
At the opening session of the 17th Session of the 18th Provincial People's Council, term 2021-2026, delegates listened to the Standing Committee of the Provincial People's Council, Comrade Cao Tien Trung - Standing Member, Head of the Economic - Budget Committee of the Provincial People's Council report on the results of the thematic supervision of the Provincial People's Council on the implementation of resolutions issued from the beginning of the 2021-2026 term to present related to mechanisms and policies for investment in socio-economic development.
Allocate more than 1,974.5 billion VND to implement policies issued by the Provincial People's Council
According to the Head of the Economic - Budget Committee of the Provincial People's Council, since the beginning of the term, the Provincial People's Council has issued 25 resolutions on mechanisms and policies to promote socio-economic development, national defense and security in the province. Within the scope of supervision, the Standing Committee of the Provincial People's Council has selected 11 resolutions, including 6 resolutions on the economic - budget field and 5 resolutions on the cultural - social field.

Through monitoring 11 resolutions, it can be seen that the Provincial People's Committee and provincial departments and branches have issued documents directing, guiding, propagating, disseminating, and allocating funds to put the resolutions into practice.
The results of budget allocation at 3 levels (province, district, commune) in 3 years (2021 - 2023), with a total of more than 1,974.5 billion VND; of which, the implementation result is 1,602 billion VND.
The implementation of mechanisms and policies issued by the Provincial People's Council has created conditions for organizations and individuals to benefit from resolving and removing difficulties and obstacles; at the same time, improving the efficiency of production value, promoting development; contributing to the implementation of the goals of Party Congresses at all levels, the socio-economic development plans of the province and localities in the province. Typical examples are policies to support agricultural and rural development; specific mechanisms and policies for localities: Do Luong, Thai Hoa Town, Cua Lo Town, etc.

Clarifying 3 existing problems and limitations
Besides the results, the report also clarifies 3 existing problems and limitations.
Accordingly, the propaganda, dissemination and implementation of some mechanisms and policies are not very effective. The evidence is that many people, businesses and beneficiaries, especially in remote, mountainous and ethnic minority areas, have not yet grasped or have not grasped in a timely and complete manner the mechanisms and policies issued by the Provincial People's Council. Some localities have not yet directed the implementation or have implemented them slowly, with low disbursement rates.
There are shortcomings in budgeting, arrangement and allocation. Some localities and units register, compile and prepare budgets later than planned; they are not close to actual needs, there are local surpluses and shortages, there are policies with needs but the allocated budget does not meet them, or there are policies with allocated budget but in reality there is no need.

Some policies have been allocated large funding sources, but the implementation results are fragmented, small-scale, achieving low rates, not meeting the set targets... The procedures for implementing and settling some policies are not convenient for beneficiaries, affecting the disbursement progress.
The work of monitoring, urging, reviewing and evaluating the implementation of resolutions is not regular and timely; there is a lack of coordination between departments, branches and units at the provincial and district levels. Some departments and branches are slow to advise, guide and urge the implementation of resolutions of the Provincial People's Council.
Suggest many issues
Based on the limitations and shortcomings, the Standing Committee of the Provincial People's Council recommends that the Provincial People's Committee base on the Action Program to implement the Resolutions of the Party Congresses at all levels, the socio-economic development plan of the province in each stage and period to build a system of mechanisms and policies for socio-economic development in the direction of concentrating resources, focusing on key points, avoiding fragmentation and spreading, having high feasibility, being able to stimulate investment, creating momentum for economic development while ensuring social security and protecting the environment.
At the same time, review and abolish policies that are no longer suitable, fragmented, have few beneficiaries, are ineffective, and have a narrow scope of impact.

The Standing Committee of the Provincial People's Council recommends that the Provincial People's Committee strengthen leadership, direction, guidance and organization of the implementation of mechanisms and policies for investment in socio-economic development in the province to ensure timeliness and effectiveness; especially policies that have not been implemented or have been implemented slowly and policies issued after 2023 until the end of the 2021-2026 term.
In addition, direct the review and issuance of guiding documents, or coordinate the issuance of inter-sectoral guidelines for implementation; regularly direct monitoring to remove difficulties and obstacles in organizing the implementation of policies. Unify the assignment of focal agencies, take the lead in monitoring and synthesizing the implementation of resolutions in the assigned areas; decentralize and transfer the focal point for implementing a number of mechanisms and policies from departments and branches to localities for management.
Focus on improving the quality of timely budget preparation, close to the actual needs of localities and units; the allocation of resources to implement policies must be adequate, timely, and meet the goals and orientations when developing and promulgating policies. Strengthen the guidance, inspection, and examination of policy implementation at the grassroots level, especially the preparation and storage of payment and settlement records at the grassroots level.
