Ninh Binh Cultural Industry with outstanding marks in 2023

Reporter: Looking back at 2023, the cultural sector with many typical activities and events has made an important contribution to the socio -economic development results of the province. Could you please elaborate on this issue?

Comrade Nguyen Manh Cuong: 2023 is the year of many typical cultural and sports activities held in Ninh Binh. Opening the cultural events is the New Year's Eve art program welcoming the Spring of Quy Mao 2023 "Homeland Tet - Ninh Binh 2023" which has contributed to bringing joy and happiness, meeting the needs of enjoying spiritual culture for the people, adding a bridge connecting the feelings of the children of Ninh Binh homeland in the sacred moment of welcoming the new spring, at the same time contributing to expressing the traditional beauty in the culture of the land and people of Ninh Binh to a large number of people and tourists, together looking back to the homeland every time Tet comes, Spring comes.

During the year, the Department organized many cultural and artistic activities to serve the people and tourists such as: Ninh Binh Provincial Mass Arts Festival, Ninh Binh Provincial Non-Professional Traditional Arts Clubs Festival, Ninh Binh Xam Singing Festival 2023; coordinated with the Vietnam Union of Literature and Arts Associations to organize the Ninh Binh Literature and Arts Creation Camp; coordinated with the Army Literature Magazine to organize the Literature Creation Camp 2023 with the theme "Ninh Binh Convergence"; coordinated with the Ninh Binh Provincial Association of the Elderly to organize the Ninh Binh Provincial Elderly Singing Festival 2023; coordinated to organize the "Cuc Phuong Jungle Paths 2023" Running Race; coordinated with Vu Media Joint Stock Company to organize the Trang An Marathon cross-country race; organized the 17th Hoa Lu-Binh Dien Cup Volleyball Tournament 2023; Organize the "Ninh Binh Province Reading Culture Ambassador" Contest in 2023. In addition, the Department also advised the Provincial Party Committee and the Provincial People's Committee to organize many conferences and scientific seminars such as: Scientific seminar "Ancient pottery craft of Ninh Binh - Tradition and modernity" with presentations focusing on proposing directions for preserving and promoting the tradition of ancient pottery craft of Ninh Binh in the context of socio-economic and cultural development in the locality; organizing the international scientific seminar "Resolving the relationship between restoration, conservation of cultural heritage and socio-economic development: Viewed from regional and local governance".

Coordinating the organization of the International Conference on promoting UNESCO titles for sustainable development in Vietnam... has provided valuable lessons in building a local sustainable development model with the motto "Conservation for development and development for conservation", contributing significantly to improving the quality of life of local communities, enhancing the management capacity and awareness of local communities in the work of preserving and promoting the value of UNESCO titles for sustainable development.

In addition to annual cultural and sports activities, many meaningful cultural events were also held this year, such as: The 1,055th anniversary of Dai Co Viet State and the opening of Hoa Lu Festival in 2023; the reality TV show and music live show "Mien lau trang"; the 2nd Ninh Binh-Trang An Festival in 2023... The programs left many good effects and images in the hearts of the audience, at the same time, this cultural product has great influence, contributing to promoting and introducing the cultural and historical values of Ninh Binh to domestic and international friends...

In addition to cultural and artistic activities organized by the province, cultural and artistic activities at the grassroots level also took place very enthusiastically in response to holidays and anniversaries in the year... contributing to enriching the spiritual and cultural life of all classes of people in the province. It can be affirmed that cultural events were organized solemnly, seriously, thoughtfully, took place safely, economically, impressively, joyfully, imbued with the sacred cultural and religious colors of Ninh Binh land and people, contributing to promoting and introducing the cultural and historical values of Ninh Binh to domestic and international friends, making an important contribution to promoting the socio-economic development of the province.

Reporter: Developing cultural industry associated with promoting cultural heritage values in the province is an important orientation in the activities of the cultural sector. Could you please tell us more about this?

Comrade Nguyen Manh Cuong: Deeply aware of the important role of building a cultural industry in socio-economic development; closely following the goals and tasks of the Strategy for the Development of Vietnam's Cultural Industries to 2020, with a vision to 2030; based on the results of research on cultural history over the past time and the heritage values that have been preserved and promoted, Ninh Binh province has issued many programs, plans, projects and organized the synchronous implementation of many solutions; in which it is determined to take cultural heritage as the foundation, as the basis for developing cultural industries and developing tourism.

Aiming to build and develop Ninh Binh province to become one of the cultural tourism centers of the Red River Delta and the whole country. With such orientation, in recent times, Ninh Binh has invested in cultural and social development on par with the economy. In the period 2015-2020, investment expenditure for cultural causes accounted for 3.37% of the total provincial budget expenditure; in the period 2021-2025, investment expenditure for cultural works and projects accounted for 20% of the province's total medium-term public investment plan, reaching a high level in the country. Thanks to that, intangible cultural heritages have been researched, identified, clarified, and voluntarily preserved and promoted by people in social life.

Historical relics and scenic spots in Ninh Binh are preserved and promoted, becoming attractive tourist destinations, attracting a large number of domestic and international tourists. Some relics have become regular destinations for tourists such as: Hoa Lu Ancient Capital, Trang An Scenic Landscape Complex. Many cultural, scientific and artistic events of national and international significance are organized, attracting a large number of tourists and experts, domestic and foreign artists to participate, promoting economic development, expanding exchanges and cooperation. The number of tourists to Ninh Binh is increasing in both quality and quantity...

It can be affirmed that the construction of the cultural industry plays an important role in promoting the introduction and promotion of the image, people, unique cultural features as well as the strengths, potentials, and investment cooperation opportunities of Ninh Binh province to international friends, thereby creating conditions for local socio-economic development, promoting the process of international integration in the province more deeply and sustainably.

Reporter: Sir, along with the meaningful cultural activities organized, how is the industry implementing the work of bringing culture to the grassroots?

Comrade Nguyen Manh Cuong: In recent times, Ninh Binh province has paid attention to investing in building many cultural institutions at the grassroots level. These projects not only contribute to improving the spiritual life of the people but also create highlights to attract tourists, promoting local socio-economic development. Currently, the system of grassroots cultural and sports institutions in Ninh Binh has developed strongly in terms of quantity and quality of activities.

Up to now, the whole province has 142/143 communes, wards and towns with cultural houses, reaching 99.30%; 1,616/1,679 residential areas, reaching 96.24% of residential areas have cultural houses attached to sports grounds, meeting the needs of organizing political activities, organizing cultural, artistic, sports and entertainment activities of the people. The whole province currently has 2 provincial clubs, 181 district clubs and 837 mass art groups, teams and groups, 670 grassroots sports clubs. The cultural, artistic and sports movements have been increasingly developed thanks to that.

With its role and function, the Department of Culture and Sports has directed to strengthen the bringing of culture to the grassroots, bringing events, festivals, exchanges, competitions and sports tournaments to the grassroots to create conditions for people and communities at the grassroots to enjoy and improve their cultural and spiritual life such as: Ninh Binh Province's Non-Professional Traditional Art Clubs Festival in 2023 held in Gia Vien district; the summary of the Reading Culture Ambassador Contest held in Yen Khanh district.

In addition, the Department has directed the Provincial Cultural Center to open training classes, teach Cheo singing, Xam singing and use of traditional musical instruments for mass art clubs in Hoa Lu, Yen Khanh and Gia Vien districts. With the support in teaching and the enthusiasm and responsibility of the folk artists, the mass art clubs at the grassroots level operate effectively, making an important contribution to preserving and promoting the national cultural identity. At the same time, to contribute to bringing culture to the grassroots level, the mobile film screening activity last year carried out 432 screenings, not only meeting the cultural and artistic enjoyment needs of people in rural and mountainous areas, but also effectively serving the propaganda work of the Party's guidelines and policies, the State's policies and laws, etc.
