On May 24, continuing the 5th session, the National Assembly listened to reports and discussed a number of draft laws.
Minister of Finance Ho Duc Phoc, authorized by the Prime Minister, presented the State budget settlement report for 2021.
State Auditor General Ngo Van Tuan presented the State budget settlement audit report for 2021.
Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh presented the Report on the audit of the 2021 state budget settlement.
Next, Member of the National Assembly Standing Committee, Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh presented a report explaining, accepting and revising the draft Law on Bidding (amended).
The National Assembly then discussed in the hall a number of contents with different opinions in the draft Law on Bidding (amended). The submitting agency and the agency in charge of the review coordinated to explain and clarify a number of issues raised by National Assembly deputies.
In the afternoon, Minister of Finance Ho Duc Phoc, authorized by the Prime Minister, presented a Proposal on continuing to implement the policy of reducing value added tax by 2% according to Resolution No. 43/2022/QH15 dated January 11, 2022.
Minister of Finance Ho Duc Phoc will, on behalf of the Prime Minister, submit to the National Assembly the policy of continuing to reduce value added tax by 2%.
The Chairman of the National Assembly's Finance and Budget Committee presented the Verification Report on continuing to implement the policy of reducing value-added tax by 2% according to Resolution No. 43/2022/QH15 dated January 11, 2022.
Minister of Planning and Investment Nguyen Chi Dung, authorized by the Prime Minister, presented the Proposal on the decision on the investment policy for the Road Project from National Highway 27C to Provincial Road DT.656, Khanh Hoa Province - connecting with Lam Dong and Ninh Thuan (ie the Inter-regional Road Project connecting Khanh Hoa, Ninh Thuan and Lam Dong, from Yang Bay - Ta Gu connecting with National Highway 27C and Provincial Road DT.707, Phuoc Binh Commune, Bac Ai District, Ninh Thuan Province).
Chairman of the National Assembly's Committee on Science, Technology and Environment Le Quang Huy presented the Verification Report on the decision on investment policy for the Project.
Then, Chairman of the National Assembly's Committee on National Defense and Security Le Tan Toi presented a report explaining, accepting and revising the draft Law on Civil Defense.
The National Assembly discussed in the hall a number of contents with different opinions in the draft Law on Civil Defense. The submitting agency and the agency in charge of the examination coordinated to explain and clarify a number of issues raised by National Assembly deputies.
Removing difficulties in bidding for the purchase of drugs and medical supplies
Regarding the draft Law on Bidding (amended), at the 4th Session of the 15th National Assembly, the National Assembly discussed the draft Law. In response to the opinions of National Assembly deputies, the Standing Committee of the National Assembly directed the appraisal agency to closely coordinate with the drafting agency and relevant agencies to closely follow the objectives and requirements of law amendments to complete the draft Law in the following directions:
(1) Review and revise the scope, subjects of application of the law, process and procedures for selecting contractors and investors to ensure consistency and uniformity between the provisions of the Law on Bidding and relevant laws;
(ii) Reviewing processes, reducing bidding time, reforming administrative procedures, and promoting the application of online bidding;
(iii) Removing difficulties and obstacles in bidding activities, especially obstacles in bidding for the procurement of drugs, chemicals, and medical supplies in recent times;
(iii) Clearly define prohibited acts and incentives for domestic enterprises, enhance competitiveness, publicity, transparency, and economic efficiency in bidding activities;
(iv) Legalize the contents that have been regulated in sub-law documents that have been implemented stably;
(v) Clearly define the responsibilities of ministries, branches, localities, bidding parties, and bidders, contributing to limiting loss, waste, negativity, and corruption in bidding activities, contributing to improving the effectiveness and efficiency of state management of bidding.
The draft Law after being accepted and revised includes 10 chapters and 99 articles (keeping the same number of chapters and adding 1 article) compared to the draft Law submitted to the National Assembly at the 4th Session.
Research and complete the draft Law on Civil Defense
At the 4th Session of the 15th National Assembly, the National Assembly Deputies also discussed and gave their opinions on the draft Law on Civil Defense (PTDS). Based on the opinions of the National Assembly Deputies, the National Assembly Standing Committee directed the Standing Committee of the National Defense and Security Committee to preside over and coordinate with the Drafting Committee and relevant agencies to organize research, absorb, revise and complete the draft Law.
The draft Law submitted to the National Assembly consists of 7 chapters and 57 articles. The major contents of the draft Law that National Assembly deputies are interested in include: scope of regulation; explanation of terms; principles of PTDS operation; State policies in PTDS...
In addition, there are contents on types of disasters and incidents; assessment of disaster and incident risk levels and disaster and incident response levels; construction of disaster and incident response systems; equipment of disaster and incident response; monitoring and supervision of risks and information on disasters and incidents; training, coaching, and disaster and incident response drills; authority to promulgate, announce, and abolish disaster and incident response levels; Assignment and decentralization of disaster and incident response responsibilities; measures applied in disaster and incident response levels 1, 2, 3, and 4; disaster and incident response activities; mobilization, donation, and allocation of relief and support resources; Direction and management activities; disaster and incident response and command agencies; disaster and incident response forces; disaster and incident response funds; insurance for risks due to disasters and incidents; state management responsibilities for disaster and incident response and recovery.
