The information was given at the Workshop "Green transformation of industry - Greenhouse gas inventory: Foundation for emission reduction roadmap", organized by Construction Newspaper in collaboration with Vietnam Industry Support Alliance (Visa).
Speaking at the workshop, Mr. Tao Khanh Hung - Deputy Editor-in-Chief of Construction Newspaper said that in order to achieve the goal of net zero emissions, in addition to the specific groups of technical solutions proposed, the Law on Environmental Protection 2020 also clearly stipulates the role and responsibility of the business community to participate in reducing greenhouse gas emissions according to the roadmap.
Regulations on greenhouse gas emissions inventory must be implemented from 2023. In addition, mechanisms to support the implementation of emission reduction obligations through carbon credit trading floors, carbon credit offset mechanisms, etc. will be applied on a trial basis from 2025, to support businesses in achieving their emission reduction and green transformation goals, towards sustainable production.
According to Mr. Vu Ngoc Anh, Director of the Department of Science, Technology and Environment (Ministry of Construction), the Ministry of Construction has recently conducted a greenhouse gas inventory for the priority construction materials industry group. Of which, cement production is the industry with the largest proportion of greenhouse gas emissions, accounting for nearly 80% of total emissions in construction materials production in 2014. This proportion will increase to about 90% by 2022. The emission coefficient of each product industry group also shows that the emission intensity and industrial emissions of the cement production group are the highest. The production of ceramic tiles and construction glass emits no large amount of greenhouse gas, but the emission intensity of glass and lime production is relatively high.
Decree No. 06/2022/ND-CP dated January 7, 2022 of the Government stipulates the reduction of greenhouse gas emissions and protection of the ozone layer. By 2030, the construction industry must reduce 74.3 million tons of CO2 equivalent (accounting for 13% of the total emission reduction) for industrial processes and energy use in the production of construction materials and buildings. However, according to NDC 2022, the contribution of the construction industry to reducing greenhouse gas emissions will increase.
In Decision No. 01/2022/QD-TTg dated January 18, 2022 of the Prime Minister promulgating the list of sectors and facilities emitting greenhouse gases that must conduct greenhouse gas inventories, of which 50 cement production facilities have been recognized as the first units that must fulfill the obligation to conduct greenhouse gas inventories and by 2026 begin to develop and implement greenhouse gas emission reduction actions to meet emission quotas before being allowed to participate in the carbon credit trading market.
According to the review by the Ministry of Natural Resources and Environment, this year it will submit to the Government an updated version of Decision No. 01/2022/QD-TTg, which has added a number of brick and construction glass manufacturing facilities to the list of facilities required to conduct greenhouse gas inventories. The document is expected to be issued in early 2024.
“To reduce greenhouse gas emissions in the construction materials industry in particular and the industry in general, it is necessary to have solutions to apply science and technology, transform production models to green the construction materials industry, green the construction industry, contribute to greening the economy and achieve the goal of net zero emissions by 2050 as committed by Vietnam,” Mr. Vu Ngoc Anh emphasized.
The Ministry of Construction's Action Plan to Respond to Climate Change to 2030 has set out priority tasks for greenhouse gas inventory, measurement, reporting, and verification (MRV) of greenhouse gas emission reduction... With the support of a number of international organizations and domestic consultants, the Ministry of Construction has developed a draft guideline for greenhouse gas inventory and MRV of greenhouse gas emission reduction for construction materials production, which is expected to be issued soon. The Ministry is also studying and developing a Plan to implement greenhouse gas emission reduction in the management sector of the construction industry in accordance with the provisions of Decree 06/2022/ND-CP and the document is expected to be issued in 2024.
At the workshop, representatives of state management agencies, experts and businesses shared multi-dimensional analysis and comments, and objective assessments of the importance and significance of greenhouse gas inventory in industrial production.
Based on Vietnam's climate change policies and guidance from state management agencies, delegates proposed many green solutions, from building an impact ecosystem to building a green transformation roadmap for businesses, applying clean LNG fuel in industrial production; practical experience from units that have taken action towards carbon neutrality and fulfilling their responsibilities to the environment and society.
