According to the bulletin of the National Center for Hydro-Meteorological Forecasting, the tropical depression has strengthened into storm No. 5; at 11:00 on October 18, the center of the storm was at about 16.9 degrees North latitude; 109.3 degrees East longitude, about 150 km east of the mainland of Quang Tri - Quang Ngai, with strong winds of level 8, gusting to level 11; forecasted in the next 24 hours, moving at a speed of 10 km/h and likely to strengthen to level 8-9, gusting to level 12.
To proactively respond to storms and heavy rains, the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense requests the Steering Committees for Natural Disaster Prevention, Search and Rescue and Civil Defense of districts, towns and Vinh city; departments, branches and sectors to implement the following contents:
1. For sea routes:
Closely monitor the storm's developments; continue to organize the counting of vessels operating at sea, and by all means notify the owners of vehicles and captains of vessels operating at sea of the location, direction of movement and developments of the storm to proactively avoid, escape or not move into dangerous areas (Danger zone in the next 24 hours: from 15 - 21 degrees North latitude, west of longitude 111.5; in the next 48 hours: north of latitude 16, west of longitude 110 and adjusted in forecast bulletins), not to be subjective and cause damage to people and vessels due to the storm.

Organize strict management of vehicles and boats going out to sea; inspect and guide boats at anchorage. Proactively deploy measures to ensure safety for people, cages, and aquaculture areas at sea and along the coast. Depending on the storm developments, the Border Guard Command proactively advises on sea bans.
Prepare rescue forces and vehicles to promptly handle situations.
2. For mainland areas:
Closely monitor developments of heavy rain, floods, inundation, flash floods, landslides, and provide timely and complete information to authorities at all levels and people to proactively prevent, respond, and minimize damage.
Deploy shock forces to inspect and review residential areas along rivers, streams, and low-lying areas to proactively organize the relocation and evacuation of people in areas at high risk of deep flooding, flash floods, and landslides.
Organize forces to be ready to control and direct traffic, put up warning signs, especially at culverts, spillways, deep flooded areas, and fast-flowing water; proactively arrange forces, materials, and means to overcome incidents, ensuring smooth traffic on main traffic routes when heavy rain occurs.

Directing the work of ensuring safety of vulnerable sea dykes or those under construction. Deploying measures to drain water and prevent flooding in urban areas and industrial zones.
Inspect, review, and ensure safe operation of reservoirs and downstream areas, especially small hydroelectric reservoirs and important irrigation reservoirs; arrange permanent forces to be ready to handle possible situations.
3. North Central Region Hydrometeorological Station: Closely monitor, strengthen forecasts, warnings and timely information on storm developments, floods, flash flood and landslide risks to proactively deploy response measures.
4. The Department of Agriculture and Rural Development directs the work of ensuring safety for fishing vessels and aquaculture; safety of dykes, lakes, and irrigation dams, especially key works under construction; and protection of agricultural production.
5. The Department of Industry and Trade directs the work of ensuring the safety of reservoirs, hydroelectric dams and downstream areas, especially small hydroelectric plants; and is ready to promptly restore the power system in case of incidents.
6. The Department of Transport directs the work of ensuring safety for transport vessels; directs timely handling of incidents, ensuring traffic on main routes.
7. Departments, branches and sectors, according to their assigned functions and tasks, direct measures to be ready to respond when bad situations occur. Prepare forces and means for rescue when requested.
8. Provincial Radio and Television Station, Nghe An Newspaper, Ben Thuy Coastal Information Station and other mass media increase the time and promptly report on the developments of storms and heavy rains to authorities at all levels, owners of means of transport operating at sea and people to proactively prevent and respond...
