On the morning of June 26, with the majority of delegates present in agreement, the National Assembly passed a resolution on piloting a number of specific mechanisms and policies for the development of Nghe An province.
The Resolution has allowed Nghe An to apply a number of new specific mechanisms and policies on financial management, state budget, investment management, urban management, forest resources and local government organization.
Notably, regarding the organizational structure, Nghe An Provincial People's Committee will have no more than 5 vice chairmen. Vinh City People's Council has established 3 committees including the Legal Committee, the Economic - Budget Committee and the Cultural - Social Committee.
Vinh City People's Council has no more than 2 vice chairmen and no more than 8 full-time delegates. Vinh City People's Committee has no more than 4 vice chairmen.
According to the report on reception and explanation, the majority of delegates agreed to allow Nghe An to have one more vice chairperson. However, there were opinions that it would be reasonable to have only four vice chairpersons. Some suggested considering the similarity in population, density and complexity.
The National Assembly Standing Committee recognizes Nghe An as a first-class provincial administrative unit, with the largest area in the country (nearly 16,500 km2 ) and the fourth largest population in the country (over 3.4 million people); with a 419km long land border and an 82km long coastline.
The province has 21 districts, cities and towns (including 11 mountainous and highland districts and towns) with more than 510,000 ethnic minorities and many religions intertwined with diverse terrain, harsh weather, frequent floods, flash floods and droughts causing many difficulties in production activities, especially in mountainous areas.
Western Nghe An has a long border (bordering Laos) that poses many potential problems for national security, defense, and social order and safety.
Therefore, adding one more vice president to be in charge of mountainous areas will meet the practical requirements of the job.
This also contributes to strengthening leadership and direction to develop the socio-economy of western Nghe An according to the orientation in Resolution No. 39 of the Politburo.
In addition to the organizational structure, regarding financial management and state budget, the resolution allows Nghe An province to apply a number of fee and charge policies.
The resolution also allows provinces and cities to use their budgets to support Nghe An province in carrying out socio-economic development tasks and ensuring national defense and security for specific areas and tasks.
In case of general support for Nghe An province, the allocation to specific localities and tasks will be decided by the Provincial People's Council, with priority given to Nam Dan district and the western region of Nghe An.
The People's Council of Nghe An province decides to allow districts, towns and cities of the province to use the budgets of districts, towns and cities and other legal sources to support other localities of the province in preventing, combating and overcoming the consequences of natural disasters and epidemics, implementing national target programs, social security tasks and other necessary cases.
Regarding investment management, the resolution allows the People's Committee of Nghe An province to approve investment policies for projects on construction and business of industrial park infrastructure; projects on construction of ports and port areas with an investment capital scale of VND 2,300 billion or more belonging to class I seaports.
The order and procedures for approving investment policies prescribed in this clause shall be implemented as the order and procedures for approving investment policies for projects under the investment policy approval authority of the provincial People's Committee according to the provisions of the law on investment.
During the process of implementing investment policy approval procedures, Nghe An Provincial People's Committee considers and decides to consult relevant ministries and branches and make decisions according to its authority.
Nghe An leaders currently have 4 vice chairmen
The current leadership of Nghe An Provincial People's Committee includes Chairman Nguyen Duc Trung and 4 Vice Chairmen including Mr. Le Hong Vinh, Bui Thanh An, Bui Dinh Long and Nguyen Van De.
