The 2023 high school graduation exam will consist of 5 exams, including: 3 independent exams: Math, Literature, Foreign Language; 1 combined exam of Natural Sciences including the components of Physics, Chemistry, Biology; 1 combined exam of Social Sciences including the components of History, Geography, Civic Education for candidates studying the general education program at high school level or the components of History, Geography for candidates studying the continuing education program at high school level.
Total number of candidates registered for the 2023 high school graduation exam is: 1,024,063.
Of which, the number of candidates registering online was 968,160, accounting for 94.42%; the number of candidates registering directly was 57,104, accounting for 5.58%.
The total number of candidates only considering graduation is 47,769, accounting for 4.66%. The total number of candidates only considering admission is 34,155, accounting for 3.33%.
The total number of candidates registering for the Natural Science exam was 323,187, accounting for 31.52%. The total number of candidates registering for the Social Science exam was 566,921, accounting for 55.30%.
Candidates for direct admission and priority admission must confirm enrollment before August 15.
According to the 2023 university and college preschool enrollment plan of the Ministry of Education and Training: In 2023, the Ministry of Education and Training will maintain university enrollment as in the previous year, without issuing new enrollment regulations.

Candidates will receive results (standard scores) on August 22 and confirm admission for the first round before 5:00 p.m. on September 6, 2023 (7 days later than expected).

Statistics reported by localities and inspection teams show that during the entire exam, 41 candidates violated the exam regulations and were suspended from the exam due to using documents and bringing phones into the exam room; no staff violated the exam regulations.
Up to the end of the exam (June 29), nationwide there were no recorded cases of negative phenomena or organized cheating.
High-tech fraud prevention has been thoroughly implemented in the Prime Minister's Directive, guidance documents of the Ministry of Education and Training and is one of the key training contents from the central to local levels.
However, during the exam, some candidates intentionally violated the regulations on using phones in the exam room and some teachers did not properly follow the prescribed procedures when invigilating the exam.
Among them, two candidates in Cao Bang and Yen Bai used their mobile phones to take pictures of the exam papers and send them to their relatives for help. The images were then spread on social networks and in the press.
Immediately after receiving the information, the Ministry of Education and Training requested the Internal Political Security Department to verify, clarify and suspend the exam for the above 2 candidates. The Internal Political Security Department will continue to clarify other related issues for handling according to the provisions of law. The above two incidents do not affect the results of the exam organization.
At the end of the exam, 41 candidates were suspended from the exam (Literature: 12 candidates, Math: 4 candidates; Natural Sciences: 11 candidates; Social Sciences: 11 candidates; Foreign Languages: 3 candidates. Of which, 1 candidate brought and used documents in the exam room, 40 candidates brought phones into the exam room).
6 exam supervisors were stopped from performing their duties. Officials and candidates proactively discovered high-tech devices (phones, smart watches, etc.): 40 cases. Notably, a candidate in Vinh Phuc discovered and reported to the supervisor about a candidate bringing a phone into the exam room.

The Examination Steering Committees at all levels have strengthened the inspection and examination of the organization of examinations at examination sites, promptly detected, reminded and supported the overcoming of limitations and shortcomings in the process of organizing examinations to strengthen examination school discipline and strictly maintain examination room discipline.
Because the Exam is deployed on a large scale, with the participation of more than one million candidates, it is inevitable that there will be situations that need to be handled.
However, violations of the regulations by candidates were promptly detected and handled in accordance with the provisions of the Examination Regulations, ensuring the seriousness of the Examination.
Maintain stability of high school graduation exams in 2023 and 2024
The Ministry of Education and Training will organize the High School Graduation Exams in 2023 and 2024 in a stable manner as in 2021 and 2022.
To prepare for the 2023 High School Graduation Exam, the Ministry of Education and Training has drafted amendments and supplements to the current exam regulations to improve the quality and effectiveness of exam organization and is seeking opinions from experts and public opinion.
Accordingly, the exam organization method and basic regulations such as exam papers, exam questions, exam supervision, exam grading, graduation score calculation, review... basically remain the same as in 2021 and 2022.
Only make adjustments to some technical and professional contents to strengthen discipline and order in the examination room, better meeting the requirements of organizing a safe and secure examination.

Firstly, adjusting some technical issues to strengthen discipline and order in the examination room as well as ensuring safety and security throughout the examination. This is shown in the Draft amending and supplementing some articles of the Regulations on High School Graduation Examinations.
Second, continue to improve the quality of exam questions while strengthening inspection and examination of all stages of exam organization. Together with the Ministry's inspection teams, it is recommended that localities strengthen inspection, examination and supervision of the exam in their localities to ensure the organization of the exam is safe, serious, transparent, objective and of high quality.
Third, strengthen the dissemination of regulations and training on exam organization and inspection skills; continue to coordinate with the Ministry of Public Security and relevant parties to provide training on exam organization and inspection skills, especially the implementation of measures to prevent and combat exam cheating, especially cheating using high-tech devices.
Fourth, promote communication activities to gain consensus and determination to organize exams safely, seriously, objectively and effectively. In particular, require examination councils to fully disseminate and thoroughly understand the exam regulations to candidates, reminding candidates to absolutely not use high-tech devices to cheat on exams.
Fifth, strengthen coordination with relevant ministries, branches and localities in directing the organization of the exam. Each Math test has 50 questions, of which 45 questions are about grade 12 knowledge and 5 questions are about grade 11 knowledge.
There are 24 different exam codes and 4 official exam codes. Most of the knowledge in the National High School Exam belongs to grade 12 knowledge.
