Nghe An issues policy to encourage production linkage in ethnic minority and mountainous areas

On the afternoon of September 11, the People's Council of Nghe An province, term XVIII, 2021 - 2026, held the 15th Session - Special Session.

Comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council co-chaired the meeting.

Attending the meeting were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; comrades of the Standing Committee of the Provincial Party Committee, delegates of the Provincial People's Council.

Nghe An Provincial People's Council passed a Resolution on Regulations on the content and level of support for production development under the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2025 period in Nghe An province.

Accordingly, the People's Council of Nghe An province resolved to support the development of value chain-linked production with a support level of no more than 80% of the total cost for a project or linkage plan implemented in a particularly difficult area; no more than 70% of the total cost for a project or linkage plan implemented in a difficult area and no more than 50% of the total cost for a project or linkage plan implemented in another area within the investment scope of the program. The agency approving the project or plan decides on the specific support level but not more than 5 billion VND/1 project or plan.

The beneficiaries are households in communes and villages in ethnic minority and mountainous areas. Priority is given to poor households, near-poor households, poor households headed by women who are the sole laborers, directly supporting relatives who are no longer able to work or have not yet reached working age, households living in extremely disadvantaged communes and villages.

Enterprises (production, processing, trading), cooperatives participating in the value chain with 70% or more of the total workforce being ethnic minorities and organizations and individuals with related activities in the implementation process.

Households and businesses in the above scope will be supported with 5 contents including:

- Consulting on building linkages; survey costs to assess potential for value chain development; consulting on building plans, production and business plans, processing, technical processes, market assessment, market development plans.

- Support training, technical training in production; training in management skills, contract management capacity, chain management and market development;

- Support the transfer and application of new science and technology, apply technical processes in production and management, synchronize quality along the chain; promote and trade for products and services; analyze food safety indicators, traceability and product labeling.

- Support raw materials, plant and animal varieties, fertilizers, animal feed, pesticides, veterinary medicines, tools, equipment for production and service provision.

- Support project and plan development and management.

Nghe An Provincial People's Council also resolved to support the development of community production with a support level of no more than 95% of the total cost for a project or plan in extremely disadvantaged communes or villages. The agency approving the project or plan decides on the specific support level but not more than 5 billion VND/1 project or plan.

The beneficiaries of plans and projects in the above areas are households, groups of households, and cooperatives in particularly disadvantaged communes and particularly disadvantaged villages in ethnic minority and mountainous areas.

Priority is given to poor households who are ethnic minorities; poor households headed by women who are the sole breadwinners, directly supporting relatives who are no longer able to work or have not yet reached working age. Priority is given to projects proposed by groups of households and cooperatives with over 50% of members being women.

There are 7 supported contents:

- Support training, technical training in production according to the needs of team members; training in management skills, contract management capacity, team management and operation capacity.

- Support the transfer and application of new science and technology, apply technical processes in production; promote and trade products and services; analyze food safety indicators, trace origin and label products.

- Support for raw materials, plant varieties, livestock, fertilizers, animal feed, pesticides, veterinary medicines, tools, equipment for production and service provision.

- Support staff to go directly to households to advise and guide project implementation until results are achieved.

- Support the organization of field trips to study effective projects between localities.

- Support vocational training, career guidance, market access, job creation.

- Support project and plan development and management.
