (2 communes); Que Phong district (4 communes); Anh Son district (1 commune); Thanh Chuong district (5 communes).

In Nghe An, the ethnic minority and mountainous areas (EM&M) have a population of nearly 1.2 million people, accounting for 36%, of which EM people have more than 491 thousand people, accounting for 14.76% of the province's population, including 47 ethnic minorities living together, mainly concentrated in 12 districts and towns (with 131 communes, of which 55 are in KV1, 76 are in KV3, and no are in KV2) with 05 ethnic minorities with a long history of living in the area: Thai, Tho, Kho Mu, Mong, O Du.

Propaganda work helps cadres and people grasp, raise awareness and responsibility in participating in protecting territorial sovereignty and national border security.

In recent years, thanks to the solidarity and efforts of the entire political system from the province to the grassroots, the socio-economic situation of the ethnic minority and mountainous areas of Nghe An province has had remarkable improvements, the material and spiritual life of the people has been increasingly improved, the people trust in the leadership of the Party and the State, actively care for production and business, build a healthy and positive cultural life.

In the 2021-2025 period alone, the total capital for implementing National Target Programs and other programs and projects of the Central and local governments to invest in building infrastructure works to serve production and life of people in ethnic minority areas will reach nearly VND 8,860 billion, of which the provincial budget is more than VND 3,000 billion, the rest is from the central budget and other integrated sources.

Every year, from the province to the grassroots, the contents of mass mobilization and propaganda work are included in resolutions and plans for leadership and implementation, achieving some remarkable results. The implementation process is associated with the implementation of resolutions, programs and plans of higher levels on the work of building the grassroots political system, developing the socio-economy, eliminating hunger and reducing poverty, and strengthening national defense and security in border areas.

Thanks to the focus on building a team of prestigious people in the community to act as a bridge to bring the Party's policies and the State's laws to the people, the economic, cultural and social life of the highland people has been increasingly renewed and prosperous.

The province has also strengthened coordination with agencies, departments, sectors, news agencies, and the press to promote communication and propaganda of the Party and State's policies and guidelines to people in border areas through mass media such as television, radio, print newspapers, electronic newspapers, and electronic information portals. Not only that, these policies and guidelines are also widely disseminated in society through the activities of reporters, propagandists, and grassroots information systems; full information on leaflets, brochures, and social networking platforms.

Nghe An has also actively and proactively coordinated with departments, agencies, sectors and localities in building, managing and protecting national borders to enhance the effectiveness and efficiency of state management; focused on consolidating the political foundation in the border area, improving the material and spiritual life of the people; improving the effectiveness of people-to-people diplomacy and international cooperation to build a peaceful, friendly, stable, cooperative and developing border.

The grassroots political system in mountainous and ethnic minority areas has proactively deployed working groups and teams to go directly to the locality and each household with the motto of "going to every alley, knocking on every door" to specifically propagate to each person. Along with the concentrated propaganda and dissemination work, the role of prestigious people among ethnic minorities has also been promoted to participate in widely disseminating the Party and State's policies and guidelines to the people.

In addition, the grassroots political system sticks to the locality, eats, lives, works together, speaks the ethnic language, grasps the situation, always listens to people's thoughts and feelings, wholeheartedly cares for and helps people with many practical and effective programs, models and movements, contributing to economic, cultural and social development, hunger eradication and poverty reduction, bringing a new life to people in mountainous and border areas.

Every time we visit the villages and communes in the highlands of Ky Son district, we can easily see the image of spacious houses springing up in the middle of the vast forests and mountains. The lives of ethnic minorities are changing and improving day by day.

Thanks to the organization and implementation of the Master Plan and the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas for the 2021-2030 period, the electricity system, roads, schools, and stations have been built spaciously and more and more villages have new roof tiles. All of this has created a new look in the highlands with many improvements. To achieve this result, the entire political system from the province to the grassroots level has constantly sought solutions, tightened the "Party's will, people's heart" to steer the "ship" to bring the economic, cultural, and social life of ethnic minorities and mountainous areas to be increasingly renewed and prosperous.

It can be affirmed that, thanks to the gathering and promoting the strength of the entire political system, organizations, forces and the masses as well as diversifying propaganda forms suitable for each target, with concise and easy-to-understand content, the will to be self-reliant, self-reliant, rise up from poverty as well as participate in protecting and preserving the national border has permeated deeply into the people in the border areas. Thereby contributing to creating a "people's heart position", "people's heart border", the army and people unanimously protect the sovereignty, territory and national border and cooperate and develop together to build a peaceful and friendly border.
