Nghe An currently has 449 landslide risk points, requiring an investment of about 3,200 billion VND to overcome. The situation of landslides along rivers, seas and mountains is becoming more complicated, greatly affecting people's lives and the socio-economic development of the province. According to the Director of the Department of Agriculture and Rural Development of Nghe An, the Department has advised the Provincial People's Committee to issue an outline to re-assess the risk of landslides, emphasizing the need for proper investment and fundamental solutions to deal with this situation.

Speaking at the 25th session of the 18th Provincial People's Council on the afternoon of December 5, delegate Nguyen Cong Van (Nghi Loc district) was concerned about landslides, flash floods and flash floods every time it rains. Delegate Van said that the current response is still in the nature of "closing the barn door after the horse has fled", meaning that only when consequences occur will intervention measures be taken, while forecasting and prevention have not really received due attention. Delegate Van also suggested that the province should develop a project on the impact of climate change and the environment, and prevention of landslides, flash floods and flash floods in the province to solve this problem more proactively.

To clarify the concerns of delegate Nguyen Cong Van, Director of the Department of Agriculture and Rural Development Phung Thanh Vinh said that landslides along rivers, seas and mountains are a big and topical issue. Nghe An has 21/22 types of natural disasters according to the Law on Natural Disaster Prevention and Control. The Department of Agriculture and Rural Development has proactively assessed landslide risk points and accordingly, there are 449 landslide risk points in the province. However, this is only a preliminary assessment by the naked eye.

On November 8, 2024, the Department of Agriculture and Rural Development advised the Provincial People's Committee to issue an outline to reassess the risk of landslides in the province. This outline includes assessing the quality of landslide prevention works, analyzing the causes, controlling landslide developments, and building a landslide warning and monitoring system. In total, the province has 449 risk points, of which the points that need priority investment require about 3,200 billion VND to fix. The Director of the Department of Agriculture and Rural Development emphasized that this assessment cannot be based solely on observation but requires the participation of experts for fundamental and long-term assessment.

In recent years, Nghe An province has paid great attention to natural disaster prevention and control and issued Resolution No. 09/2024/NQ-HDND dated June 7, 2024 stipulating policies to support the implementation of the program of resettlement of residents in the province in the period of 2024. Based on the assessment of residential areas and mixed households at risk of being affected by landslides, in the period of 2024-2025, the province has allocated 42.3 billion VND to support these residential areas. Districts are required to base on this Resolution to assess, synthesize needs and develop public investment projects to overcome landslides.

Regarding the content of restoring the "health" of agricultural land, the Director of the Department of Agriculture and Rural Development pointed out a number of causes of land degradation in recent years, such as the overuse of chemical fertilizers and unsustainable farming methods. The Government, the Ministry of Agriculture and Rural Development as well as Nghe An province have paid great attention to this issue. In particular, the Department of Agriculture and Rural Development has advised the Provincial People's Committee to issue many decisions approving organic agricultural development projects and action plans on green growth in the province. The province has implemented new agricultural models and issued policies to support agricultural development to bring about efficiency in land improvement.

In recent times, the Department of Agriculture and Rural Development has implemented many projects and organized training courses to improve the quality of agricultural land use. The Department has also built concentrated production areas associated with product consumption and continued to advise on policies and mechanisms to attract investors to the agricultural sector. In practice, reducing the number of production crops is necessary to give the land time to recover and increase crop quality.

Regarding the progress of cement provision for communes registered to build new rural areas, the Director of the Department of Agriculture and Rural Development said that localities registered to build new rural areas according to the annual progress are all provided with cement on time as prescribed.

Finally, regarding the selection of suitable crops in mountainous areas, the Director of the Department of Agriculture and Rural Development said that Nghe An has a large area of ​​mountainous land, accounting for 85% of the total land area. In the past, the forestry land area was mainly planted with acacia, however, the Government issued Decree 158/2024 to support the development of large timber and indigenous trees. The Provincial People's Council also issued Resolution 18/2021/NQ-HDND dated December 9, 2021 stipulating policies to support agricultural and rural development in the period 2022-2025.
