Tax sector strengthens dialogue and answers questions for businesses and taxpayers

To facilitate taxpayers, since the beginning of the year, the provincial Tax Department has been implementing many measures to promptly introduce, guide, and answer questions about new policies, amended and supplemented tax laws... to taxpayers, helping taxpayers update information promptly to better fulfill their tax obligations to the State.

Comrade Nguyen Phu Viet, Head of the Department of Propaganda and Support for Taxpayers, Provincial Tax Department said: In the first 10 months of 2023, the whole sector received and resolved 9,786 dossiers of all kinds under the "one-stop" and "one-stop-shop" mechanisms; responded to 62 cases in writing; responded to 19 cases via eTax, and responded to 2 cases via email. In addition to traditional methods of information technology, the Tax sector also strives to apply information technology to information technology for tax payers and build electronic support products for taxpayers, allowing access to a large number of followers and interactions. Recently, the second online conference to receive and answer questions about taxes and electronic invoices (E-invoices) in 2023 attracted the participation of many businesses and people. At the reception, the Provincial Tax Department arranged staff in specialized fields such as: Policy, declaration, tax accounting, tax inspection... and related state management agencies are ready to support and answer questions from organizations and individuals as quickly as possible. Most of the questions are mainly about E-invoices, declaration procedures, problems with value added tax (VAT), personal income tax refunds (PIT)... For example, a representative of Ninh Thuan General Trading Joint Stock Company said that currently, the Tax Departments of major provinces and cities have documents or notices warning about the list of businesses at risk of using E-invoices or notices to review and handle illegal invoices. So how to detect illegal invoices? Responding to this content, the representative of the Provincial Tax Department informed that when receiving an electronic invoice from a supplier of goods and services, the unit should check the invoice information on the website hoadondientu.gdt.gov.vn to compare the invoice status. In case the seller has issued an invoice and sent it to the buyer, then discovered that the invoice has errors, the seller and the buyer must comply with the provisions of Article 19 of Decree No. 123/2020/ND-CP.

The representative of Hoa Viet Joint Stock Company Branch in Ninh Thuan said that the branch's main business is growing tobacco plants and purchasing tobacco materials; the branch declares VAT monthly and according to the deduction method. Due to the increasing amount of deductible VAT of the branch, in order to facilitate capital turnover, the Tax Department is requested to guide the company in making VAT refunds. However, according to current regulations, the Provincial Tax Department said that the Hoa Viet Joint Stock Company Branch in Ninh Thuan is not eligible for VAT refunds; in case the Hoa Viet Joint Stock Company Branch in Ninh Thuan has input VAT that has not been fully deducted, it will continue to be deducted in the next period. Regarding the content of whether or not to submit VAT and personal income tax declarations for the main business of growing crops, which is not subject to VAT of Ninh Thuan Farm Company Limited, the Provincial Tax Department said that it is not required to submit monthly or quarterly VAT and personal income tax declarations...

In parallel with direct responses, many contents and situations with specific and thorough legal and regulatory documents are posted directly by the Provincial Tax Department on the Provincial Tax Department's Electronic Information Portal, helping taxpayers easily research, update and properly implement the State's tax policies and laws. In particular, at conferences, the Provincial Tax Department always organizes assessments of the quality of dialogue and answers to questions about tax policies via electronic ballots. The results show that most taxpayers evaluate the information provided as complete and detailed; the communication is clear and easy to understand; and all questions are answered fully and usefully.
