On April 24, 1975, many Western embassies in Saigon closed. International airlines at Tan Son Nhat airport ceased operations.
Faced with the unfavorable situation, the US proposed that we cease fire and negotiate. The puppet President Tran Van Huong sent a representative to meet with the military delegation of the Provisional Revolutionary Government of the Republic of South Vietnam to carry out the above intention.
The Politburo stated: This is a new plot of the US to "find a way to delay our attack on Saigon, establish a new Government, hope to reach a political solution, and save their situation from complete defeat".
Also on April 22, Comrade Le Duc Tho sent a telegram to the Politburo to clarify our situation with the enemy since the day of the Xuan Loc attack: Our ten divisions have just entered the battlefield, although they have encountered some difficulties, the determination of the front is to fight and replenish, trying our best to ensure the minimum conditions to open the campaign. The enemy has not yet judged our fighting style, arranged to block from afar and has a plan to destroy the bridge if it cannot hold. We are urgently preparing for the plan to attack and revolt. It is expected that in the worst case scenario, such as the enemy destroying the bridge, our army has a plan to repair the bridge or fight in the absence of tanks and artillery...
Up to this point, we had surrounded Saigon - Gia Dinh city from all directions, about 50 km from the center of Saigon, occupied the starting position for the attack and secretly brought a part of the force close to the target. Our army and people had completed the gathering of forces and means of war to create a battle with overwhelming strength, ensuring victory.
The Regional Command ordered Military Region 9 to carry out the task of coordinating with the main direction of the Region to attack Saigon, with the determination of a General Offensive - General Uprising to destroy the entire brain of the puppet army and puppet government in Saigon.

In Tay Ninh, by April 24, after 20 days of operation, the whole province had mobilized 4,000 young people to join the armed forces, forming 9 battalions and 13 new independent companies to reinforce the main force and the armed forces of the districts. Here, on the night of April 24, our forces captured Bau Nau and stayed to fight the 49th Regiment, 25th Division of the puppet army fleeing to Saigon, at the same time we organized to cut off Highway 22, controlling the road from Tay Ninh to Saigon.

In the Northern rear, the people were excited and enthusiastic towards the South. In the first 4 months of 1975, the Northern rear provided the frontline with more than 110,000 cadres and soldiers; 230,000 tons of various materials. From the North, the Party and Government also sent tens of thousands of civil and political cadres to the newly liberated areas to strengthen the local Party committees and authorities, and stabilize the lives of the people in the newly liberated areas.
