Operating on September 30, many bid packages of the "super" wastewater treatment project are still behind schedule

The total investment capital for phase 2 of the project is up to more than 10,606 billion VND, of which the city's counterpart capital is only 1,704 billion VND, the rest is borrowed capital from foreign countries. Meanwhile, the Credit Agreement and the Foreign Loan Agreement are only effective until December 31, 2026, so currently many bidding packages of the project do not ensure the proposed progress.

The project has 9 construction packages, but so far only 5 packages have been completed. Of the remaining packages, 1 package has had to terminate the contract with the contractor. Of which, the construction package for the level 2 and level 3 common drainage system in basin 6, worth 110 billion VND, with Construction Joint Stock Company No. 5 as the contractor, must be completed by May 31, but has only completed 36% of the volume. The construction package for the level 2 common drainage system in basin 6, worth 108 billion VND, with GTCC Construction Joint Stock Company as the contractor, has been extended from January 2, 2018 to July 31 this year, but currently the underground sewer section across Ky Ha bridge with a length of 108m has just been received by the contractor for construction.

Nhieu Loc - Thi Nghe wastewater treatment plant.

The “heart” of the project is the design - construction - operation package of the Nhieu Loc - Thi Nghe wastewater treatment plant with a value of up to VND 5,468 billion and a treatment capacity of 480 thousand m3/day and night. This package was scheduled to be completed and put into trial operation within 1 year from September 30, 2025, but by the end of March, it had only reached more than 63% of the contract value.

According to Mr. Thai, all bid packages of the wastewater treatment plant have been approved for technical design by the Infrastructure Board, but the structural design of the plant's items, which was set to be completed before November 23, 2024, has not been achieved. For the architectural part, the design must be completed before December 14, 2024, the contractor has submitted 32/33 items, but so far no item has a complete file for review and approval. The same goes for the electromechanical part of the project, the target is to complete the mechanical and electrical design work by April 15, 2024, but progress is slow.

In addition, a series of other items such as garbage filter house, grit and grease filter tank, disc filter tank, disinfection tank, sludge tank, sludge decomposition tank, sludge treatment area... are also behind schedule compared to the set target, causing considerable pressure on the project's operation date.
